| dc.description.abstract | การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ มีวัตถุประสงค์ เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของประชาชน ในการ บริหารองค์การบริหารส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี (2) ศึกษาปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชน ในการบริหารองค์การบริหารส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี กลุ่มตัวอย่างในการศึกษาครั้งนี้ คือ ประชาชนผู้มีอายุตั้งแต่ 18 ปีขึ้นไป ที่มีสัญชาติไทยที่อาศัยอยู่ในพื้นที่ที่อยู่ใน ความรับผิดชอบ ขององค์การบริหารส่วนตำบลท่าคล้อ จำนวน 358 คน ใช้วิธีการสุ่มตัวอย่าง 2 ขั้นตอน คือ (1) หาขนาดกลุ่ม ตัวอย่างที่เหมาะสมในแต่ละหมู่บ้าน ตามสัดส่วนของจำนวนประชากรในแต่ละหมู่บ้านกับจำนวนประชากรทั่วทั้งตำบล (2) ทำการ สุ่มตัวอย่างแบบบังเอิญ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม การวิเคราะห์ข้อมูลสถิติที่ใช้ได้แก่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต และค่าเบี่ยงเบนมาตรฐาน วิเคราะห์เนื้อหา โดยใช้สถิติทดสอบค่าที่ : สถิติทดสอบค่า F และการวิเคราะห์การถดถอยพหุคูณ (Multiple Regression Analysis) ในการทดสอบสมมติฐาน ผลการวิจัยสรุปได้ดังนี้ 1. ระดับการมีส่วนร่วมของประชาชนในการบริหารองค์การบริหารส่วนตำบลท่าคล้อ โดยรวมอยู่ในระดับมากเมื่อ พิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่มีระดับการมีส่วนร่วมอยู่ในระดับมาก ได้แก่ การมีส่วนร่วมในการสำรวจปัญหาอยู่ในระดับมาก รองลงมา คือ การมีส่วนร่วมในการรับผลประโยชน์อยู่ในระดับมาก การมีส่วนร่วมในการบำรุงรักษาในระยะยาว การมีส่วนร่วมใน การติดตามประเมินผล การมีส่วนร่วมในการดำเนินการ มีเพียงการมีส่วนร่วมในการวางแผน ที่ผู้ตอบแบบสอบถามมีระดับการมี ส่วนร่วม อยู่ในระดับปานกลาง 2. ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการบริหารองค์การบริหารส่วนตำบล ท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี ได้แก่ ปัจจัยภาวะผู้นำ ปัจจัยโอกาสในการแสดงออกของประชาชน ปัจจัยความสัมพันธ์กับเจ้าหน้าที่ของรัฐ ปัจจัยการ มีกิจกรรมร่วมกันในชุมชน ปัจจัยการได้รับข่าวสาร และปัจจัยความรู้ความเข้าใจในบทบาทของประชาชน อย่างมีนัยสำคัญทางสถิติ ที่ระดับ 0.05 ส่วนปัจจัยด้านการคาดหวังผลตอบแทน ไม่มีผลต่อการมีส่วนร่วมของประชาชน โดยเมื่อวิเคราะห์สมการการถดถอย แบบขั้นตอน เพื่อพยากรณ์ปัจจัยที่มีผลต่อการมีส่วนร่วมของประชาชนในการบริหารองค์การบริหารส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี พบว่า ปัจจัยภาวะผู้นำ สามารถบอกอำนาจการพยากรณ์การมีส่วนร่วมของประชาชนในการบริหารองค์การบริหาร ส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี ได้ร้อยละ 34.20 ตัวแปรที่เพิ่มเข้าสู่สมการเป็นอันดับที่ 2 คือ ปัจจัยโอกาส ในการแสดงออกของประชาชน ทำให้อำนาจพยากรณ์การมีส่วนร่วมของประชาชน ในการบริหารองค์การบริหารส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรีเพิ่มขึ้นเป็นร้อยละ 39.0 และตัวแปรที่เพิ่มเข้าสู่สมการเป็นอันดับที่ 3 คือ ปัจจัยการได้รับข่าวสาร ทำให้ อำนาจพยากรณ์การมีส่วนร่วมของประชาชนในการบริหารองค์การบริหารส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี เพิ่มขึ้น เป็นร้อยละ 41.5 ตัวแปรสุดท้ายที่เข้าสู่สมการคือ ปัจจัยความสัมพันธ์ กับเจ้าหน้าที่ของรัฐทำให้อำนาจพยากรณ์การมีส่วนร่วมของ ประชาชนในการบริหารองค์การบริหาร ส่วนตำบลท่าคล้อ อำเภอแก่งคอย จังหวัดสระบุรี เพิ่มขึ้นเป็นร้อยละ 42.8 ตัวแปรที่ไม่เข้า สู่สมการการพยากรณ์ คือ ปัจจัยความรู้ความเข้าใจเกี่ยวกับบทบาทของประชาชน และปัจจัยการมีกิจกรรมร่วมกันในชุมชน | th_TH |

| dc.description.abstractalternative | This is an exploratory research with objectives of studying (1) the degree of public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province and (2) factors involved with public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province. Samples in this study include 358 Thai nationals at the age of 18 years or older living in the areas under jurisdiction of the Tha Khlo Subdistrict Administrative Organization. Two steps of random sampling are as follows: (1) find a proper sample size in each village according to the proportion of citizens in each village with all the citizens in the Subdistrict, (2) proceed with random sampling. Tools used in the research include a questionnaire, data analysis and statisties used are Percentage, Mean and Standard Deviation. Tools used for data analysis are a t-test, F-test, Multiple Regression Analysis. Findings from hypotheses are as follows: 1. The overall degree of public participation in the administration of Tha Khlo Subdistrict Administrative Organization is quite high . Based on each aspect of participation, most samples have shown high degree of participation-high degree of participation in problem exploration, followed by high participation in terms of receiving benefits , high participation in the long-term maintenance, participation in the follow-up and evaluation and participation in operation . Only participation in planning is at the medium level. 2. Factors involved with public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province include leadership, opportunities for public expressions, relationship with state officers, joint community activities, news and information exposure and understanding of public role, which are all statistically significant at 0.05. Expectations of return have no effect towards public participation. Analysis by a regression equation to figure out factors involved with public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province shows that leadership has reflected the degree of public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province at 34.20 percent. The second variable put into the equation, opportunities for public expressions, has reflected a higher degree of public participation in the administration of Tha Khlo Subdistrict Administrative Organization, Kaeng Khoi District, Saraburi Province at 39.0 percent ; the third variable, news and information exposure, has reflected even a higher degree of public participation at 41.5 percent ; and the last variable, relationship with state officers, has reflected even a higher degree of public participation at 42.8 percent .
