| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาการดำเนินการตามขั้นตอนการวางแผนและเนื้อหาของแผนยุทธศาสตร์การพัฒนาระยะ 5 ปี (พ.ศ. 2555 - 2559) ขององค์การบริหารส่วนตำบลเวียงเหนือ (2) วิเคราะห์ปัญหา อุปสรรคของการวางแผนยุทธศาสตร์การพัฒนาระยะ 5 ปี (พ.ศ. 2555 - 2559) ขององค์การบริหารส่วนตำบลเวียงเหนือ และ (3) เสนอแนวทางพัฒนาการวางแผนยุทธศาสตร์การพัฒนาขององค์การบริหารส่วนตำบลเวียงเหนือ ที่มีความสอดคล้องกับหลักวิชาการ และเกิดจากการมีส่วนร่วมของบุคลากรภายในองค์การและผู้มีส่วนได้ส่วนเสียทุกฝ่ายในท้องถิ่น กลุ่มตัวอย่าง ได้แก่ กลุ่มผู้บริหารท้องถิ่น สมาชิกสภาองค์การบริหารส่วนตำบลเวียงเหนือ และท้องถิ่นอำเภอปาย จังหวัดแม่ฮ่องสอน กลุ่มพนักงานส่วนตำบลและพนักงานจ้าง และกลุ่มผู้รับบริการและผู้มีส่วนได้ส่วนเสียในท้องถิ่น โดยการสุ่มตัวอย่างแบบเจาะจง จำนวน 50 คน การเก็บรวบรวมข้อมูลใช้แบบสัมภาษณ์ชนิดมีโครงสร้างและการสนทนากลุ่ม และการวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า (1) สภาพการวางแผนยุทธศาสตร์มีการเก็บรวบรวมข้อมูลค่อนข้างครบถ้วน มีการวิเคราะห์ศักยภาพ องค์การบริหารส่วนตำบลเวียงเหนือโดยใช้เทคนิคสวอท วิสัยทัศน์มีความชัดเจน พันธกิจสอดคล้องกับอำนาจหน้าที่ขององค์การบริหารส่วนตำบลเวียงเหนือ วัตถุประสงค์ และจุดมุ่งหมายมีความชัดเจน ยุทธศาสตร์สอดคล้องกับสภาพแวดล้อม เป้าหมายและตัวชี้วัดสอดคล้องกับพันธกิจ รวมถึงมีการเผยแพร่แผนยุทธศาสตร์ให้ประชาชนทราบ (2) ปัญหา อุปสรรคในการวางแผนยุทธศาสตร์ พบว่า การเก็บรวบรวมข้อมูลยังขาดข้อมูลที่แสดงแนวโน้มการเปลี่ยนแปลง ขาดกรอบแนวคิดในการวิเคราะห์สภาพแวดล้อมเชิงลึก ไม่มีผู้รับผิดชอบตัวชี้วัดที่ชัดเจน ไม่มีแผนที่ทางยุทธศาสตร์ รวมถึงบุคลากรไม่มีส่วนร่วมในการวางแผน (3) แนวทางพัฒนาการวางแผนยุทธศาสตร์ ได้แก่ ควรใช้เทคนิคการวิเคราะห์สภาพแวดล้อมอื่นๆ ร่วมกับเทคนิคสวอท ควรจัดทำแผนที่ทางยุทธศาสตร์ ควรใช้ภาษาถิ่นในการสื่อสาร รวมถึงเปิดโอกาสให้บุคลากรมีส่วนร่วมในการวางแผนยุทธศาสตร์ | th_TH |

| dc.description.abstractalternative | The purposes of this research were to (1) explore the operation of planning stages and content of the five-years Development Strategic Plan (B.E.2555-2559) of Wiang Nue SAO; (2) analyze problems and obstacles of the five-years Development Strategic Plan (B.E. 2555-2559) of Wiang Nue SAO; and (3) provide resolutions towards improvement of development strategic planning of Wiang Nue SAO which were concordant with academic principles and generated by personnel participation in the organization and all local stakeholders. The samples consisted of 50 respondents of local administrators, Members of Council of Wiang Nue SAO, Pai District local administration Officer, officers and staffs of Wiang Nue SAO, as well as local people and stakeholders who used the service were selected by using purposive sampling. The data was collected by applying structured questionnaire and focus group. Then, it was analyzed by conducting content analysis. The research findings were as follows: (1) The condition of strategic planning, the data collection were quite complete. The data was analyzed by SWOT analysis. The vision was defined and the missions were concordant with duties of Wiang Nue SAO. The objectives and goals were clear. The strategies were concordant with environment. The targets and indicators were clear. The strategic plan was distributed to the local people as well. (2) To the problems and obstacles, it found that the data collection still lacked some details associated with changing trend. The obtained data was lack of framework to analyze in-depth environment. There were no responsible officers for each indicator and strategy map. The personnel did not participate into the planning. (3) According to the resolutions towards strategic planning, Wiang Nue SAO should apply other analysis techniques and SWOT analysis. The strategic map should be provided. Local language should be used for communication and the internal personnel should be allowed to participate strategic planning. | en_US |
