| dc.description.abstract | งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน (2) ศึกษาความต้องการจำเป็นในการจัดการศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน และ (3) นำเสนอแนวทางการส่งเสริมการมีคณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอ่างทอง การวิจัยมี 2 ระยะ คือ ระยะที่ 1 การศึกษาความต้องการจําเป็นในการจัดการศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน กลุ่มตัวอย่าง คือ คณะกรรมการสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอ่างทอง จํานวน 279 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามแบบมาตรประมาณค่า ชนิดตอบสนองคู่ สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจําเป็น ระยะที่ 2 การนำเสนอแนวทางการส่งเสริมการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการสถานศึกษาขั้นพื้นฐาน ผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้อำนวยการสถานศึกษา ประธานคณะกรรมการสถานศึกษา ศึกษานิเทศก์ และครู จํานวน 8 ท่าน เครื่องมือที่ใช้ในการวิจัยคือ แบบประเมินความเหมาะสมของแนวทางการส่งเสริมการมีส่วนร่วมวิเคราะห์ข้อมูลด้วยการหาค่าร้อยละ และการวิเคราะห์เนื้อหา ผลการวิจัยปรากฏว่า (1) สภาพปัจจุบันของการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการร่วมในการจัดการศึกษาของสถานศึกษา และสภาพที่พึงประสงค์ของการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการสถานศึกษา อยู่ในระดับมาก (2) ดัชนีความต้องการจําเป็นของการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการสถานศึกษาทั้งด้านวิชาการด้านงบประมาณ ด้านการบริหารงานบุคคล และด้านการบริหารทั่วไป เท่ากับ 0.10 ทั้ง 4 ด้าน และ (3) แนวทางการส่งเสริมการมีส่วนร่วมในการจัดการศึกษาของคณะกรรมการสถานศึกษาแต่ละด้าน คือ (3.1) ด้านวิชาการ โรงเรียนควรเปิดโอกาสและส่งเสริมให้คณะกรรมการสถานศึกษาเข้ามามีส่วนร่วมในการพัฒนาหลักสูตร การประกันคุณภาพการศึกษา และการให้ความเห็นชอบต่อแผนการบริหารงานวิชาการของโรงเรียน (3.2) ด้านงบประมาณ โรงเรียนควรเปิดโอกาสให้คณะกรรมการสถานศึกษามีส่วนร่วมในทุกขั้นตอนของการบริหารงบประมาณ ตั้งแต่การจัดทำแผนงบประมาณการขอตั้งงบประมาณ การระดมทรัพยากร และการตรวจสอบการใช้งบประมาณ (3.3) ด้านการบริหารงานบุคคลโรงเรียนควรรับฟังความเห็นและข้อเสนอแนะของคณะกรรมการสถานศึกษา เพื่อให้การบริหารงานบุคคล ถูกต้อง โปร่งใส ยุติธรรม และเกิดความเข้าใจอันดีระหว่างโรงเรียนและชุมชน และ (3.4) ด้านการบริหารงานทั่วไป โรงเรียนควรเปิดโอกาสให้คณะกรรมการสถานศึกษามีส่วนร่วมในการกําหนดปรัชญา วิสัยทัศน์ พันธกิจของโรงเรียน การให้ความเห็นชอบต่อแผนการรับนักเรียนและรับฟังความคิดเห็นอื่น ๆ ที่จะนำมาซึ่งความราบรื่น โปร่งใส และประสิทธิภาพในการบริหารงานทั่วไป | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the actual condition and the desirable condition of participation in educational management of basic education school board members; (2) to study the needs for educational management of basic education school board members; and (3) to propose guidelines for enhancing participation in educational management of basic education school board members in schools under the Angthong Primary Educational Service Area Office. The research process comprised two phases: Phase 1 was a study of the needs for educational management of basic education school board members. The research sample consisted of 279 basic education school board members in schools under the Angthong Primary Educational Service Area Office. The employed research tool was a dual response rating scale questionnaire. Statistics employed for data analysis were the frequency, percentage, mean, standard deviation, and PNImodified. Phase 2 was the proposal of guidelines for enhancing participation in educational management of basic education school board members. The key research informants were 8 school directors, school board chairpersons, educational supervisors, and teachers. The employed research tool was an evaluation form to assess the appropriateness of the guidelines for enhancing participation in educational management. Data were analyzed with the use of percentage and content analysis. The research results showed that (1) both the actual condition and the desirable condition of participation in educational management of basic education school board members were rated at the high level; (2) The needs priority index of participation in educational management of basic education school board members in each of the four aspects of academic affair, budget, personnel management, and general administration was equal to 0.10; and (3) the guidelines for enhancing participation in educational management of basic education school board members in each of the four aspects of educational management were as follows: (3.1) in the academic affair aspect, the school should allow and encourage school board members to participate in curriculum development, educational quality assurance, and provision of opinions toward the academic affair management plans of the school; (3.2) in the budget management aspect, the school should provide opportunities for the school board members to participate in every step of budget management including the formulation of budget plans, the request for the budget, the resource mobilization, and the budget utilization audit; (3.3) in the personnel management aspect, the school should listen to the opinions and suggestions of the school board members so that the personnel management is righteous, transparent, fair, and creating a good understanding between the school and the community; and (3.4) in the general administration aspect, the school should provide opportunities for the school board members to participate in determining the school's philosophy, vision, and mission; also, to participate in approval of the students admission plan and to provide other opinions that will lead to the smoothness, transparency and efficiency in general administration | en_US |
