| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) รูปแบบการดำเนินชีวิตของข้าราชการไทยภายใต้ หลักปรัชญาเศรษฐกิจพอเพียง (2) แนวทางการพัฒนาข้าราชการไทยให้มีการดำเนินชีวิตภายใต้หลัก ปรัชญาเศรษฐกิจพอเพียง กลุ่มตัวอย่างที่ใช้ในการวิจัยเป็นข้าราชการที่ดำรงตำแหน่งหรือเคยดำรงตำแหน่งระดับ 9 ขึ้นไป และ/หรือเป็นผู้ทรงคุณวฒิที่มีความเชี่ยวชาญหรือประสบการณ์การทำงานเกี่ยวกับข้าราชการ/เศรษฐกิจพอเพียง 22 คน โดยกำหนดกลุ่มตัวแบบเจาะจง เครื่องมีอที่ใช้ในการวิจัยเป็นแบบสอบถาม ดำเนินการเก็บรวบรวมข้อมูลทั้งหมด 3 รอบ โดยใช้เทคนิคเดลฟาย ผลการวิจัยพบว่า (1) รูปแบบการดำเนินชีวิตของข้าราชการไทยฯ จำแนกเป็น 2 รูปแบบ ได้แก่ รูปแบบการดำเนินชีวิตในการปฏิบัติราชการ และรูปแบบการคำเนินชีวิตส่วนตัวและชีวิต ครอบครัว โดยรูปแบบการดำเนินชีวิตในการปฏิบัติราชการ ประกอบด้วย การบริหารงบประมาณและ ทรัพยากรของทางราชการอย่างรู้คุณค่า ประหยัด และมีประสิทธิภาพ ปฏิบัติหน้าที่ตามกรอบของระดับ ตำแหน่งและภารกิจที่กำหนดอย่างมีศักดิ์ศรี คำนึงถึงประโยชน์ส่วนรวม เน้นระบบคุณธรรม ความสามารถ ยึดถือผลงานเป็นหลัก ตัดสินใจดำเนินการหรือปฏิบัติงานในเรื่องต่าง ๆ อย่างมีเหตุผลบน หลักการที่ถูกต้อง ศึกษาแสวงหาความรู้ใหม่ไม่หยุดนึง ให้รู้เท่าทันการเปลี่ยนแปลงในทุกด้าน มีความจงรักภักดีต่อชาติ ศาสนา พระมหากษัตริย์ ส่วนรูปแบบ การดำเนินชีวิตส่วนตัวและชีวิตครอบครัว ข้าราชการควรมีวิถีชีวิตและความสุขอยู่ในกรอบที่ตนเองเป็นอยู่ โดยเรื่มจากคำว่า “พอ” ผลิตและ บริโภคอยู่ในระดับพอประมาณ รับฟังและเคารพในความคิดเห็นของสมาชิกในครอบครัว รักษาความรัก ความใกล้ชิดกันในครอบครัวไว้ตลอดเวลา สร้างความมั่นคงให้กับตนเองและครอบครัวด้วยการออมทรัพย์ การทำประกันชีวิต ประกันภัย เป็นต้น (2) แนวทางการพัฒนาข้าราชการให้มีการดำเนินชีวิตภายใต้หลักปรัชญาเศรษฐกิจพอเพียง ด้านวิธีการพัฒนา ควรพัฒนาให้ข้าราชการปฏิบัติตนตามแนวพระราชดำริ สร้างความรู้ความเข้าใจที่ถูกต้อง ในหลักปรัชญาเศรษฐกิจพอเพียง ปรับกระบวนทัศน์ และค่านิยมในการปฏิบัติงาน และจัดศึกษาดูงานโครงการพระราชดำริและหน่วยงานต้นแบบต่างๆ ด้านระบบสนับสนุน ควรกำหนดหลักปรัชญาของเศรษฐกิจพอเพียงเป็นนโยบายของรัฐที่ข้าราชการทุกคนต้องปฏิบัติ ให้ความสำคัญกับการพัฒนาผู้ปฏิบัติงานในหน่วยงาน และสนับสนุนองค์กรให้เป็นองค์กรแห่งการเรียนรู้ | th_TH |

| dc.description.abstractalternative | The objectives of this research were to study (1) pattern of Thai government officers’ way of life according to sufficiency economy philosophy (2) the approach to develop Thai government officers'way of life in accordance with sufficiency economy philosophy.Samples were Thai government officers who hold or used to hold the 9 level positions or aboveand/or experts who had experience or expertise in the area of sufficiency economy and civil service. 22 samples were specifically chosen. Instalment employed was questionnaire. Data was collected in 3 different periods using Delphi technique. The research findings indicated that (1) the pattern of Thai government officers could be categorized into 2 patterns: pattern of work life and pattern of private and family life. As for pattern of work life: the officers should manage public budget and public resource economically and efficiently and perform their duties within position scope with dignity and concerns on public interest, respect to merit system, together with competency and result-oriented concern, make decision reasonably upon right principles, be loyal to nation, religion and His Majesty the King. As for private and family life, the officers should live their lives and be satisfied in appropriate ways, start all things with the word sufficiency, produce and consume sufficiently, listen and respect opinion of family’s members, always keep loving and close relationship within family, live lives with discretion, build security in one’s life and family with money saving and holding life insurance, live life with moral and behave ethically. (2) As for the approach to develop Thai government officers’ way of life in accordance with Sufficiency Economy Philosophy; the officers should be induced to behave according to Royal initiatives, developed with the right knowledge and understanding of the Philosophy, should adjust their paradigm and values on their performance, should be provided with observational study on the Royal Projects, as for supporting system: Sufficiency Economy Philosophy should be stated as state policy that required all officers to follow, the development of the officers should be emphasized, and government agencies as learning organizations should be supported. | en_US |
