| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ความคิดเห็นของบุคลากรเกี่ยวกับการปฏิบัติราชการ ตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลในอำเภอเมือง จังหวัดกระบี่ (2) ความคิดเห็นของบุคลากร เกี่ยวกับประสิทธิผลในการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลในอำเภอเมือง จังหวัดกระบี่ (3) เปรียบเทียบความคิดเห็นของบุคลากรเกี่ยวกับประสิทธิผลการบริหารงานตามหลักธรรมาภิบาล ขององค์การบริหารส่วนตำบลในอำเภอเมือง จังหวัดกระบี่ จำแนกตามพื้นที่ (4) ปัจจัยการปฏิบัติราชการที่ส่งผล ต่อประสิทธิผลการบริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบลในอำเภอเมือง จังหวัดกระบี่ และ (5) ปัญหาและข้อเสนอแนะเพื่อเสริมสร้างประสิทธิผลการบริหารงานตามหลักธรรมาภิบาลขององค์การ บริหารส่วนตำบลในอำเภอเมือง จังหวัดกระบี่ การศึกษาครั้งนี้เป็นการศึกษาประชากรทั้งหมดได้แก่ พนักงานส่วนตำบล ลูกจ้างประจำ พนักงาน จ้างตามภารกิจ ที่ปฏิบัติงานอยู่องค์การบริหารส่วนตำบลในเขตอำเภอเมือง จังหวัดกระบี่ 8 องค์กร จำนวน 356 คน เครื่องมือที่ใช้ คือแบบสอบถาม สถิติที่ใช้ได้แก่ ค่าความถี่ ค่าเฉลี่ย ร้อยละ ส่วนเบี่ยงเบนมาตรฐาน การ วิเคราะห์ความแปรปรวนทางเดียว ค่าสัมประสิทธิ์สหสัมพันธ์และการวิเคราะห์ถดถอยพหุคูณ ผลการวิจัย พบว่า (1) ความคิดเห็นเกี่ยวกับการปฏิบัติราชการตามหลักธรรมาภิบาลขององค์การ บริหารส่วนตำบล ในภาพรวมอยู่ในระดับมาก (2) ความคิดเห็นเกี่ยวกับประสิทธิผลการบริหารงานขององค์การ บริหารส่วนตำบลในภาพรวมอยู่ในระดับมาก (3) ผลการเปรียบเทียบพบว่า อบต.ที่มีประสิทธิผลการบริหารงานตาม หลักธรรมาภิบาลในภาพรวมสูงสุดได้แก่ อบต.ไสไทย (4) ปัจจัยการปฏิบัติราชการที่ส่งผลต่อประสิทธิผลการ บริหารงานตามหลักธรรมาภิบาลขององค์การบริหารส่วนตำบล ได้แก่ หลักความคุ้มค่าหลักความรับผิดชอบหลัก นิติธรรม หลักการมีส่วนร่วมและหลักความโปร่งใสโดยตัวแปรทั้งหมดร่วมกันพยากรณ์ความมีประสิทธิผล ได้ร้อยละ 82.40 (5) ปัญหาสำคัญของการบริหารงานตามหลักธรรมาภิบาลได้แก่ ทรัพยากรที่นำมาใช้ไม่เกิด ประโยชน์สูงสุดแก่ส่วนรวม บุคลากรในหน่วยงานขาดความรู้ความเข้าใจด้านกฎหมาย มีความรับผิดชอบและ ความทุ่มเทต่อหน้าที่ไม่เพียงพอ ข้อเสนอแนะเกี่ยวกับการเพิ่มประสิทธิภาพการบริหารงาน ได้แก่ ผู้บริหารควร ปลูกฝังและรณรงค์ให้เจ้าหน้าที่ตระหนักถึงงานที่ได้รับมอบหมาย ปฏิบัติหน้าที่ของตนอย่างเต็มความสามารถ เอาใจใส่ต่องาน ให้ความสนใจในการรับเรื่องร้องทุกข์และแก้ไขปัญหาให้แก่ประชาชนอย่างจริงจัง | th_TH |

| dc.description.abstractalternative | The objectives of this research were to (1) study the opinions of personnel of Sub-district Administrative Organizations (SAOs) in Mueang District, Krabi Province, on the units’ operation in accordance with good governance principles (2) study the opinions of those personnel on the effectiveness of the units’ operation in accordance with good governance principles (3) compare the opinions of personnel on the effectiveness of the units’ operation in accordance with good governance principles classified by areas (4) study factors affecting the effectiveness of the units’ operation in accordance with good governance principles and (5) study problems and recommendations to improve the effectiveness of the units’ operation in accordance with good governance principles. This was a study of whole population consisted of 356 government employees, regular employees, and temporary employees working at 8 SAOs in Mueang District, Krabi Province. Instrument used was questionnaire. Statistical tools employed were frequency, mean, percentage, standard deviation, correlation co-efficient and multiple regression analysis. Research results revealed that (1) the opinions of personnel of Sub-district Administrative Organizations (SAOs) in Mueang District, Krabi Province, on the units’ operation in accordance with good governance principles, was at high level (2) their opinions on the effectiveness of the units’ operation in accordance with good governance principles was at high levelas well (3) Sai Thai SAO earned the highest score for perceived effectiveness (4) factor most affected the effectiveness was value for money, next were responsibility, rule of law, participation, and transparency; all 5 variables could predict the effectiveness at 82.40 percent (5) major problems were: the use of resource was not for the utmost benefit of the majority, lack of knowledge and understanding of personnel on relevant laws, together with their insufficient responsibilities and dedication on duties; major recommendations were: the management should instill and conduct the campaign to encourage all personnel to realize the importance of their assignments, so consequently they would perform with all their best, pay more attention to their job, and be more prompt to solve public problems | en_US |
