| dc.description.abstract | การวิจัยประเมินผลครั้งนี้ มีวัตถุประสงค์เพื่อ (1) ประเมินสภาพแวดล้อม ปัจจัยนำเข้ากระบวนการ ผลผลิต ของระบบบริหารยุทธศาสตร์สุขภาพ และ (2) ศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการแก้ไขปัญหาระบบบริหารยุทธศาสตร์สุขภาพของหน่วยงานในสังกัดสำนักงานสาธารณสุขจังหวัดสงขลา ประชากรที่ศึกษา คือ ผู้ใช้ระบบบริหารยุทธศาสตร์สุขภาพในหน่วยงานสังกัดสำนักงานสาธารณสุขจังหวัดสงขลา จำนวน 95 คน โดยเก็บทุกหน่วยประชากร เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสอบถาม 2 ชุด และ แบบสัมภาษณ์ 2 ชุด ที่ผ่านการตรวจสอบความตรงของเนื้อหาโดยผู้ทรงคุณวุฒิ และ มีค่าความเชื่อมั่นสัมประสิทธิ์แอลฟา เท่ากับ 0.966 และ 0.970 ตามลำดับ โดยวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา และใช้สถิติ ร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า (1) ผลการประเมินด้านสภาพแวดล้อม ปัจจัยนำเข้า กระบวนการ ผลผลิตของระบบบริหารยุทธศาสตร์สุขภาพอยู่ในระดับสูงและผ่านเกณฑ์ในทุกด้าน และ (2) ผลการศึกษาปัญหา อุปสรรค และข้อเสนอแนะในการแก้ไขปัญหาระบบบริหารยุทธศาสตร์สุขภาพ พบว่า ปัญหา อุปสรรคที่สำคัญ คือ คู่มือใช้ระบบบริหารยุทธศาสตร์สุขภาพและการประชุม/อบรม และผู้กำหนดนโยบายควรใช้ระบบบริหารยุทธศาสตร์สุขภาพโดยตรง โดยมีข้อเสนอแนะ คือ คู่มือควรเพิ่มเติมรายละเอียดเชิงลึกในเชิงปฏิบัติมากขึ้น และควรมีการกระตุ้นให้ผู้กำหนดนโยบายใช้ระบบบริหารยุทธศาสตร์สุขภาพมากขึ้น. | th_TH |

| dc.description.abstractalternative | This evaluation research aimed to (1) evaluate the context, input, process and product of a strategic management system (SMS), and (2) identify problems/obstacles and make suggestions for solving SMS-related problems at affiliated agencies under the Songkhla Provincial Public Health Office. The research population included 95 SMS users in affiliated agencies under the Songkhla Provincial Public Health Office; all of them took part in the study. The research tools consisted of two types of questionnaire and two types of interview form, whose validities were qualified by professional reviewers, showing the reliability and alpha coefficients of 0.966 and 0.970, respectively. Data analysis was undertaken using content analysis and descriptive statistics such as percent, mean and standard deviation. The findings revealed that (1) the evaluation of context, input, process and product of SMS showed high-level scores and all criteria were met; and (2) regarding the problems, obstacles and suggestions related to the SMS, the major problems and obstacles were the SMS handbook’s lack of clarity, inadequate staff meetings or seminars, and no direct SMS application by policy-makers.
