| dc.description.abstract | การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาความคาดหวังของผู้นำชุมชนที่มีต่อ บทบาทของสมาชิกสภาท้องถิ่น ในตำบลทุ่งคา อำเภอเมือง จังหวัดชุมพร และ (2) เสนอแนะ แนวทางพัฒนาสมาชิกสภาท้องถิ่นให้มีบทบาทสอดคล้องกับความคาดหวังของประชาชนในตำบล ทุ่งคา อำเภอเมือง จังหวัดชุมพร ผลการวิจัยพบว่า (1) บทบาทของสมาชิกสภาท้องถิ่นทั้ง 3 ด้าน คือด้านนิติบัญญัติ ด้าน เป็นผู้กำกับตรวจสอบฝ่ายบริหารและการดูแลทุกข์สุขของประชาชนที่ผู้นำชุมชนคาดหวัง ปรากฏ ว่าผู้นำชุมชนกลุ่มต่างๆ คาดหวังและให้ความสำคัญในด้านการดูแลทุกข์สุขของประชาชนมากที่สุด (2) ผู้นำชุมชนต้องการให้สมาชิกสภาท้องถื่น ให้ความสำคัญกับการมีส่วนร่วมของประชาชนใน การเสนอร่างข้อบัญญัติ รับฟังความคิดเห็นของประชาชนเพื่อจะได้แก้ปัญหาให้ตรงจุด และให้ พิจารณาร่างข้อบัญญัติด้วยความรอบคอบให้ความสำคัญกับความคุ้มค่าและเหมาะสมกับปัญหาของ ท้องถิ่น ให้ความสำคัญกับการกระจายข้อมูลข่าวสารการทำงานของ อบต. และให้ประชาชนมีส่วน ร่วมในด้านต่างๆ ดังนั้นปัญหาเรื่องความเป็นอยู่การกินดีอยู่ดีของประชาชน โดยเฉพาะในชุมชน ท้องถิ่นเป็นปัญหาหลัก เพราะหากคนในชุมชนกินดีอยู่ดีมีความรู้ที่จะประกอบอาชีพที่สุจริต พึ่งพา ตนเองได้โดยไม่ต้องรอภาครัฐ ปัญหาอาชญากรรมต่างๆย่อมลดน้อยหรืออาจจะหมดสิ้นไป ความ คาดหวังของผู้นำชุมชนต่อบทบาทสมาชิกสภาท้องถิ่น ในด้านการดูแลทุกข์สุขของประชาชนจึง เป็นเรื่องสำคัญ เพราะเป็นเรื่องที่ส่งผลกระทบโดยตรงต่อคนในชุมชน ส่วนในด้านเป็นผู้กำกับ ตรวจสอบฝ่ายบริหารและด้านนิติบัญญัติ เป็นเรื่องขององค์กรเป็นภาพรวมที่คนในชุมชนโดยผู้นำ ชุมชน คาดหวังและต้องการให้สมาชิกสภาท้องถิ่นได้รับรู้และหาแนวทางแก้ไข ให้เป็นไปตาม กฎระเบียบข้อบังคับต่างๆ ที่กฎหมายกำหนด | th_TH |

| dc.description.abstractalternative | The objectives of this research were (1) to study the expectations of community leaders of the role of local council members in Thung Kha Sub-District, Mueang District, Chumphon Province; and (2) to recommend approaches to adapting the role of local council members to meet the expectations of community leaders in Thung Kha Sub-District, Mueang District, Chumphon Province. This was a qualitative research. The 15 key informants, chosen through purposive sampling, consisted of official community leaders, economic community leaders and natural community leaders. Data were collected through informal interviews and focus group discussions. Data were analyzed through descriptive analysis. The results showed that (1) of the 3 categories of roles of local council members (legislative, auditing administrators and seeing to the wellbeing of the citizens), most of the community leaders put the highest priority on seeing to the wellbeing of citizens. (2) Community leaders wanted local council members to pay more attention to public participation, allow citizens to propose legislation, listen to citizens’ opinions so that problems could be solved appropriately, consider draft legislation carefully with a view to cost effectiveness and addressing local problems, and spread more news about the Tambol Administrative Organizations’ work. The major issue was perceived to be the wellbeing and standard of life of the local people, because if everyone in the community had the knowledge and capability to make an honest living then they would be self sufficient and would not need government assistance, and crime would decrease or disappear. The community leaders’ expectation that the local council members would see to the wellbeing of the citizens was important because it directly affected the members of the community. As for the local council members’ other roles of auditing the work of administrators and making legislation, the community leaders and people in the community viewed these roles as overall administrative duties and they wanted the local council members to be aware of those duties and find ways to solve problems so that everything went according to the official rules and pertinent laws | en_US |
