| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) สภาพปัจจุบันของการปฏิบัติต่อผู้ต้องขังตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติ ในเรือนจำกลางเชียงราย (2) ปัญหาและอุปสรรคในการปฏิบัติต่อผู้ต้องขังตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติ ในเรือนจำกลางเชียงราย (3) แนวทางในการปฏิบัติต่อผู้ต้องขังตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติ ในเรือนจำกลางเชียงราย การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ประชากร 3 กลุ่ม เลือกกลุ่มตัวอย่างเฉพาะเจาะจง จำนวน 33 คน ได้แก่ ผู้บริหารเรือนจำ จำนวน 3 คน เจ้าหน้าที่เรือนจำ จำนวน 10 คน และผู้ต้องขัง จำนวน 20 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ การวิเคราะห์ข้อมูล ใช้รูปแบบการวิเคราะห์เชิงพรรณนา ผลการวิจัยพบว่า (1) สภาพปัจจุบันในเรือนจำกลางเชียงราย ไม่พบปัญหาโดยสามารถปฏิบัติต่อผู้ต้องขังได้สอดคล้องตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติ (2) ปัญหาและอุปสรรคในการปฏิบัติต่อผู้ต้องขังตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติในเรือนจำกลางเชียงราย คือ ด้านการปกป้องคุ้มครอง ปัญหาคือจำนวนผู้ต้องขังเพิ่มขึ้นอย่างต่อเนื่อง ด้านสภาพทางกายภาพของการจำคุกเกิดความแออัดมาก โดยเฉพาะในเรือนนอน ปัญหาต่อมาคือเรื่องงบประมาณในการปรับปรุงซ่อมแซมอาคาร ด้านระบอบเรือนจำ ขาดประสิทธิภาพในการจัดกิจกรรมเกี่ยวกับการพัฒนาพฤตินิสัย และการสร้างหลักสูตรที่เหมาะสม ด้านการดูแลสุขภาพ ปัญหาการขาดแคลนยา งบประมาณและบุคลากรด้านการพยาบาลไม่เพียงพอ และด้านเจ้าหน้าที่เรือนจำ เกิดปัญหาเรื่องการดูแลผู้ต้องขังไม่ทั่วถึง เนื่องจากจำนวนเจ้าหน้าที่มีน้อย (3) แนวทางในการปฏิบัติเพื่อยกระดับการปฏิบัติต่อผู้ต้องขังตามหลักสิทธิมนุษยชนสากลขององค์การสหประชาชาติในเรือนจำกลางเชียงราย ด้านหลักการพื้นฐานของการปฏิบัติ ควรมีการกำชับให้ผู้ต้องขังรู้ถึงกฎระเบียบของเรือนจำ จัดให้มีการให้คำปรึกษาแก่ผู้ต้องขัง ด้านการปกป้องคุ้มครอง ควรจะจัดให้มีการประชาสัมพันธ์ให้กับผู้ต้องขังได้รับทราบถึงสิทธิที่ตนพึงมีและควรได้รับ ด้านสภาพทางกายภาพของการจำคุก ควรแก้ไขปัญหาเรื่องความคับแคบของอาคารสถานที่ ด้านความมั่นคงปลอดภัย การรักษาระเบียบและวินัยควรประชาสัมพันธ์กฎระเบียบให้ผู้ต้องขังอย่างชัดเจน ด้านระบอบเรือนจำ ควรจัดการฝึกอบรมวิชาชีพให้สอดคล้องกับความต้องการของตลาดแรงงาน ด้านการดูแลสุขภาพ ควรมีอาสาสมัครสาธารณสุขเรือนจำหรือใช้เทคโนโลยีที่ทันสมัยมาช่วยรักษาพยาบาลผู้ต้องขัง และด้านเจ้าหน้าที่เรือนจำ ควรจัดให้มีการอบรมเจ้าหน้าที่ เพื่อให้มีการปฏิบัติหน้าที่ได้อย่างถูกต้อง เหมาะสม และให้มีความเป็นมืออาชีพ | th_TH |

| dc.description.abstractalternative | This study aims investigate (1) current situation of the United Nations human rights principles in Prisoners Treatment at Chiang Rai Central Prison (2) problems and issues regarding the United Nations human rights principles in Prisoners Treatment at Chiang Rai Central Prison (3) prisoners treatment practices in accordance with the United Nations human rights principles in Prisoners treatment at Chiang Rai Central Prison. Employing specific sampling qualitative methodology, the researcher conducted the interview and used descriptive analysis to explore 3 groups of population including 3 prison executives, 10 prison officers, and 20 prisoners. The study found that (1) there was no Prisoners Treatment misconduct at Chiang Rai Central Prison. The United Nations human rights principles in Prisoners Treatment were followed; (2) problems and issues regarding the United Nations human rights principles in Prisoners Treatment at Chiang Rai Central Prison consisted of protection issues: increasing number of prisoners, Physical environment issues: overcrowded sleeping hall and under budget for building maintenance, Prison regime issues: Inefficiency of behavior modification and decent curricula and activities, Healthcare issues: insufficient medication, budget, and health care personnel, Manpower issues: inadequate supervision due to limited number of prison personnel and; (3)prisoners treatment practice recommendations in accordance with the United Nations human rights principles in prisoners treatment at Chiang Rai Central Prison included, Fundamental practice issues: notify and provide consultation the prisoners about prison regimes and related matters, protection issues: clearly publish prisoner rights for their time in prison, physical environment issues: expand the prison space to alleviate overcrowding, security issues: deliver clear communication regarding code of conduct, rules and regulations to prisoners to maintain good discipline in the prison, prison regime issues: provide vocational training in accordance to labor market needs, healthcare issues: increase public health volunteers in the prison and provide advanced medical technology to the prisoners, Manpower issues: provide development course to prison personnel to ensure professional and appropriate practices. | en_US |
