Development Guidelines for Agricultural Extension Officers in Organic Agriculture Extension

Abstract

The objectives of this research were to study 1) general information of agricultural extension officers 2) opinions of the officers regarding the perception and practices on organic agriculture of farmers 3) problems and suggestions in the practices of organic agriculture extension of agricultural extension officers 4) needs for the extension regarding organic agriculture of agricultural extension officers and 5) development guidelines for agricultural extension officers.This research was survey research. The population in this study was 262 agricultural extension officers who were responsible for district-level organic agriculture extension and worked in the sustainable agricultural development project on organic agricultural product development activity in 2023. The sample size of 158 people was determined by using Taro Yamane formula with the error value of 0.05 through simple random sampling method by lotto picking. Data were collected by using questionnaires and were analyzed by using statistics such as frequency distribution, percentage, minimum value, maximum value, mean, standard deviation, ranking, content analysis, T-test, and Chi-square.The results of the research revealed that 1) 67.1% of the officers were female with the average age of 38.01 years old, 66.5% graduated from plant science, 22.2% had the average experience in organic agricultural extension work of 3.85 years, and 23% received the news regarding organic agriculture through training, seminar, and field trip. 2) The officers thought that farmers perceived the aspects of soil management and practice on the label display and reference at the high level and the level of perceiving and practices regarding on organic agriculture of farmers of soil management was statistically significantly at the level of 0.05. 3) The officers faced with the problem regarding the operation on the organic agricultural extension at the moderate level on the issues such as the risk evaluation in agricultural crop, the analysis of agricultural situation, and the capability in the communication. 4) The officers needed the extension regarding organic agriculture at the high level such as knowledge about integrated pest control, knowledge transfer skill, and personal attributes on communication through electronic media, internet by practical method. The gender, age, education level, graduation major and experience in organic agricultural extension of agricultural extension officers were not related of statistically with the needs for extension. 5) The development guidelines of the officers were such as (1) the pre operation through knowledge transfer, manual creation for e-learning curriculum; (2) during the operation through demonstration, practice, taught by the supervisor; and (3) post operation through evaluation follow up by training method, demonstration, practice, field trip along with the follow-up and performance evaluation for further adaptation and improvement.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ข้อมูลทั่วไปของเจ้าหน้าที่ส่งเสริมการเกษตร 2) ความคิดเห็นของเจ้าหน้าที่เกี่ยวกับการรับรู้และการปฏิบัติด้านเกษตรอินทรีย์ของเกษตรกร 3) ปัญหาและข้อเสนอแนะในการปฏิบัติงานส่งเสริมเกษตรอินทรีย์ของเจ้าหน้าที่ส่งเสริมการเกษตร 4) ความต้องการการส่งเสริมด้านเกษตรอินทรีย์ของเจ้าหน้าที่ส่งเสริมการเกษตร และ 5) แนวทางการพัฒนาเจ้าหน้าที่ส่งเสริมการเกษตรการวิจัยนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ใช้ในการศึกษา คือ เจ้าหน้าที่ส่งเสริมการเกษตรผู้รับผิดชอบงานส่งเสริมเกษตรอินทรีย์ระดับอำเภอ ทำงานในโครงการพัฒนาเกษตรกรรมยั่งยืน ด้านกิจกรรมพัฒนาการผลิตเกษตรอินทรีย์ ปี 2566 จำนวน 262 ราย กำหนดขนาดกลุ่มตัวอย่างโดยใช้สูตรของทาโร ยามาเน ที่ระดับความคลาดเคลื่อน 0.05 ได้กลุ่มตัวอย่าง จำนวน 158 ราย สุ่มตัวอย่างแบบง่ายโดยจับสลาก เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติ การแจกแจงความถี่ ค่าร้อยละ ค่าต่ำสุด ค่าสูงสุด ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การจัดลำดับ การวิเคราะห์เชิงเนื้อหา การทดสอบค่าที และการทดสอบไคสแควร์ผลการศึกษาพบว่า 1) เจ้าหน้าที่ ร้อยละ 67.1 เป็นเพศหญิง อายุเฉลี่ย 38.01 ปี จบการศึกษาระดับปริญญาตรี ร้อยละ 66.5 จบสาขาวิชาพืชศาสตร์ ร้อยละ 22.2 มีประสบการณ์ทำงานส่งเสริมเกษตรอินทรีย์เฉลี่ย 3.85 ปี และร้อยละ 23 ได้รับข้อมูลข่าวสารเกษตรอินทรีย์ผ่านการฝึกอบรม สัมมนาและศึกษาดูงาน 2) เจ้าหน้าที่มีความเห็นว่าเกษตรกรมีการรับรู้ด้านการจัดการดินและปฏิบัติด้านการแสดงฉลากและการกล่าวอ้างระดับมาก และระดับการรับรู้และการปฏิบัติเกษตรอินทรีย์ของเกษตรกรด้านการจัดการดินมีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3) เจ้าหน้าที่มีปัญหาการปฏิบัติงานส่งเสริมเกษตรอินทรีย์ระดับปานกลาง ได้แก่ การประเมินความเสี่ยงของแปลงเกษตร การวิเคราะห์สถานการณ์ด้านการเกษตรและความสามารถในการติดต่อสื่อสาร 4) เจ้าหน้าที่ต้องการการส่งเสริม ด้านเกษตรอินทรีย์ระดับมาก ได้แก่ ความรู้ด้านการจัดการศัตรูพืชแบบผสมผสาน ทักษะการถ่ายทอดความรู้ บุคลิกลักษณะประจำตัวด้านการสื่อสาร ผ่านสื่ออิเล็กทรอนิกส์ อินเตอร์เน็ต ด้วยวิธีการฝึกปฏิบัติ และเพศ อายุ ระดับการศึกษา สาขาวิชาที่จบการศึกษาและประสบการณ์การทำงานส่งเสริมเกษตรอินทรีย์ของเจ้าหน้าที่ส่งเสริมการเกษตรไม่มีความสัมพันธ์ทางสถิติกับความต้องการการส่งเสริม 5) แนวทางการพัฒนาเจ้าหน้าที่ ได้แก่ (1) ก่อนการปฏิบัติงาน โดยถ่ายทอดความรู้ จัดทำคู่มือ หลักสูตร e - learning (2) ขณะปฏิบัติงานโดยการสาธิต ฝึกปฏิบัติ สอนงานโดยพี่เลี้ยง และ (3) หลังการปฏิบัติงาน โดยติดตามประเมินผล ผ่านวิธีการฝึกอบรม สาธิต ฝึกปฏิบัติ ศึกษาดูงาน รวมทั้งติดตามและประเมินผลการปฏิบัติงาน เพื่อปรับปรุงและพัฒนาต่อไป
