| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่เกื้อหนุนต่อการแสดงบทบาทของพนักงาน ครูเทศบาลเมืองหนองคาย ในการเป็นผู้สนับสนุนผู้สมัครรับเลือกตั้งสมาชิกสภาเทศบาล (2) บทบาทของพนักงานครูเทศบาลเมืองหนองคายในการเป็นผู้สนับสนุนผู้สมัครรับเลือกตั้งสมาชิกสภาเทศบาล การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพโดยศึกษาข้อมูลจากเอกสารที่เกี่ยวข้องและการสัมภาษณ์ แบบเจาะลึก กลุ่มตัวอย่างเลือกแบบเฉพาะเจาะจง จำนวน 2 กลุ่ม คือ กลุ่มผู้บริหารโรงเรียนสังกัดเทศบาลเมืองหนองคาย จำนวน 4 คน และพนักงานครูเทศบาลเมืองหนองคาย จำนวน 4 คน การสนทนากลุ่มพนักงาน ครูเทศบาลเมืองหนองคาย จำนวน 24 คน และการสังเกตการณ์ วิเคราะห์ข้อมูลโดยการวิเคราะห์เชิงพรรณนา ผลการวิจัยพบว่า (1) ปัจจัยที่เกื้อหนุนต่อการแสดงบทบาทของพนักงานครูเทศบาลเมืองหนองคาย แบ่งออกเป็น 2 ปัจจัย คือ ปัจจัยส่วนบุคคล คือ เพศ ตำแหน่งหน้าที่ ประสบการณ์การทำงาน ความรู้ความสามารถ ทัศนคติ ค่านิยม ความเชื่อ สถานภาพส่วนบุคคล และปัจจัยที่เกิดจากองค์ประกอบ ภายนอก คือ วัฒนธรรมทางการเมือง ระบบอุปถัมภ์ วัฒนธรรมทางสังคมของครู กฎหมายที่เกี่ยวกับการเลือกตั้ง และลักษณะของชุมชนและประชากรในพื้นที่ (2) บทบาทของพนักงานครูเทศบาลเมืองหนองคาย ในการเป็นผู้สนับสนุนผู้สมัครรับเลือกตั้งสมาชิกสภาเทศบาล สามารถแบ่งได้เป็น 3 ช่วง คือ ช่วงก่อนผู้สมัครได้รับการเลือกตั้ง จะมีการแสดงบทบาท อาทิ การแนะนำประชาสัมพันธ์แบบปากต่อปาก การจัดกิจกรรม ภายในโรงเรียน การอำนวยความสะดวกในด้านการประสานงาน การใช้อำนาจหน้าที่ในการชี้นำต่อผู้ใต้บังคับบัญชาและเพื่อนร่วมงาน การใช้ความเป็นครูสร้างความสัมพันธ์กับผู้ปกครองหรือชาวบ้านในท้องถิ่นและพฤติกรรมในลักษณะการซื้อสิทธิขายเสียงช่วงวันเลือกตั้ง เนื่องจากพนักงานครูเทศบาลเมืองหนองคาย ส่วนใหญ่มีบทบาทเป็นกรรมการหน่วยเลือกตั้ง จึงไม่สามารถแสดงบทบาทเป็นผู้สนับสนุนผู้สมัครรับเลือกตั้งได้ และช่วงเมื่อผู้สมัครรับเลือกตั้งได้รับเลือกตั้ง จะมีการแสดงบทบาทการสนับสนุนผู้สมัครรับเลือกตั้ง โดยการแนะนำสมาชิกสภาเทศบาลในตำแหน่งและหน้าที่อย่างเป็นทางการ การแนะนำผลงานและ โครงการที่สมาชิกสภาเทศบาลได้ด าเนินการแก่ชุมชน การเชิญสมาชิกสภาเทศบาลเข้าร่วมกิจกรรม โครงการ ต่างๆ ที่โรงเรียนจัดขึ้น การปฏิบัติตามนโยบายของสมาชิกสภาเทศบาลผ่านผู้บังคับบัญชาตามลำดับ และการเป็นตัวแทนประสานงานในการดำเนินนโยบาย หรือแนวทางการทำงานระหว่างสมาชิกสภาเทศบาลกับผู้นำชุมชน | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study (1) supporting factors that encouraged teachers in the Nong Khai Municipality to express roles as supporters of candidates running for the position of municipal council member; and (2) the roles of teachers in the Nong Khai Municipality in supporting candidates running for the position of municipal council member This was a qualitative research based on study of related documents and in-depth interviews with two groups of samples, chosen through purposive sampling, consisting of 4 administrators of schools in the Nong Khai Municipality and 4 teachers from schools in the Nong Khai Municipality, a focus group discussion with 24 teachers from schools in the Nong Khai Municipality, and observation. Data were analyzed using analitycal narration The results showed that (1) there were two groups of supporting factors that encouraged teachers in the Nong Khai Municipality to express roles as supporters of candidates running for the position of municipal council member: personal factors, consisting of sex, position, work experience, knowledge and abilities, attitudes, values, beliefs, and personal status; and external factors, consisting of political culture, the patronage system, the social culture of teachers, election-related laws, the characteristics of the community and the characteristics of the local population. (2) The roles of the teachers in supporting candidates running for municipal council member could be divided into three stages. In the pre-election stage the teachers used word-of-mouth public relations, held activities at the schools, helped coordinate campaign work, used their work position to influence colleagues and inferiors, used their status to campaign with parents of their students and people in the community, and exhibited vote buying behaviors. At the election day stage, most of the teachers could not do anything to support candidates because they were election committee members. In the post-election stage, the teachers continued to support the winning candidates by officially recommending the municipal council members, publicizing their work results or projects they did for the community, inviting them to attend events and activities at their schools, following their policies, and coordinating with other community leaders to fulfill their policies | en_US |
