| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทของคณะกรรมการการเลือกตั้งท้องถิ่นเมื่อวันที่ 24 มีนาคม พ.ศ.2556 (2) ศึกษาปัญหาและอุปสรรคของการดำเนินบทบาทคณะกรรมการการเลือกตั้งท้องถิ่น เมื่อวันที่ 24 มีนาคม พ.ศ.2556 (3) เสนอแนะแนวทางในการแก้ไขบทบาทคณะกรรมการเลือกตั้งท้องถิ่น เมื่อวันที่ 24 มีนาคม พ.ศ.2556 ผลการวิจัยพบว่า (1) คณะกรรมการการเลือกตั้งท้องถื่นได้ดำเนินตามบทบาท ในมาตรา 21ของพระราชบัญญัติการเลือกตั้งสมาชิกสภาท้องถิ่นหรือผู้บริหารท้องถิ่น พุทธศักราช 2545 (2) ปัญหาอุปสรรคของการดำเนินบทบาทของคณะกรรมการการเลือกตั้งท้องถื่นได้แก่ 1) รูปแบบในการคัดเลือกคณะกรรมการการเลือกตั้งท้องถื่นไม่มีความหลากหลายของอาชีพ 2) ระบบการบริหารยังรวมศูนย์อำนาจอยู่ที่คณะกรรมการการเลือกตั้งส่วนกลาง และอาจตกอยู่ในอำนาจของนักการเมืองท้องถิ่น 3) ประชาชนบางกลุ่มหรือบางคนยังยึดติดกับผลประโยชน์ที่จะได้รับจากผู้สมัครเลือกตั้ง คือเงินไม่มากาไม่เป็น 4) ประชาชนผู้มีสิทธิเลือกตั้งบางกลุ่มไม่ค่อยสนใจการเลือกตั้ง 5) การใช้สื่อประชาสัมพันธ์ในการเลือกตั้งของราชการยังไม่เต็มที่เท่าที่ควร (3) ข้อเสนอแนะ 1) การเลือกคณะกรรมการเลือกตั้งท้องถิ่นต้องพิจารณาจากบุคคลที่มีความรู้ความสามารถ ซื่อสัตย์สุจริต และให้มีความหลากหลายในอาชีพ 2) รัฐต้องสนับสนุนในเรื่องของงบประมาณประชาสัมพันธ์ในการเลือกตั้งอย่างเพียงพอ 3) ควรกระจายเพิ่มบทบาทของการกำกับดูแลคณะกรรมการการเลือกตั้งท้องถิ่นให้มากขึ้น 4) ควรมีผู้สังเกตการณ์การเลือกตั้งทุกครั้งเป็นช่องทางหนึ่งเพื่อช่วยป้องกันการทุจริตในการเลือกตั้ง 5) อบรมสร้างองค์ความรู้แก่ประชาชนในเรื่องการเลือกตั้งเป็นประจำและผลกระทบของการซื้อสิทธิ ขายเสียง และ 6) ควรเพิ่มการประชาสัมพันธ์ในทีวีหรือทางอินเตอร์เน็ต หรือช่องทางอื่นๆที่ให้ประชาชนได้รับข้อมูลข่าวสารที่รวดเร็วและถูกต้อง | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the role of the Local Elections Commission in the mayoral election in Ubon Ratchathani City Municipality on 24 March, 2013; (2) to study difficulties with the commission’s execution of its role; and (3) to recommend approaches to overcoming those difficulties. This was a qualitative research based on documentary research and in-depth interviews with 12 key informants, chosen through purposive selection. The key informants consisted of 3 members of the Ubon Ratchathani Elections Commission, 5 members of the Local Administrative Organization Elections Commission, 1 director of the Local Administrative Organization Elections Commission, and 3 officials of the Local Elections Commission. Data were analyzed through content analysis and presented through description. The results showed that (1) the Local Elections Commission fulfilled its role as described in Clause 21of the Local Council Member and Local Administrator Election Act, B.E. 2545. (2) The Local Election Commission faced the following difficulties: a) the way in which the Local Election Commission members are chosen does not insure that a diversity of career fields are represented; b) under the administrative system, the center of power still lies with the central Election Commission and may be under the influence of local politicians; c) some citizens or groups of citizens still hold to the tradition of vote buying; d) some voters are not very interested in elections; and e) the state’s public relations work to publicize elections is not thoroughly effective. (3) The following approaches are suggested: a) Local Elections Commission members should be chosen from among people who are knowledgeable, capable, honest, and come from various different career fields; b) the state should provide a sufficient budget for publicizing elections; c) the Local Elections Commission’s overseeing role should be expanded; d) there should be observers watching over every election to prevent fraud; e) there should be regular training to educate the public about the importance of elections and the impacts of vote buying; and f) public relations should be extended to include TV or Internet so the public can receive accurate news in a more timely manner | en_US |
