| dc.description.abstract | อุตสาหกรรมเหมืองแร่ เป็นอุตสาหกรรมต้นน้ำที่มีความสำคัญต่อการพัฒนาเศรษฐกิจของประเทศไทย ในขณะเดียวกันกระบวนการทําเหมืองก่อให้เกิดผลกระทบต่อสิ่งแวดล้อม ความปลอดภัยและสุขภาพของประชาชนผู้อาศัยอยู่ใกล้เคียงมีปัญหาเรื่องร้องเรียนต่อหน่วยงานภาครัฐ การตรวจกำกับดูแลของพนักงานเจ้าหน้าที่จึงเป็นมาตรการสำคัญเพื่อให้มีการปฏิบัติถูกต้องตามกฎหมาย การศึกษาครั้งนี้จึงมีวัตถุประสงค์เพื่อจัดทำคู่มือและแบบตรวจกำกับดูแลอุตสาหกรรมเหมืองแร่ด้านสิ่งแวดล้อม สําหรับพนักงานเจ้าหน้าที่สำนักงานอุตสาหกรรมจังหวัด วิธีการดำเนินการศึกษา เป็นการศึกษากระบวนการและผลกระทบด้านสิ่งแวดล้อมจากการทําเหมืองแร่ กระบวนการผลิตของโรงโม่หิน กฎหมาย ข้อบังคับ ระเบียบที่เกี่ยวข้อง และนําข้อมูลที่รวบรวมมาวิเคราะห์เรียบเรียงจัดทำร่างคู่มือและแบบตรวจกำกับดูแล จากนั้นประเมินคุณภาพของคู่มือและแบบตรวจกํากับดูแล โดยผู้ทรงคุณวุฒิ จํานวน 3 ท่าน และพนักงานเจ้าหน้าที่จำนวน 3 ท่าน พร้อมทั้งนำข้อเสนอแนะ มาปรับปรุงแก้ไข เพื่อให้ได้คู่มือและแบบตรวจกำกับดูแลฉบับสมบูรณ์ ผลการศึกษา ได้คู่มือการตรวจกำกับดูแลอุตสาหกรรมเหมืองแร่ด้านสิ่งแวดล้อม สําหรับพนักงานเจ้าหน้าที่สำนักงานอุตสาหกรรมจังหวัด มีเนื้อหา 5 บท ประกอบด้วย (1) บทนำ (2) ความรับผิดชอบต่อสังคมและสิ่งแวดล้อม (3) การป้องกันและแก้ไขผลกระทบสิ่งแวดล้อม (4) มาตรการด้านอาชีวอนามัยและความปลอดภัยสําหรับผู้ปฏิบัติงานและชุมชน และ (5) พื้นที่สีเขียวและการใช้ทรัพยากรแร่อย่างคุ้มค่า และภาคผนวก แบบตรวจกํากับดูแลอุตสาหกรรมเหมืองแร่ด้านสิ่งแวดล้อม | th_TH |

| dc.description.abstractalternative | The mining industry is an upstream industry that is important to the economic development of Thailand. Meanwhile, the mining process has a negative impact on the environment, safety and health of people living nearby; and such people have raised complaints to relevant government agencies. The supervision of competent officials is therefore an important measure to ensure compliance with the law. The purpose of this study was to prepare a manual on environmental mining industry supervision for competent officials of provincial industry offices. The study involved the collection and review of data on the process and environmental impacts of mineral mining, stone crushing plants, and related laws, rules and regulations. Such data were collected and analyzed; and then a draft environmental mining industry supervision manual and a supervision form were developed. The draft manual was verified by three experts and three competent officials; and then, based on their comments, the manual and supervision form were finalized. As a result, the completed manual on environmental supervision of mining industry for competent officials of provincial industry offices contains five chapters as follows: (1) Introduction, (2) Social and environmental responsibility, (3) Environmental protection and correction, (4) Occupational health and safety measures for workers and communities, and (5) Green space and efficient use of mineral resources, and an appendix (environmental mining industry supervision form) | en_US |
