| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) บทบาทเทศบาลนครนนทบุรีในการส่งเสริมการมีส่วนร่วมของประชาชนในการแก้ปัญหาน้ำท่วม (2) ปัญหา และอุปสรรคของบทบาทเทศบาลนครนนทบุรีในการส่งเสริมการมีส่วนร่วมของประชาชนในการแก้ปัญหาน้ำท่วม (3) เสนอแนะแนวทางปรับปรุงแก้ไขบทบาทเทศบาลนครนนทบุรีในการส่งเสริมการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาน้ำท่วม การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ ได้แก่ กลุ่มผู้บริหารเทศบาลนครนนทบุรี กลุ่มข้าราชการประจำ กลุ่มผู้นำชุมชน ประชาชนในการสุ่มแบบเฉพาะเจาะจง จำนวน 13 คน เครื่องมือในการวิจัยใช้แบบสัมภาษณ์ และวิเคราะห์ข้อมูลเชิงพรรณนา ผลการศึกษาพบว่า (1) บทบาทเทศบาลนครนนทบุรีในการส่งเสริมการมีส่วนร่วมของประชาชนในการแก้ไขปัญหาน้ำท่วมคือ 1) การให้ข้อมูลข่าวสาร (เสียงตามสาย) การสร้างจิตสำนึกให้ประชาชนเข้ามามีส่วนร่วมกับเทศบาลนครนนทบุรี 2) การทำประชาคมเมืองเพื่อเปิดให้ประชาชนร่วมแสดงความคิดเห็น 3) การให้ประชาชนร่วมมือปฏิบัติงานกับเทศบาล 4) การให้ประชาชนร่วมตัดสินใจ จากการเข้าร่วมประชุมเพื่อแลกเปลี่ยนความคิดเห็นนำไปสู่การจัดการที่ดีในการแก้ไขปัญหาน้ำท่วม และ5) การให้ประชาชนร่วมตรวจสอบได้โดยเผยแพร่ข้อมูลผ่านเว็บไซต์และเอกสารแผ่นพับ (2) ปัญหาและอุปสรรคของเทศบาลนครนนทบุรีคือ 1) ข่าวลือและการไม่เข้าใจของประชาชน 2) ประชาชนไม่เห็นความสำคัญและไม่เข้าใจการเข้ามามีส่วนร่วมในการแก้ไขปัญหาน้ำท่วม 3) ความขัดแย้งทางความคิด และ 4).ด้านงบประมาณที่ไม่เพียงพอในการทำค้นกั้นน้ำถาวร (3) ข้อเสนอแนะแนวคือ 1) การวางแผนการบริหารและการจัดการปัญหาน้ำท่วมพร้อมทั้งการพัฒนาบุคลากร 2) การส่งเสริมให้ประชาชนไปศึกษาดูงานที่อื่นๆหรือการนำแนวทางในการจัดการแก้ไขปัญหาน้ำท่วมต่างๆมาเป็นกรณีศึกษา เพื่อนำมาปรับปรุงใช้ในพื้นที่เทศบาลนครนนทบุรี | th_TH |

| dc.description.abstractalternative | The objectives of the research are (1) to study the role of Nonthaburi city municipality in promoting people’s participation in flood prevention; (2) to study the challenges encountered by Nonthaburi municipality in fulfilling that role; and (3) to provide recommendations for solving those problems and improving the role of Nonthaburi municipality. This study is a qualitative research. Thirteen persons were selected for interviews, including the executive persons of Nonthaburi municipality, senior officials, and community leaders. The research employs interview questionnaires and descriptive analysis as main methods. The study shows that Nonthaburi municipality undertook the lead role in promoting public participation in solving the flood problem by (1) providing public information and creating public awareness of participation in municipal affairs; (2) holding town hall meeting and public hearing; (3) seeking public partnerships for municipal works; (4) brainstorming ideas which led to good governance in resolving the flood; and, (5) disseminating information through the website and brochures. However, some key challenges were present. They were identified as (1) lack of correct information among the local public; (2) lack of awareness of the importance of participation; (3) divergence of conflictual perspectives; and (4) inadequate budget allocation for constructing permanent dikes. Key recommendations are provided as follows: (1) improving management and capacity building; (2) increasing budget allocation for permanent dikes; and (3) taking a study visit to learn about best practice in flood prevention for further improvement of Nonthaburi municipality. | en_US |
