| dc.description.abstract | การศึกษาวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1.ศึกษาความร่วมมือระหว่างองค์การบริหารส่วนจังหวัดกับภาคธุรกิจเอกชน 2.เสนอแนะแนวทางการส่งเสริมความร่วมมือระหว่างองค์กรปกครองส่วนท้องถิ่นกับภาคธุรกิจเอกชน ผลการศึกษาพบว่า 1.องค์การบริหารส่วนจังหวัดสระบุรี ดำเนินการก่อสร้าง ติดตั้งเครื่องจักร อาคารที่พัก ระบบสาธารณูปโภค ระบบรักษาความ ปลอดภัยและระบบอื่นๆ ที่จำเป็นต่อการดำเนินการภายในศูนย์ฯ สนับสนุนให้องค์กรปกครองท้องถิ่น นำขยะมูลฝอยมาทิ้งภายในศูนย์ฯและ ผลักดันให้ขยะสดเข้ามายังศูนย์กำจัดขยะฯ ให้ได้ปริมาณที่มากพอกับการเดินกระบวนการผลิต และรณรงค์ให้ชุมชนเห็นความสำคัญของการคัดแยกขยะตั้งแต่ต้นทางส่วนบริษัทปูนซิเมนต์(ท่าหลวง) จำกัด สนับสนุนแบบแปลนที่ใช้ก่อสร้างศูนย์ฯ รายละเอียดเครื่องจักรและอุปกรณ์รวมทั้งค่าลิขสิทธิ์และสิทธิบัตรอื่นใด (ถ้ามี) ออกแบบเครื่องจักรและเทคโนโลยีต่างๆ เพื่อจัดการขยะอย่างถูกวิธี รวมทั้งการซ่อมบำรุงเครื่องจักรต่างๆ ถ่ายทอดความรู้และเทคโนโลยีสำหรับก่อสร้างและติดตั้งเครื่องจักรภายในศูนย์ฯ ฝึกอบรมให้ความรู้เพื่อเตรียมความพร้อมในด้านต่างๆการเดินระบบ การบำรุงรักษาในเบื้องต้น ดำเนินการซ่อมแซมบำรุงรักษาเครื่องจักรในกรณีเครื่องจักหรืออุปกรณ์อื่นใดเกิดความชำรุดเสียหายและรับซื้อเชื้อเพลิงแข็งทดแทนตามคุณภาพกำหนด 2.แนวทางการส่งเสริมความร่วมมือระหว่างองค์กรปกครองส่วนท้องถิ่นกับภาคธุรกิจเอกชน การส่งเสริมความร่วมมือระหว่าง องค์การบริหารส่วนจังหวัดสระบุรีกับบริษัทปูนซิเมนต์ (ท่าหลวง) จำกัด โดยการส่งเสริมความร่วมมือในการรับรู้ข้อมูล ความร่วมมือในการแสดงความคิดเห็น ความร่วมมือในการตัดสินใจ ความร่วมมือในการปฏิบัติงาน และความร่วมมือในการดำเนินงานตรวจสอบ | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study cooperation between provincial administrative organizations and private sector organizations; and (2) to recommend ways to promote cooperation between local administrative organizations and the private sector. This was a qualitative research. The sample population consisted of 2 administrators of Siam Cement (Thaluang) Company Limited, 2 personnel from Saraburi Provincial Administrative Organization (PAO), and 3 citizens who resided in the area of jurisdiction of Saraburi PAO. Data were collected using an interview form and analyzed through descriptive analysis. The results showed that (1) Saraburi PAO’s cooperation with Siam Cement (Thaluang) Company Limited resulted in the building of an integrated waste disposal center to solve the province’s trash problem. Each side’s responsibilities were clearly divided. Saraburi PAO built the buildings, installed the machinery, managed the center, campaigned to get all the local administrative organizations to agree to take their waste to the center for disposal so there would be enough waste for its scale of operation, and campaigned to get the citizens to separate their trash. Siam Cement (Thaluang) Company Limited provided the blueprints for the center and the specifications of the machinery and equipment needed, designed the technology system for proper waste disposal, transferred know-how for the center’s construction and installation of machinery, trained the personnel, provided maintenance and repair service, and purchased solid alternative fuel from the center that met the quality standards. (2) Approaches for promoting cooperation between local administrative organizations and the private sector are to promote the sharing of knowledge and opinions, promote joint decision making, promote cooperation in practical operations, and promote cooperation in auditing and evaluating | en_US |
