| dc.description.abstract | การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาบทบาทผู้นำชุมชนท้องถิ่นในการสร้าง ความเข้มแข็งของชุมชน (2) ศึกษาปัญหาและอุปสรรคของผู้นำชุมชนท้องถิ่นในการดำเนินบทบาท การสร้างความเข้มแข็งของชุมชน (3) เพื่อเสนอแนวทางการแก้ไขปัญหาอุปสรรคและข้อเสนอแนะ ผลการวิจัยพบว่า (1) ผู้นำชุมชนท้องถิ่นเป็นผู้มีบทบาทอย่างสำคัญทั้งบทบาททางด้าน สังคม บทบาททางด้านเศรษฐกิจ บทบาททางด้านการเมืองและบทบาททางด้านวัฒนธรรม บทบาท ดังกล่าว สามารถที่จะแก้ปัญหาการว่างงาน ปัญหายาเสพติด รวมทั้งเกิดการรวมกลุ่มสามารถสร้าง อาชีพและเกิดรายได้ในชุมชน โดยการให้ชุมชนตัดสินใจแก้ไขปัญหาและจัดการกับปัญหาด้วยพลัง ของคนในชุมชน ตลอดจนบทบาทในการอนุรักษ์และส่งเสริมสนับสนุนโดยการให้คุณค่าและ ความสำคัญกับหลักปฏิบัติด้านศาสนกิจและวัฒนธรรมที่ได้รับการสืบทอดมาจากบรรพบุรุษ ซึ่งสะท้อนออกในด้านภาษา ศาสนา การแต่งกาย และกิจกรรมประเพณีต่างๆ (2) ปัญหาอุปสรรค ของผู้นำ พบว่า ผู้นำชุมชนท้องถิ่นจะพบปัญหาอุปสรรคขัดขวางในการดำเนินบทบาทการสร้าง ความเข้มแข็งของชุมชนคือขาดความสามัคคีร่วมมือจากคนในชุมชนขาดแรงสนับสนุนจาก หน่วยงานภาครัฐโดยเฉพาะด้านของงบประมาณที่ล่าช้าและไม่เพียงพอ ทำให้การดำเนินงานไม่ คล่องตัว (3) แนวทางการแก้ไขปัญหาอุปสรรค ได้แก่ ผู้นำต้องอาศัยการร่วมมือจากประชาชนใน ชุมชนและจากภาครัฐให้มากขึ้นรวมทั้งการจัดสรรงบประมาณที่เพียงพอในการดำเนินงานและ ควร ส่งเสริมการรวมกลุ่มหรือการประกอบอาชีพของกลุ่มให้มีการพัฒนาอย่างต่อเนื่องเพื่อทำให้ ประชาชนในชมชนมีงานทำและมีรายได้ที่ดีขึ้น | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the role of community leaders in creating a strong community; (2) to study problems and obstacles to the fulfillment of that role; and (3) to recommend approaches to solving those problems. This was a qualitative research that employed non-participatory observation, semi-structured interviews and in-depth interviews. The 9 key informants, chosen through purposive sampling, consisted of formally appointed leaders (chairman of the Tambol Administrative Organization, kumnan and village headman) and unofficial leaders (imam, guild chief, community enterprise leader). Data were analyzed through descriptive analysis. The results showed that (1) Local leaders played significant social, economic, political and cultural roles in the community. Through those roles they were able to solve problems such as unemployment and drug abuse, and were able to consolidate community members to create jobs and bring in income to the community. They let people in the community make decisions about solving problems and then implement solutions using their own resources. Community leaders also had a role in preserving and promoting the value and importance of religious observances and inherited traditional culture, which was reflected in their language, religion, dress, ceremonies and rituals. (2) The problems and obstacles they faced were a lack of unity and cooperation on the part of community members and a lack of support from government agencies, especially insufficient and delayed budget allocations that hindered the work. (3) Approaches to solving these problems are to gain greater cooperation from people in the community and from government agencies, to get a sufficient budget to undertake the work, to promote the formation of groups in the community, and to continuously develop vocations so that people in the community have work to do and better income | en_US |
