Efficiency and Effectiveness of the Senior Citizens WelfareServices in Municipalities of Chonburi Province

Abstract

The study aimed: (1) to assess the effectiveness and efficiency of Senior Citizens Welfare Services in Municipalities of Chonburi Province, (2) to determine the factors influencing the effectiveness and efficiency, and (3) to recognize the challenges and strategies for improving the services for senior citizen in Chonburi Province.This study employed survey research. The population and sample were divided into two groups using Taro Yamane’s sample size determination method. The first group consisted of 126 individuals from the municipal officials group in Chonburi Province, while the second group included 400 individuals from the group of senior citizens’ welfare services in municipalities in Chonburi Province. Stratified sampling was used as the sampling method. The research instrument utilized was a questionnaire. Data analysis involved the use of statistics such as frequency, percentage, mean, standard deviation, T-test, F-test, and multiple regression analysis. Qualitative data were analyzed using the SWOT framework for content analysis.The research findings indicated that (1) the efficiency level of municipal officials in providing senior citizen welfare services in Chonburi Province is above 70 percent, along with the effectiveness of these services. The average efficiency level of these services in the province remained consistent, but there are variations in the average effectiveness of providing senior citizen welfare services at the statistical significance level of .05. (2) An investigation into the factors impacting the efficiency and effectiveness of senior citizen welfare services in Chonburi Province revealed that public service delivery and good governance principles significantly influence the services for senior citizens in the area. The study also highlighted that the implementation of policies and public service delivery was instrumental in determining the efficiency of the services for senior citizens in Chonburi Province. (3) The primary challenges and barriers included limited access to information technology, lack of interconnected government data across relevant agencies, and inadequate public relations. Proposed strategies involve enhancing the management of government data to support welfare services, highlighting successful models of senior citizen welfare services in various municipalities, fostering innovative approaches, upgrading the management system for older adult welfare services, fostering inter-agency integration, and tailoring public relations efforts to specific target groups.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับประสิทธิภาพและประสิทธิผลการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในเขตพื้นที่จังหวัดชลบุรี (2) ปัจจัยที่มีอิทธิผลต่อประสิทธิภาพและประสิทธิผลในการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในเขตพื้นที่จังหวัดชลบุรี (3) ปัญหาอุปสรรคและเสนอแนะกลยุทธ์ในการปรับปรุงในการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในเขตพื้นที่จังหวัดชลบุรีการวิจัยนี้เป็นการวิจัยเชิงสำรวจที่เน้นการวิจัยเชิงปริมาณ ประชากรและกลุ่มตัวอย่าง แบ่งเป็น 2 กลุ่ม ใช้วิธีกำหนดขนาดตัวอย่างของทาโร่ ยามาเน่ ได้แก่ 1) กลุ่มเจ้าหน้าที่เทศบาล ในจังหวัดชลบุรี กลุ่มตัวอย่าง 126 คน 2) กลุ่มผู้รับบริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในจังหวัดชลบุรี กลุ่มตัวอย่าง 400 คน ใช้วิธีการสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าที การทดสอบค่าเอฟ และการวิเคราะห์การถดถอยเชิงพหุ ในส่วนของข้อมูลปลายเปิดใช้การวิเคราะห์เชิงคุณภาพโดยการวิเคราะห์เนื้อหาใช้กรอบ จุดแข็ง จุดอ่อน โอกาส และภัยคุกคามผลการวิจัยพบว่า (1) ผลการวิเคราะห์ระดับประสิทธิภาพและประสิทธิผลการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในเขตพื้นที่จังหวัดชลบุรี พบว่า ระดับประสิทธิภาพของเจ้าหน้าที่เทศบาลให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล และระดับประสิทธิผลของการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาลในเขตพื้นที่จังหวัดชลบุรีอยู่ในระดับมากกว่าร้อยละ 70 ค่าเฉลี่ยระดับประสิทธิภาพของการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในจังหวัดชลบุรี ไม่แตกต่างกัน แต่ค่าเฉลี่ยระดับประสิทธิผลของการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในจังหวัดชลบุรีแตกต่างกัน อย่างมีนัยสำคัญทางสถิติ ณ ระดับ .05 (2) ผลการวิเคราะห์ปัจจัยที่มีอิทธิผลต่อประสิทธิภาพและประสิทธิผลในการให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล ในเขตพื้นที่จังหวัดชลบุรี พบว่า ปัจจัยการให้บริการสาธารณะ ปัจจัยหลักการบริหารกิจการบ้านเมืองที่ดี สามารถอธิบายความสัมพันธ์ของประสิทธิภาพ และปัจจัยการนำนโยบายไปปฏิบัติ ปัจจัยการให้บริการสาธารณะ สามารถอธิบายความสัมพันธ์ของประสิทธิผล (3) ภาพรวมปัญหาอุปสรรคคือการเข้าถึงทางด้านเทคโนโลยีสารสนเทศ การเดินทางติดต่อราชการที่เทศบาล การจัดเก็บข้อมูลของรัฐบาลที่ยังขาดการเชื่อมโยงข้อมูลระว่างหน่วยงานที่เกี่ยวข้อง การประชาสัมพันธ์ยังไม่ครอบคลุม กลยุทธ์ที่ควรนำมาใช้ ได้แก่ การจัดการข้อมูลภาครัฐเพื่อใช้ในการบริการสวัสดิการเบี้ยยังชีพผู้สูงอายุ เผยแพร่แบบอย่างที่ดีของเทศบาลที่ให้บริการสวัสดิการเบี้ยยังชีพผู้สูงอายุ การสร้างนวัตกรรมที่ทันสมัย การปรับปรุงระบบการจัดการระบบสวัสดิการเบี้ยยังชีพผู้สูงอายุของเทศบาล การบูรณาการระหว่างหน่วยงาน และการประชาสัมพันธ์ไปยังกลุ่มเป้าหมายเฉพาะ
