| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ประเมินผลโครงการจัดตั้งจุดสกัดด่านเฝ้าระวังตรวจตรา องค์การบริหารส่วนตำบลหนองกลางดง อำเภอทัพทัน จังหวัดอุทัยธานี และ (2) ศึกษาปัญหาอุปสรรคของการดำเนินงานโครงการและเสนอแนวทางการพัฒนาโครงการ การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยกลุ่มตัวอย่างใช้การสุ่มตัวอย่างแบบเจาะจง จำนวน 30 คน ได้แก่ ผู้บริหาร/เจ้าหน้าที่ องค์การบริหารส่วนตำบลหนองกลางดง เจ้าหน้าที่ตำรวจ/ปลัดอำเภอ (ฝ่ายปกครอง) กำนัน/ผู้ใหญ่บ้านและชุดปฏิบัติการจุดตรวจฯ การเก็บรวบรวมข้อมูลใช้แบบสัมภาษณ์ที่มีโครงสร้าง และวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ผลการศึกษา (1) การประเมินผลโครงการ 1) ด้านบริบท พบว่า ผู้บริหารและเจ้าหน้าที่ มีความรู้ ความเข้าใจในวัตถุประสงค์ของโครงการเป็นอย่างดี และมีความชัดเจนสอดคล้องกับนโยบายแก้ไขปัญหายาเสพติดในระดับชาติและระดับจังหวัด 2) ด้านปัจจัยนำเข้า พบว่า งบประมาณที่ได้รับการสนับสนุนจากกรมส่งเสริมการปกครองท้องถิ่นไม่เพียงพอ และระยะเวลาดำเนินงานสั้นเกินไป 3) ด้านกระบวนการ พบว่า การดำเนินโครงการเป็นไปตามแผนที่วางไว้ แต่ขาดการประชุมชี้แจงส่วนการประสานงานระหว่างส่วนราชการ และผู้นำชุมชนเป็นไปด้วยความเรียบร้อย 4) ด้านผลผลิต พบว่า การแพร่ระบาดของยาเสพติดในตำบลหนองกลางดงหลังจากที่ได้ดำเนินงานแล้วเป็นไปในลักษณะเบาบางลง (2) ปัญหาอุปสรรคของการดำเนินโครงการ คือ ความไม่เพียงพอของงบประมาณ รวมทั้งขาดการประชุมชี้แจงวัตถุประสงค์ของโครงการ และระยะเวลาในการดำเนินงานน้อยเกินไปซึ่งแนวทางในการพัฒนาโครงการ คือ การสร้างความเข้าใจร่วมกันระหว่างส่วนราชการ ผู้นำ ชุมชน และชุดปฏิบัติจุดตรวจฯ รวมทั้งให้ประชาชนเข้ามามีส่วนร่วมในการดำเนินงาน | th_TH |

| dc.description.abstractalternative | The purposes of this study were to 1) evaluate of interception checkpoint establishment project of Nongklagdong Subdistrict Administrative Organization, Thapthanp District, Uthaithani Province and 2) analyze the problems and obstacles of project implementation and provide resolutions towards project development. This study was qualitative research. The samples were selected by using purposive sampling and consisted of 30 respondents of executives/ officers of Nongklagdong SAO, police/ assistant district chief officers (administration department), sub-district headmen/village headmen and operation unit officers. The data was collected by applying structured interview. Then, it was analyzed by conducting content analysis. The finding showed that: 1) the project evaluations were (1) context part; an executive and officer had the knowledge and understanding of the objectives of the project as well and the project had explicitly and consistent with the drugs policy issue in the national and provincial level (2) input factors part; a supporting budget from Department of Local Administration was insufficient and implementation period was too short (3) process part; the project was accordance with the plan but it was lacking of clarification meeting. The government and community leaders coordination was neatness (4) product part; the spread of drugs in Nongklagdong district after project implementation, it was decreasingly; 2) the problems and obstacles of project implementation were insufficient budget, lacking of the objectives clarification meeting and the implementation period was too short. According to the resolutions towards project development, Nongklagdong Subdistrict Administrative Organization should make the understanding among government and community leaders and people should be allowed to participate in project implementation. | en_US |
