| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาเปรียบเทียบประสิทธิภาพ ปัญหาแนวทางการ พัฒนาและ (2) เปรียบเทียบภาพรวมประสิทธิภาพในการบริหารจัดการตามแนวทางการบริหารราชการ จังหวัดแบบบูรณาการของจังหวัดกระบี่ กับการบริหารจัดการตามแนวทางการบริหารราชการจังหวัดใน อดีต โดยใช้กรอบแนวคิดที่เรียกว่า แพ็มส์-โพสคอร์บ ซึ่งประกอบด้วย 11 ด้าน ได้แก่ การบริหารนโยบาย การบริหารอำนาจหน้าที่ การบริหารคุณธรรม การบริหารที่เกี่ยวข้องกับสังคม การวางแผน การจัดองค์การ การบริหารด้านทรัพยากรมนุษย์ การอำนวยการ การประสานงาน การรายงาน และ การงบประมาณ การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ โดยใช้แบบสอบถามที่ผ่านการทดสอบ รวมทั้งผ่าน การทดสอบความเที่ยงตรงและความเชื่อถือได้ของแบบสอบถามที่ระดับ 0.96 การเก็บรวบรวมข้อมูล สนามจากข้าราชการและประชาชนได้ดำเนินการระหว่างวันที่ 1 สิงหาคม ถึง วันที่ 15 กันยายน 2549 ได้ จำนวน 972 คน คิดเป็นร้อยละ 88.00 ของกลุ่มตัวอย่างทั้งหมด 1,105 คน สำหรับสถิติที่นำมาใช้ ได้แก่ ค่า ร้อยละ ค่าเฉลี่ย ค่าเบี่ยงเบนมาตรฐาน และ การทดสอบค่าที ผลการศึกษา พบว่า กลุ่มตัวอย่างเห็นด้วยในระดับปานกลาง ว่า (1) ประสิทธิภาพในการ บริหารจัดการตามแนวทางการบริหารราชการจังหวัดแบบบูรณาการของจังหวัดกระบี่ สูงกว่าการบริหาร จัดการตามแนวทางการบริหารราชการจังหวัดในอดีต และ (2) ภาพรวมประสิทธิภาพในการบริหารจัดการ ตามแนวทางการบริหารราชการส่วนจังหวัดแบบบูรณาการของจังหวัดกระบี่ ในปัจจุบันสูงกว่าการบริหาร จัดการตามแนวทางการบริหารราชการจังหวัดในอดีต และองค์การบริหารส่วนจังหวัด ส่วนข้อเสนอแนะ ผู้ว่าราชการจังหวัดซีอีโอควรกำหนดนโยบายให้สอดคล้องกับความต้องการ ของประชาชน เน้นการฝึกอบรมข้าราชการให้มีจัดสำนึกที่ดีในการให้บริการ ปรับประยุกต์แนวิคิดซีอีโอ ให้เหมาะสมกับสภาพของจังหวัดและประชาชน นอกจากนี้ควรนำกรอบแนวคิด แพ็มส์-โพสคอร์บ ไป ปรับใช้ในการศึกษาวิจัยด้านการบริหารจัดการในอนาคต | th_TH |

| dc.description.abstractalternative | The purposes of this research were (1) to study the comparative efficiencies, problems, development guidelines, and (2) to compare the overall management administration efficiencies according to the guideline of the Provincial Integrated Administration of Krabi Province with the former provincial administration. The conceptual framework of PAMS-POSDCoRB was applied consisted of 11 factors: Policy, Authority, Morality, Society, Planning, Organizing, Staffing, Directing, Coordinating, Reporting and Budgeting. This study was a survey research. The questionnaires were pretested by checking validity and reliability of 0.96. The field data collection from civil service and people was done between August 1 to September^, 2006 with the amount of 972 people, which making 88.00% of the total samples (1,105 people). Statistics used were percentage, arithmetic mean, standard deviation, and t-test. The study results revealed that the samples agreed at the medium level that (1) the management administration efficiencies according to the Provincial Integrated- Administration of Krabi Province were higher than the former provincial administration and (2) the overall management administration according to the guideline of the Provincial Integrated Administration of Krabi Province was higher than the former provincial administration and the Province Administration Organization ofKrabi. ~ Research suggestions were the CEO governor should establish provincial policies coincided with popular needs, focus on government officers’ training of good service consciousness, and apply the appropriate CEO concept to the provincial conditions and people.
