| dc.description | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วม และเปรียบเทียบปัจจัยที่มีผลต่อการมีส่วนร่วม รวมถึงปัญหาและข้อเสนอแนะของอาสาสมัครป้องกันภัยฝ่ายพลเรือน (อปพร.) ในการป้องกันและบรรเทาสาธารณภัยในจังหวัดนครราชสีมา ประชากรที่ใช้ในการวิจัย คือ อาสาสมัครป้องกันภัยฝ่ายพลเรือน (อปพร.) ในจังหวัดนครราชสีมา ขนาดกลุ่มตัวอย่าง 398 คน ทำการสุ่มตัวอย่างแบบหลายขั้นตอน ใช้แบบสอบถามเป็น เครื่องมือในการวิจัย ได้ค่าความเชื่อมั่นทั้งฉบับเท่ากับ 0.987 วิเคราะห์ข้อมูลโดยใช้สถิติ การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-Test F-Test และหาความแตกต่างของค่าเฉลี่ย รายคู่ ด้วยวิธี Scheffe ผลการวิจัยพบว่า อาสาสมัครป้องกันภัยฝ่ายพลเรือน (อปพร.) มีส่วนร่วมในการป้องกันและบรรเทาสาธารณภัยในจังหวัดนครราชสีมาในภาพรวม และด้านการมีส่วนร่วมวางแผoร่วมปฏิบัติตามแผน ร่วมใช้ประโยชน์ และร่วมติดตามและประเมินผล อยู่ในระดับปานกลาง ปัจจัยที่มีผลต่อการมีส่วนร่วมของอาสาสมัครป้องกันภัยฝ่ายพลเรือน (อปพร.) ในการป้องกันและบรรเทาสาธารณภัย อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ได้แก่ อาชีพ รายได้ต่อเดือน ระดับการศึกษาระยะเวลาการเป็นสมาชิก อปพร. สังกัดของสมาชิก อปพร. ประสบการณ์เกี่ยวกับสาธารณภัย และความถี่ของการได้รับการฝึกอบรม/สัมมนาเกี่ยวกับสาธารณภัย ส่วนเพศ อายุ ระยะเวลาที่อยู่อาศัยในชุมชน พื้นที่เสี่ยงภัยและความถี่ของการรับรู้ข้อมูลข่าวสารสาธารณภัย ไม่มีผลต่อการมีส่วนร่วมและ อปพร. กลุ่มตัวอย่างมีข้อเสนอแนะในการส่งเสริมการมีส่วนร่วมดังนี้ 1) องค์กรปกครองส่วนท้องถิ่น ควรมีการจัดตั้งงบประมาณไว้สำหรับเป็นค่าตอบแทนการปฏิบัติงานให้กับ อปพร. 2) ควรมีการจัดตั้งศูนย์ อปพร.ให้เป็นรูปธรรม และจัดหาวัสดุอุปกรณ์ เครื่องมือ เครื่องใช้ในการป้องกันและบรรเทาสาธารณภัยตามความจำเป็นแก่การใช้งาน 3) ควรจัดให้มีการฝึกอบรมจัดตั้ง อปพร.เพิ่มขึ้น และฝึกทบทวนอย่างต่อเนื่อง | th_TH |

| dc.description.abstractalternative | The purposes of this research work are: to study the participation levels, to compare factors affecting the participation including problems and suggestions from the civil defense volunteers in terms of disaster prevention and mitigation of Nakhon Ratchasima Province. The sampling population size was selected by multi-steps and 398 civil defense volunteers of Nakhon Ratchasima Province were recruited. The tool used for this study was questionaire. The study confidence is 0.987. The data was statistically analyzed through frequency distribution, percentage, mean, standard deviation, t-test, F-test, and Scheffe’s test. The study revealed that the civil defense volunteers have participated in disaster prevention and mitigation of Nakhon Ratchasima Province in general. As participation policy, they were in the mid-level in terms of policy cooperation, follow up, and assessment. The data was significantly difference (p=0.05) in the factors affecting participation of the civil defense volunteers as follow; profession, income, educational level, time for being member of the civil defense volunteers, subordination of the civil defense volunteers, disaster mitigation’s experience, and frequency for disaster mitigation’s seminar or training. On the contrary, gender, age, stay length in community, risk area, and frequency for disaster data receiving were not affected to the participation. Moreover, the civil defense volunteers have suggested some recommendations; (1) subdistrict administrative organization should set a budget for compensation wage to the civil defense volunteers job, (2) center for the civil defense volunteers should be set up and necessary equipments for disaster prevention and mitigation should be provided, and (3) disaster prevention and mitigation training should be provided in order to increase the number of the civil defense volunteers and the training should be continuingly practice. | en_US |
