| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาปัญหาในการจัดทำแผนพัฒนาสามปี ของเทศบาลตำบล นาโหนด อำเภอเมือง จังหวัดพัทลุง (2) เพื่อเสนอแนวทางในการแก้ไขปัญหาในการจัดทำแผนพัฒนาสามปี ของเทศบาล ตำบลนาโหนด อำเภอเมือง จังหวัดพัทลุง การวิจัยครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษา ได้แก่ บุคคลที่เกี่ยวข้องในการจัดทำ แผนพัฒนาสามปี ของเทศบาลตำบลนาโหนด รวมทั้งสิ้น 34 คน โดยศึกษาจากประชากรทั้งหมด เครื่องมือที่ใช้ใน การวิจัย เป็นแบบสอบถาม สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ค่าร้อยละ ค่าเบี่ยงเบนมาตรฐาน และจัดลำดับ ความถี่ของข้อเสนอแนะจากคำถามปลายเปิด ผลการวิจัย พบว่า (1) ปัญหาการจัดทำแผนพัฒนาสามปี ที่สำคัญ คือ คณะกรรมการจัดทำแผนพัฒนา ขาดประสบการณ์ในการจัดทำแผนพัฒนาสามปี ประชาชนไม่เห็นความสำคัญในการจัดทำแผนพัฒนา เนื่องจาก ไม่ทราบถึงประโยชน์ของแผนพัฒนาสามปี ข้อมูลพื้นฐานไม่เป็นปัจจุบันและไม่ถูกต้องตามความเป็นจริง คัดเลือกโครงการและวัตถุประสงค์ไม่สอดคล้องกับสภาพปัญหาและทรัพยากรการบริหาร รายละเอียดในโครงการ พัฒนาไม่ค่อยสมบูรณ์ เช่น ลักษณะโครงการ งบประมาณ ระยะเวลา สถานที่ดำเนินโครงการ เป็นต้น ร่างแผนพัฒนา สามปี ไม่ได้ผ่านการรับฟังความคิดเห็นจากประชาชน และคณะกรรมการพัฒนาเทศบาลตำบลนาโหนดไม่ได้ ตรวจสอบวิเคราะห์ร่างแผนพัฒนาสามปี ก่อนให้ความเห็นชอบ (2) แนวทางการแก้ไขปัญหาการจัดทำแผนพัฒนา สามปี ที่สำคัญ คือ ควรจัดฝึกอบรมให้ความรู้เรื่องการจัดทำแผนพัฒนาสามปี ให้แก่คณะกรรมการจัดทำ แผนพัฒนาและผู้เกี่ยวข้อง ควรประชาสัมพันธ์พร้อมชี้แจงในข้อเท็จจริงต่างๆ ที่เกี่ยวข้องกับการจัดทำแผนพัฒนา สามปี ให้ประชาคมเห็นความสำคัญของการพิจารณาคัดเลือกยุทธศาสตร์และแนวทางการพัฒนา ควรปรับปรุงข้อมูล พื้นฐานให้เป็นปัจจุบันและชัดเจน ควรทำรายละเอียดโครงการ เช่น ลักษณะโครงการ งบประมาณ ระยะเวลา สถานที่ ดำเนินโครงการ เป็นต้น ให้มีความชัดเจนสมบูรณ์มากยิ่งขึ้นเพื่อให้ประชาชนรับรู้ข้อมูลการวางแผนพัฒนา ควร ประชาสัมพันธ์ให้ประชาชนเข้ามามีส่วนร่วมในการจัดทำแผนพัฒนาสามปี เพื่อนำไปสู่การพัฒนาที่สอดคล้องกับ ความต้องการของชุมชน และควรส่งเสริมให้คณะกรรมการที่เกี่ยวข้องกับการจัดทำแผนพัฒนาสามปี ให้ ความสำคัญและมีส่วนร่วมในการจัดทำแผนพัฒนาสามปี | th_TH |

| dc.description.abstractalternative | The purposes of the research were to (1) study problems of the developing of three-year development plan of Na Not Sub-district Municipality, Muang District, Phatthalung Province, (2) propose the solutions of problems in developing three-year development plan of Na Not Sub-district Municipality, Muang District, Phatthalung Province. This study was a survey research. Samples were 34 people involving with the developing of three-year development plan of Na Not Sub-district Municipality. Instrument used was a questionnaire. Statistical tools employed were means, percentage, standard deviation and frequency. The results showed that (1) the problems were: developing committee of development plan had no experience, the people in the community did not pay attention to the developing of the plan since they did not realize the plan benefits, primary information was out of date and not accurate enough, the selected projects and their objectives were not relevant to the problems and managerial resources, moreover, the details of the development project were incomplete such as project type, budget assigned, period of time, and project site etc. There was no people’s opinion in the developing process of the plan, developing committee of Na Not subdistrict did not review and analyze the three-year development plan before approval (2) major solutions were: there should be the provision of training of the plan development for those involved, the organization should publicize as well as explain the contents of the development plan so that people in the community would realize the importance of strategy selection and development approaches, primary information should be improved to make it up to date and clear, details of the project such as the project type, budget assigned, period of time and project site should be more completed and more clear so that people could understand more about the plan, also, the organization should publicize more of the developing of the plan and provide opportunity for the people to participate in the plan development so the plan would respond to their needs, finally, the committee should be urged to realize the importance of three-year development plan so consequently they would actively participate in the plan development | en_US |
