| dc.description.abstract | การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาปัญหาการพัฒนาโครงสร้างพื้นฐานขององค์การ บริหารส่วนตำบลวังพัฒนา 2) ศึกษาความสัมพันธ์ทางการเมืองกับการขอรับการสนับสนุนงบประมาณในการ พัฒนาโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลวังพัฒนา และ 3) เสนอแนะแนวทางการพัฒนาโครงสร้าง พื้นฐานขององค์การบริหารส่วนตำบลวังพัฒนา ผลการวิจัยพบว่า (1) ปัญหาการพัฒนาโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลวังพัฒนา เกิดจากการขาดงบประมาณดำเนินการพัฒนาโครงสร้างพื้นฐาน เพราะว่างบประมาณรายจ่ายประจำปีขององค์การ บริหารส่วนตำบลวังพัฒนานั้น มีอยู่อย่างจำกัดคืองบประมาณรายจ่ายประจำมีมากกว่างบรายจ่ายเพื่อการลงทุน ทำ ให้การพัฒนาโครงสร้างพื้นฐานขององค์การบริหารส่วนตำบลวังพัฒนา ไม่สามารถดำเนินการพัฒนาโครงสร้าง พื้นฐานให้เป็นไปตามเป้าหมายและนโยบายได้ (2) ความสัมพันธ์ทางการเมืองเป็นไปในลักษณะเชิงอุปถัมภ์แบบ แลกเปลี่ยนผลประโยชน์ซึ่งกันและกัน ส่งผลให้องค์การบริหารส่วนตำบลวังพัฒนาได้รับการสนับสนุน งบประมาณในการพัฒนาโครงสร้างพื้นฐานจากองค์การบริหารส่วนจังหวัดพระนครศรีอยุธยา ระหว่าง ปีงบประมาณ พ.ศ. 2557-2560 และ(3) ส่วนกลางควรมีการสนับสนุนงบประมาณเพื่อให้องค์การบริหารส่วน ตำบลวังพัฒนา สามารถปรับปรุงถนนทั้งหมดให้เป็นถนนคอนกรีตหรือถนนลาดยางทุกเส้น มีการขยายเขตไฟฟ้า ให้ครอบคลุมทุกพื้นที่รวมถึงไฟฟ้าส่องสว่างสาธารณะที่ชำรุดควรปรับปรุงแก้ไขอย่างเร่งด่วน มีการปรับปรุง ระบบท่อประปาทดแทนท่อเก่าที่ชำรุดรวมถึงปรับปรุงคุณภาพน้ำประปาให้ได้มาตรฐาน และแก้ไขปัญหาแหล่ง น้ำลำคลองตื้นเขินโดยไม่ต้องพึ่งพางบประมาณจากองค์การบริหารส่วนจังหวัดพระนครศรีอยุธยา | th_TH |

| dc.description.abstractalternative | The objective of this research is 1) to study the infrastructure development problem for Wang Phatthana Sub-District Administrative Organization, 2) to study the political relationship and request for budget support in infrastructure development of Wang Phatthana Sub-District Administrative Organization, and 3) to suggest infrastructure development guideline for Wang Phatthana Sub-District Administrative Organization. This research is Qualitative Research . The researcher conducted the study from documentary documents using interview form with the key informants inside Wang Phatthana Sub-District and purposive sampling of all five groups consisting of management group, government officer group, Member of Parliament, community leader group, and general people group, residing in Phatthana Sub-District in total of 20 people. The finding of the research results indicated that: (1) infrastructure development problem for Wang Phatthana Sub-District Administrative Organization has been caused from lack of operating budget for infrastructure development due to limitation of annual expenditure budget of Wang Phatthana Sub-District Administrative Organization by the way that annual expenditure budget has been more than investment expenditure budget, resulting in failure to develop infrastructure Wang Phatthana Sub-District Administrative Organization to be in line with target and policy, (2) political relationship has been in patronizing manner of exchange of mutual benefit, resulting in infrastructure development budget support from Ayutthaya Provincial Administrative Organization to Wang Phatthana Sub-District Administrative Organization between fiscal year of 2014-2017, and (3) the Center should support budget so that Wang Phatthana Sub-District Administrative Organization can improve all routes of roads to be concrete roads or asphalt roads, request for electricity extension to cover all areas, urgently improve damaged public lighting, improve waterpipe system in replacement of damaged waterpipes, improve quality of municipal water supply to be standard, and solve problem of shoal river water supply without dependence on budget from Ayutthaya Provincial Administrative Organization | en_US |
