| dc.description.abstract | การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาปัจจัยที่เอื้อต่อการเข้าสู่ตำแหน่งนายกองค์การ บริหารส่วนจังหวัดนนทบุรี ของ พ.ต.อ. ธงชัย เย็นประเสริฐ เป็นการวิจัยเชิงคุณภาพ คัดเลือก กลุ่มตัวอย่างแบบแบบเจาะจง ได้แก่ พ.ต.อ.ธงชัย เย็นประเสริฐ กลุ่มเครือญาติของ พ.ต.อ.ธงชัย เย็นประเสริฐ กลุ่มนายทุนหรือผู้ให้การสนับสนุน กลุ่มนักการเมืองผู้ใกล้ชิด และกลุ่มภาคประชาชน รวมจำนวน 17 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบมีโครงสร้าง และทำการวิเคราะห์ข้อมูล โดยการวิเคราะห์เชิงพรรณนา ผลการวิจัย พบว่า ปัจจัยภายใน ที่เอื้อต่อการเข้าสู่ตำแหน่งนายกองค์การบริหารส่วน จังหวัดนนทบุรี ของ พ.ต.อ.ธงชัย เย็นประเสริฐ คือ การมีบุคลิกและคุณลักษณะในแบบอย่าง ของตำรวจ มีภาพลักษณ์ของความผู้นำโดดเด่น ประกอบกับตำแหน่งหน้าที่การงาน จึงเป็นที่รู้จักดี ของประชาชนในพื้นที่ และได้ให้การช่วยเหลืออุปถัมภ์ผู้นำท้องถิ่นในระดับต่างๆ อยู่เสมอ การมี สถานภาพทางเศรษฐกิจทางครอบครัวดี มีความมั่นคง จึงมีความพร้อมและพลังขับเคลื่อนที่ดีในการ วางรากฐานเข้าสู่เส้นทางการเมือง และการมีแนวคิดที่ต้องการพัฒนาคุณภาพชีวิต แก้ไขปัญหายาเสพติด โดยได้นำมากำหนดเป็นนโยบาย ทำให้ประชาชนเกิดความสนใจและอยากเห็นเปลี่ยนแปลง ปัจจัยภายนอก ที่เอื้อต่อการเข้าสู่ตำแหน่งนายกองค์การบริหารส่วนจังหวัดนนทบุรี คือ การสนับสนุนจากนักการเมืองท้องถิ่น และการรวมกลุ่มทางการเมือง ซึ่งถือว่าเป็นปัจจัยสำคัญ ที่ส่งผลให้ได้รับเลือกตั้งเป็นนายกองค์การบริหารส่วนจังหวัดนนทบุรี โดยนักการเมืองท้องถิ่นที่ให้ การสนับสนุน และนักการเมืองที่เข้าร่วมกลุ่ม"ผึ้งหลวง" ล้วนเป็นผู้ที่ประชาชนให้การยอมรับและ ศรัทธา อีกทั้งยังมีฐานอำนาจและบารมีทางการเมืองสืบทอดมายาวนาน จึงเป็นฐานทางการเมืองที่ สำคัญในการสนับสนุน พ.ต.อ.ธงชัย เย็นประเสริฐ ให้เข้าสู่ตำแหน่ง | th_TH |

| dc.description.abstractalternative | The objective of this research was to study the factors that facilitated Police General Thongchai Yenprasert to the position of chairman of the Nonthaburi Provincial Administrative Organization. This was a qualitative research. The sample population of 17 informants, chosen through purposive sampling, consisted of Police General Thongchai Yenprasert, relatives of Police General Thongchai Yenprasert, his political campaign donors, his political contacts, and ordinary citizens. The research tool used was a structured interview form. Data were analyzed by descriptive analysis. The results showed that the internal factors that facilitated Police General Thongchai Yenprasert’s winning in the election were his personality and characteristics suiting a police commander, his image as an outstanding leader, his career position that made him well known among the local citizens, and his ready and frequent assistance and support of local leaders at different levels. In addition, Police General Thongchai Yenprasert came from a financially stable and successful family, which gave him a strong foundation for entering politics. He wanted to develop people’s quality of life and solve the drug problem, and he set those as his policies, which made voters interested because they wanted to see changes. The major external factors that facilitated Police General Thongchai Yenprasert’s winning in the election were support from local politicians and the joining of political groups. The local politicians who endorsed him and those who joined the “Peung Luang” group were all people who were accepted by the local voters and people in whom the voters had faith. Together, they had a strong political base and influence, so they provided strong support for Police General Thongchai Yenprasert. | en_US |
