| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทของคณะกรรมการการเลือกตั้งประจำ จังหวัดเลยในการจัดการออกเสียงประชามติร่างรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 (2) ปัญหาอุปสรรคและข้อเสนอแนะในการดำเนินบทบาทการจัดการออกเสียงประชามติร่าง รัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 ของคณะกรรมการการเลือกตั้งประจำจังหวัดเลย ผลการวิจัยพบว่า (1) กลุ่มตัวอย่างเห็นด้วยกับบทบาทของคณะกรรมการการเลือกตั้ง ประจำจังหวัดเลย ในการจัดการออกเสียงประชามติร่างรัฐธรรมนูญแห่งราชอาณาจักรไทย พุทธศักราช 2550 โดยเห็นด้วยอย่างยิ่งกับการรณรงค์และประชาสัมพันธ์เผยแพร่การออกเสียงประชามติ (2) กลุ่ม ตัวอย่างเห็นว่า ปัญหาอุปสรรคในการปฏิบัติงานออกเสียงประชามติของคณะกรรมการการเลือกตั้ง ประจำจังหวัดเลยในด้านบุคลากร ด้านการจัดการออกเสียงประชามดี ด้านงบประมาณ และด้านวัสดุ อุปกรณ์ เป็นปัญหาอุปสรรคในระดับปานกลาง โดยมีข้อเสนอแนะคือ ประเด็นการรณรงค์และ ประชาสัมพันธ์เผยแพร่การออกเสียงประชามติ ควรมอบให้หน่วยงานหรือบุคคลที่มีความเชี่ยวชาญเป็น ผู้รับผิดชอบ โดยให้ดำเนินการอย่างต่อเนื่องและมีระยะเวลาก่อนการจัดการออกเสียงประชามติมาก พอควร ควรจัดการอบรมสัมมนาผู้ปฏิบัติงานการจัดการออกเสียงประชามติให้มีความรู้ ความเข้าใจ ระเบียบกฎหมายที่เกี่ยวข้อง รวมทั้งผู้ปฏิบัติงานการออกเสียงประชามติต้องวางตัวเป็นกลาง ไม่ชี้นำไป ทางหนึ่งทางใด | th_TH |

| dc.description.abstractalternative | The purposes of this research were to study (1) the roles of Loci Provincial Election Commission as to referendum of the Draft Constitution of the Kingdom of Thailand B.E.2550 (2) the problems, obstacles and suggestions about how to manage the referendum of the Draft Constitution of the Kingdom of Thailand B.E.2550 of the Loci Provincial Election Commission the research sample were 466 participants of Loci Provincial Election Commissioners. Offices of the Loci provincial Election Commission, the Subcommittee of districts in the referendum and the citizen concerned in the referendum, the method of this research was based upon questionnaires. Data were statistically analyzed by using percentage, mean, standard deviation and content analysis. The findings were (1) all participants agreed on the role of Loci Provincial Election Commission as to the referendum and totally agreed with the campaign and publicity at the highest level and (2) all participants believed that problems and obstacles in performing duties of Loci Provincial Election Commission as regards personnel, referendum, budget and material management were at a medium level. The suggestions were published information about the referendum should be done by the specialist person or organizations continually in the proper period before referendum. Referendum operators should be trained about the regulations and laws concerned with the referendum, and they should be neutral in performing their duties. | en_US |
