Factors Related to the Participation of People’s Groups in the Operations of the Local Health Security Fund in the Lom Raet Town Municipality, Thoen District, Lampang Province

Abstract

This study aimed to explore (1) the level of participation of people’s groups, (2) knowledge and attitudes, and (3) the relationships between knowledge and attitudes and the participation of citizens' groups in the operations of the local health security fund in Lom Raet Town Municipality, Thoen dstrict, Lampang province.This survey research was conducted in three representatives (respondents) purposively selected from each of 60 people’s groups in Lom Raet subdistrict (municipality), including the president, the vice president and the secretary of each group. Data were collected using a questionnaire that had been validated by three experts with the validity and reliability values of 0.90 and 0.92, respectively, for the entire version, and then data analysis was performed using descriptive statistics, frequency, percentage, mean, standard deviation and Spearman's correlation coefficient.The results revealed that, among the respondents in Lom Raet subdistrict or municipality: (1) the participation of people’s groups in the operations of the local health security fund was at a high level; (2) their overall knowledge and attitudes on the operation of the local health security fund were at a high level; and (3) their knowledge was not related to their participation in the operations of the local health security fund in the municipality, while their attitudes were significantly related to such participation (P = 0.01).

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการมีส่วนร่วมของกลุ่มประชาชน 2) ปัจจัยด้านความรู้ และทัศนคติ และ3) ความสัมพันธ์ระหว่างปัจจัยด้านความรู้และทัศนคติกับการมีส่วนร่วมของกลุ่มประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ของเทศบาลเมืองล้อมแรด อำเภอเถิน จังหวัดลำปาง การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ กลุ่มตัวอย่างคือตัวแทนจากกลุ่มประชาชนตำบลล้อมแรดทั้งหมดจำนวน 60 กลุ่ม โดยเลือกแบบเฉพาะเจาะจง กลุ่มละ 3 คน ได้แก่ ประธาน รองประธานและเลขานุการ ของแต่ละกลุ่ม เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามที่ผ่านการตรวจสอบความตรงจากผู้เชี่ยวชาญจำนวน 3 คน ที่มีค่าความตรงเท่ากับ 0.9 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.92 ทำการวิเคราะห์ข้อมูล โดยใช้สถิติพรรณนา ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ของสเปียร์แมน ผลการศึกษาพบว่า 1) การมีส่วนร่วมของกลุ่มประชาชนตำบลล้อมแรดใน การดำเนินงานกองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่โดยภาพรวมอยู่ในระดับมาก 2) ความรู้ และทัศนคติในการดำเนินงานกองทุนหลักประกันสุขภาพในระดับท้องถิ่นหรือพื้นที่ โดยภาพรวมอยู่ในระดับมาก และ 3) ปัจจัยด้านความรู้ไม่มีความสัมพันธ์กับการมีส่วนร่วมของกลุ่มประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ในเขตเทศบาลเมืองล้อมแรด อำเภอเถิน จังหวัดลำปาง ในขณะที่ปัจจัยด้านทัศนคติ มีความสัมพันธ์กับการมีส่วนร่วมของกลุ่มประชาชนในการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นหรือพื้นที่ใน เขตเทศบาลเมืองล้อมแรด อำเภอเถิน จังหวัดลำปาง อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01
