| dc.description.abstract | การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาบทบาทของกำนัน ผู้ใหญ่บ้านใน การทำงานร่วมกับองค์การบริหารส่วนตำบลในอำเภอมวกเหล็ก จังหวัดสระบุรี (2) เพื่อศึกษา ปัญหาอุปสรรคของกำนัน ผู้ใหญ่บ้านในการทำงานร่วมกับองค์การบริหารส่วนตำบลในอำเภอ มวกเหล็ก จังหวัดสระบุรี ผลการวิจัยพบว่า (1) บทบาทของกำนัน ผู้ใหญ่บ้าน ในช่วงที่เป็นสมาชิกองค์การ บริหารส่วนตำบลโดยตำแหน่ง คือ ช่วยให้ชาวบ้านติดต่อราชการกับองค์การบริหารส่วนตำบลได้ อย่างสะดวก รวดเร็ว และช่วยแก้ปัญหาความเดือดร้อนของชาวบ้านได้อย่างแท้จริง นอกจากนี้ กำนัน ผู้ใหญ่บ้านยังเป็นผู้นำชาวบ้านให้ร่วมกันพัฒนาตำบล ร่วมกันประชุมประชาคมและ วางแผนพัฒนาตำบล (2) ปัญหาอุปสรรคของกำนัน ผู้ใหญ่บ้านในการทำงานร่วมกับองค์การ บริหารส่วนตำบลเกิดจากกำนัน ผู้ใหญ่บ้านไม่ได้เข้าเป็นสมาชิกองค์การบริหารส่วนตำบลโดย ตำแหน่ง องค์การบริหารส่วนตำบลมีแต่สมาชิกที่มาจากการเลือกตั้งโดยตรงจากประชาชน ทำให้ กำนัน ผู้ใหญ่บ้านไม่มีบทบาทในการทำงานร่วมกับองค์การบริหารส่วนตำบลมากนัก ไม่ได้เข้า ร่วมประชุมพิจารณาจัดทำโครงการพัฒนาตำบล โดยองค์การบริหารส่วนตำบลจะทำโครงการ พัฒนาตำบลตามมติของสมาชิกองค์การบริหารส่วนตำบล และตามนโยบายของอำเภอ ทำให้ โครงการพัฒนาตำบลไม่ตรงกับความต้องการของประชาชน | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the roles of kumnan and village headmen in working together with Tambol Administrative Organizations (TAOs) in Muak Lek District, Saraburi Province; and (2) to study problems of kumnan and village headmen in working together with TAOs. This was a combined quantitative and qualitative research based on a questionnaire survey and interviews. The sample population consisted of kumnan, village headmen, chairmen of TAO councils, presidents of TAOs, and permanent secretaries of TAOs in Muak Lek District, Saraburi Province. Data were collected using a questionnaire and analyzed using percentage, frequency, t-test and descriptive analysis. The results showed that (1) At the time that they were TAO members by position, the kumnan and village headmen played the roles of helping villagers contact and do business with the TAO quickly and conveniently, helping solve the villagers’ problems, and acting as leaders in getting villagers to join in local development projects and meetings to plan those projects. (2) Kumnan and village headmen had problems in working together with TAOs when they were not TAO members by position and all the TAO members were directly elected by the people. In that case the kumnan and village headmen did not play a large role in working with the TAOs. They did not attend the meetings about local development projects. The TAOs voted on the local development projects based on the policies of the district, so the projects often did not meet the real needs of the citizens | en_US |
