dc.description.abstractalternativeThe objectives of this research were to study 1) level of people’s participation in administering Village Fund and Urban Community 2) factors that affect people’s participation in administering Village and Urban Community Fund 3) obstacles and propose solution guidelines for people’s participation in administering Village and Urban Community Fund. This study was correlation research. Samples were 408 members of the Village Fund obtained from multi-stage sampling. Instrument used was questionnaire. Statistical tools employed were percentage, frequency, mean, standard deviation and multiple regression analysis. The results revealed the followings: (1) In the overall picture, people’s participation in administering Village and Urban Community Fund was in high level. Their planning and operating participation were at high level, while their participation in receiving benefit from the Village and Urban Community Fund, follow-up and monitoring were found at medium level. (2) Factors affecting people’s participation were people’s readiness, motivation/incentives, community leaders as well as their commitments to the community. The mentioned 4 factors could well explain people’s participation in administering Village and Urban Community Fund at 56.3 percent, with .01 statistical level of significance. (3) In terms of obstacles and suggestions, it was found that 95 percent of members did not specify whether the fund management had problems. The remaining 5 percent thought that there were following problems (1) the delay to pay back in due date according to the loan plan (2) the Board’s unfair consideration (3) government officials and leader of the Village and Urban Community Fund failed to follow-up and investigate the use of loan that did not meet the project’s objective. Moreover, other problems found were (1) some people were still lack of knowledge and understanding on the Fund (2) only certain groups of people participated in the Fund’s activities, not spread over (3) most of the Fund’s leaders had very limited basic knowledge (4) insufficient government officials to follow-up and monitor the Fund operation (5) unorganized current filing of the Fund documentation system. Recommendations were (1) the Board should launch public relations campaign or provide people with knowledge to encourage their participation at higher level so that members could make better use of their Fund loan (2) people’s readiness should be promoted by providing them knowledge and training so to have better understanding on the Fund (3) people should be convinced to participate more often in the Fund activities (4) public sectors involved should realize that competency of Village Fund leaders should be increased (5) the Village and Urban Community Fund was recommended to take part in promoting people’s commitment and love to their own community through the use of the Fund’s interest for public benefits covering all groups from children to old-aged peopleen_US
