| dc.description.abstract | การวิจัยนี้มีจุดมุ่งหมายในการศึกษาการรับรองและคุ้มครองสิทธิมนุษยชนของชาวเล จากเจ้าหน้าที่ของรัฐในด้านการรักษาจารีตประเพณี ที่อยู่อาศัย นโยบายเกี่ยวกับที่ดิน การดูแล สิ่งอำนวยความสะดวกในชีวิต และการแสดงสิทธิหน้าที่ สำนึกทางการเมืองของชาวเลในฐานะพลเมืองไทย การวิจัยครั้งนี้ใช้การวิจัยเชิงคุณภาพ โดยการศึกษาข้อมูลจากเอกสาร การสัมภาษณ์ แบบเจาะลึกอย่างไม่เป็นทางการ การสังเกตและการสนทนากสุ่มกับหัวหน้าชุมชน บุคคลสำคัญของชุมชน และชาวเลทั่วไปในชุมชน ทั้งผู้ชายและผู้หญิง จำนวน 32 คน และเจ้าหน้าที่ของรัฐ จำนวน 16 คน ผลการวิจัยพบว่าชาวเลที่อาศัยอยู่ที่ หมู่ที่ 4 ตำบลรัษฎา อำเภอเมือง จังหวัดภูเก็ต มีประชากร จำนวน 1,330 คน ส่วนใหญ่ประกอบอาชีพประมง มีฐานะยากจน ในด้านการรักษาจารีตประเพณี ที่อยู่อาศัย การศึกษา การรักษาพยาบาล การประกอบอาชีพ การให้บริการสิ่งอำนวยความสะดวก ได้รับการดูจากหน่วยงานที่เกี่ยวข้องเหมือนกับประชาชนโดยทั่วไปโดยไม่เลือกปฏิบัติทั้งชาวเลที่เป็นพลเมืองไทยและไม่ได้เป็นพลเมืองไทย ชาวเลได้ทำหน้าที่ในฐานะพลเมืองไทย แต่ด้วยความด้อยกว่าทางฐานะทางเศรษฐกิจสังคมและการศึกษาทำให้ชาวเลไม่สามารถรับสิทธิและปฏิบัติหน้าที่ในฐานะพลเมืองไทยได้สมมูรณ์ | th_TH |

| dc.description.abstractalternative | The objective of this research was to study Thai government officials’ actions in accepting and protecting the human rights of Chaoley people (sea gypsies) in terms of preserving their traditions and culture, their homes, land policies, and providing basic facilities, and to study the Chaoley’s expression of their rights and responsibilities and their political conscience as Thai citizens. This was a qualitative research. The sample consisted of 32 people including the community leader, important figures, and Chaoley people, both men and women, in the community and 16 government officials. A literature review, informal in-depth interviews, observations, and group discussions were used for data collection. The results showed that there were 1,330 Chaoley people living in Moo 4, Tambol Rasada, Mueang District, Phuket. The majority were fishermen and were living in poverty. The related government agencies gave equal treatment to the Chaoley who were Thai citizens and those who were not Thai citizens in terms of preservation of their traditions and culture, their homes, education, medical care, careers and basic facilities. The Chaoley fulfilled their responsibilities as Thai citizens but were not able to fully perform their duties and receive all their rights due to their economically, socially and educationally disadvantaged status | en_US |
