| dc.description.abstract | การศึกษาค้นคว้าอิสระนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาปัญหาของการนำระบบ e-LAAS มาใช้ในการบริหารการเงินการคลังขององค์กรปกครองส่วนท้องถิ่นในจังหวัดสุพรรณบุรี (2) เพื่อศึกษาแนวทางการพัฒนาการนำระบบ e-LAAS มาใช้ในการบริหารการเงินการคลังขององค์กรปกครองส่วนท้องถิ่นในจังหวัดสุพรรณบุรี ประชากรที่ใช้ในการศึกษา คือ หัวหน้า/ผู้อำนวยการกองคลัง ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดสุพรรณบุรี 127 แห่ง ประกอบด้วย องค์การบริหารส่วนจังหวัดสุพรรณบุรี 1 แห่ง เทศบาลเมือง 2 แห่ง เทศบาลตำบล 38 แห่ง และองค์การบริหารส่วนตำบล 86 แห่ง เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลครั้งนี้ คือ แบบสอบถามและแบบสัมภาษณ์ การวิเคราะห์ข้อมูลและการแปรผล โดยการคำนวณค่าทางสถิติ ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการศึกษา พบว่า (1) ปัญหาการใช้ระบบบัญชีคอมพิวเตอร์ e-LAAS ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดสุพรรณบุรี ประกอบด้วย ปัญหาด้านบุคลากร คือ ผู้ปฏิบัติงานขาดความรู้ความเข้าใจขั้นตอนในการปฏิบัติงาน ปัญหาด้านซอฟแวร์ คือ ระบบการจัดการความรู้ของระบบบัญชีคอมพิวเตอร์ e-LAAS ไม่สามารถตอบคำถามในปัญหาต่างๆ ของการใช้งานได้อย่างทันท่วงที ปัญหาด้านฮาร์ดแวร์ คือ เครื่องคอมพิวเตอร์ที่สามารถใช้งานอินเตอร์เน็ตที่เชื่อมต่อกับระบบบัญชีคอมพิวเตอร์ e-LAAS มีไม่เพียงพอ ปัญหาด้านความปลอดภัย คือ ความประมาทของผู้ใช้ เช่น การป้อนข้อมูลผิด (2) แนวทางการพัฒนาการใช้ระบบบัญชีคอมพิวเตอร์ e-LAAS ขององค์กรปกครองส่วนท้องถิ่นในจังหวัดสุพรรณบุรี ประกอบด้วย ด้านบุคลากร คือ ควรส่งเสริมเจ้าหน้าที่ให้เข้ารับการฝึกอบรมเพิ่มพูนทักษะ ความรู้ ในเรื่องระบบบัญชีคอมพิวเตอร์ e-LAAS และอื่น ๆ ด้านซอฟแวร์ คือ กรมส่งเสริมการปกครองท้องถิ่น ควรจัดตั้งศูนย์กลางเพื่อประสานงานกับองค์กรปกครองส่วนท้องถิ่นโดยตรง และเจ้าหน้าที่ผู้ปฏิบัติควรศึกษาคู่มือการใช้ระบบบัญชีคอมพิวเตอร์ e-LAAS และทำความเข้าใจในการใช้ระบบบัญชีคอมพิวเตอร์ e-LAAS อย่างถ่องแท้ ด้านฮาร์ดแวร์ คือ เครื่องคอมพิวเตอร์ควรมีประสิทธิภาพในการปฏิบัติงานระบบบัญชีคอมพิวเตอร์ e-LAAS ด้านความปลอดภัย คือ ควรมีระบบการสำรองข้อมูลและการกู้ คืนข้อมูล และเจ้าหน้าที่ควรให้ความระมัดระวังและความรอบคอบในการปฏิบัติงาน | th_TH |

| dc.description.abstractalternative | This study aimed to (1) study the problem of implementing e-LAAS system used in the management of finances of local governments in Suphanburi (2) study the development of the e-LAAS system to use financial management of local government in Suphanburi. The sample consisted of Chief, Direct of Finance of 127 local governments in Suphanburi: 1) Administrative Office of Suphanburi, 2) Sub district Municipality, 38 Local government, and 86 Subdistrict Administration Organization. The instruments used to collect data was a questionnaire and interview, Data analysis and interpretation by calculating statistics such as frequency, percentage, mean and standard deviation. The results of this study were: (1) The use of computers e-LAAS system of local government in the province of Suphanburi personnel consisted of the lack of knowledge and understanding of operational procedures. Software issue was a KM system of computer e-LAAS system cannot answer the challenges of the work in a timely manner. Hardware issue was a computer connected to the Internet with e-LAAS computer account has insufficient. Security issues was the negligence of the user, such as entering the wrong data. (2) The personnel, the Department of Local Government should encourage staffs to train the skills, knowledge of computerized accounting e-LAAS system. The software, the Department of Local Government should be established the coordinate center in order to directly coordinate with local governments. Officer should study Using e-LAAS systems understanding of the accounting e-LAAS system fully. Hardware, the computer operating systems of computer e-LAAS system should be effectively. The security, the use computer e-LAAS system should have a system backup and recovery and staffs should be aware of careless in their work. | en_US |
