| dc.description.abstract | การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของคณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรี ในการจัดการเลือกตั้งทั่วไป 2 กุมภาพันธ์ 2557 (2) ศึกษาปัญหาและอุปสรรคในการจัดการเลือกตั้งทั่วไป 2 กุมภาพันธ์ 2557 ของคณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรีในพื้นที่เขตเลือกตั้งของจังหวัดเพชรบุรี (3) ศึกษาแนวทางแก้ไขปัญหาที่เกิดขึ้นจากการจัดการเลือกตั้งทั่วไป 2 กุมภาพันธ์ 2557 ของคณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรีในพื้นที่เขตเลือกตั้งของจังหวัดเพชรบุรี การศึกษานี้เป็นการวิจัยเชิงคุณภาพ ประชากร ได้แก่ กลุ่มคณะกรรมการการเลือกตั้งประจำจังหวัด กลุ่มคณะกรรมการการเลือกตั้งประจำเขตเลือกตั้ง กลุ่มพนักงานเจ้าหน้าที่ของสำนักงานคณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรี กลุ่มตัวแทนองค์กรเอกชนตรวจสอบการเลือกตั้ง กลุ่มประชาชนจากเขตเลือกตั้ง และตัวแทนจากกลุ่มผู้ชุมนุม กปปส.จังหวัดเพชรบุรี เลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวน 29 คน เครื่องมือในการวิจัยใช้แบบสัมภาษณ์ และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษาพบว่า (1) คณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรีมีบทบาทในการควบคุมดูแลจัดการเลือกตั้งให้เป็นไปตามกฎหมาย ในการเลือกตั้งทั่วไปวันที่ 2 กุมภาพันธ์ 2557 ของจังหวัดเพชรบุรี สนับสนุนองค์การเอกชนในการให้การศึกษาแก่ประชาชน ส่งเสริมการมีส่วนร่วมของประชาชน สรรหาเจ้าหน้าที่ผู้ดำเนินการเลือกตั้ง เพื่อให้การเลือกตั้งให้เป็นไปโดยสุจริตและเที่ยงธรรม และมีการพิจารณาคำร้องคัดค้านการเลือกตั้ง ไต่สวน/แสวงหาหลักฐานเพื่อให้ได้มาซึ่งข้อเท็จจริง คณะกรรมการการเลือกตั้งประจำจังหวัดได้ปฏิบัติหน้าที่ตามกฎหมายกำหนดและเป็นไปอย่างโปร่งใส ตรวจสอบได้ มีความเป็นกลาง เป็นธรรม และไม่ได้มีการแสดงความคิดเห็นทางการเมืองและมีความสัมพันธ์กับนักการเมืองที่ลงสมัครรับเลือกตั้งแต่อย่างใด (2) ปัญหาและอุปสรรคในการจัดการเลือกตั้งทั่วไปวันที่ 2 กุมภาพันธ์ 2557 คือการรวมตัวชุมนุมกันของกลุ่มคณะกรรมการประชาชนเพื่อการเปลี่ยนแปลงปฏิรูปประเทศไทยให้เป็นประชาธิปไตยที่สมบูรณ์แบบอันมีพระมหากษัตริย์ทรงเป็นประมุข ในการปิดสถานที่ราชการ ขัดขวางการดำเนินการเลือกตั้งเพื่อเรียกร้องให้มีการปฏิรูปก่อนการเลือกตั้ง (3) การเสนอแนวทางแก้ไขปัญหาที่เกิดขึ้นจากการจัดการเลือกตั้งทั่วไป 2 กุมภาพันธ์ 2557 ของคณะกรรมการการเลือกตั้งประจำจังหวัดเพชรบุรี คือการปลูกฝังความรู้การเลือกตั้งในโรงเรียน การกำหนดบทลงโทษของการขัดขวางการเลือกตั้ง การบังคับใช้กฎหมายอย่างเคร่งครัด การส่งเสริมคุณธรรมให้กับนักการเมือง รวมทั้งการวางตัวเป็นกลางของผู้ดำเนินการจัดการเลือกตั้งเพื่อสร้างความเชื่อมั่นให้กับประชาชนผู้มีสิทธิเลือกตั้ง | th_TH |

| dc.description.abstractalternative | The objectives of this study were (1) to study the roles of the provincial election commission of Phetchaburi in general election management on 2 February 2014, (2) to study the problems and obstacles in the general election management on 2 February 2014 of the provincial election commission in the constituency area of Phetchaburi and (3) to investigate the solutions of general election management on 2 February 2014 of the provincial election commission in the constituency area of Phetchaburi. This study was a qualitative research. The population consisted of a provincial election commission group, a constituency committee group, a staff of Office of Provincial Election Commission of Phetchaburi group, NGOs representatives who monitored election, people in the constituency area and representatives of People's Democratic Reform Committee (PCAD: กปปส.) in Phetchaburi. The purposive samples were 29 people. The interviews and descriptive analysis data were applied in this study. This study found that (1) The provincial election commission of Petchaburi had roles as follows: controlling and managing the general election on 2 February 2014 in Phetchaburi in accordance with the law, supporting the private organizations in providing education to the public, promoting public participation, recruiting electoral staffs to enable the election to be honest and fair, considering of petitions of election, investigating and seeking evidences to obtain facts. The provincial election commission performed their duties in accordance with the law and should be transparent, verifiable, impartial and fair. It did not have political opinions and relationship with any politicians who applied for election. (2) Problems and obstacles in the general election on 2 February 2014 were protest of the People's Committee for Absolute Democracy with the King as Head of State at government buildings against the election and to call for reform before the election. (3) The solutions of general election management on 2 February 2014 of provincial election commission of Phetchaburi were providing knowledge of elections in schools, defining the penalties for obstructing elections with law enforcement, promoting morality for politicians and implementation of fair election by organizers to build confidence among voters | en_US |
