| dc.description.abstractalternative | This research was to study the I) popular participation in the procurement of the Sub- District Administrative Organization in Ayutthaya 2) Obstacles of popular participation in the procurement of Sub-District Administrative Organization in Ayutthaya 3) The public representative committee participation in procurement of the Sub- District Administrative Organization in Ayutthaya 4) The obstacles and solutions of the public representative committee in the procurement of the Sub- District Administrative Organization in Ayutthaya This study is both qualitative and quantitative research. The target group for this research are samples of 428 people, includes 391 general public, 9 community leaders, 16 representative committees, 12 officials of sub- district. The tools used in this research arc questionnaires, structured interviews and focus group. The data were analyzed in terms of frequency distribution, mean, standard deviation and content analysis. The research found that 1) people are not involved about; die perception in the process of procurement, the process of selected the public representative committee for the procurement, and observation of procurement. People commented that their roles in the process of procurements are low levels. However, (2) commented that public participation in the process of the procurements arc useful for them in medium level. 2) The Obstacles of public participation in the procurements are the medium level. เท addition to, the research found that the small size of sub- district Administrative Organization is more obstacles than medium and large size. 3) The public representative committee participation in procurement of sub-district Administrative Organization, the result found that they involved relatively small in the processing of procurement, lack of preparation for processing, the representative committee have been selected by other meeting, they arc also less knowledgeable level. However, the benefits of a public representative committee are to reduce the conflicts among them and promote transparency. เท term of the factors that affected to representative committee participation, the leadership of committee, who has been selected, is the main affected to their participation. 4) The obstacles of the public representative committee in the procurement are people elected the same representatives committee because they do not want to participate in the process of procurement, they do not know the process of works due to lack of skills and lack of support document from the sub-district Administrative Organization. The solution include add more public campaign to promote the importance of representatives committee selected, improve the functions of the Sub-District Administrative Organization in promoting the mission of the representatives committee. เท addition, should encourage the selection of a public representative committee for procurement as a separate project | en_US |
