| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ผลสัมฤทธิ์ของการดำเนินงานการพัฒนาองค์การตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐของจังหวัดสุโขทัย และ (2) ปัญหาและข้อเสนอแนะ แนวทางการพัฒนาเพื่อให้เกิดผลสัมฤทธิ์ในการปฏิบัติงานที่มีความเป็นเลิศตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐของจังหวัดสุโขทัย การศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลหลัก คือ คณะทำงานพัฒนาคุณภาพการบริหารจัดการภาครัฐจังหวัดสุโขทัย ประจำปีงบประมาณ พ.ศ. 2565 จำนวน 9 คน เครื่องมือที่ใช้ประกอบด้วยแบบสัมภาษณ์เชิงลึกแบบมีโครงสร้าง การสังเกตแบบมีส่วนร่วม และการศึกษาเอกสาร การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหาและการตรวจสอบข้อมูลสามเส้า ผลการศึกษาพบว่า (1) ผลสัมฤทธิ์ของการดำเนินงานการพัฒนาองค์การตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐของจังหวัดสุโขทัย ทุกหมวดมีความเชื่อมโยงกัน เนื่องจากผู้บริหารของจังหวัดสุโขทัยได้ชี้นำและกำกับทิศทางขององค์การให้ไปสู่เป้าหมายตามแผนพัฒนาจังหวัดและแผนปฏิบัติราชการประจำปี วิสัยทัศน์ พันธกิจและวัตถุประสงค์เชิงยุทธศาสตร์ที่กำหนดไว้ และถ่ายทอดแผนสู่การปฏิบัติระดับหน่วยงานและบุคลากรในจังหวัดพร้อมทั้งปลูกฝังให้คำนึงถึงผู้รับบริการและผู้มีส่วนได้ส่วนเสียเป็นสำคัญ โดยมีการค้นหาความต้องการของผู้รับบริการและผู้มีส่วนได้ส่วนเสียและนำข้อมูลมาวัด วิเคราะห์ และจัดการความรู้ พร้อมทั้งมีการปรับปรุงผลการดำเนินงานโดยใช้วงจรเดมมิงมาเป็นกรอบในการดำเนินงาน เพื่อแก้ไขปัญหาและตอบสนองความต้องการของผู้รับบริการและผู้มีส่วนได้ส่วนเสียได้อย่างตรงจุด และมีการติดตามประเมินผลการดำเนินงานอย่างต่อเนื่องเพื่อนำไปสู่การบรรลุผลลัพธ์ในทุกๆด้าน และ (2) ปัญหาที่พบ คือ บุคลากรส่วนใหญ่ยังขาดความรู้ ความเข้าใจเกี่ยวกับเกณฑ์คุณภาพบริหารจัดการภาครัฐ ส่วนราชการบางแห่งยังไม่ได้นำเกณฑ์คุณภาพบริหารจัดการภาครัฐมาใช้อย่างเป็นรูปธรรม หรือบุคลากรยังมีส่วนร่วมในการขับเคลื่อนการพัฒนาองค์การตามเกณฑ์คุณภาพบริหารจัดการภาครัฐไม่มากนัก ข้อเสนอแนเพื่อการพัฒนาที่สำคัญ คือ ควรกำหนดให้ส่วนราชการทุกส่วนราชการนำเกณฑ์คุณภาพบริหารจัดการภาครัฐมาใช้เป็นกรอบในการดำเนินงาน ควรมีการจัดทำแผนการอบรมเกี่ยวกับเกณฑ์และวิธีการดำเนินงานตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ ตลอดจนกำหนดตัวชี้วัดการประเมินผลการปฏิบัติราชการที่ชัดเจน และเสริมสร้างแรงจูงใจสำหรับบุคลากร/คณะทำงานที่ดำเนินการพัฒนาองค์การตามเกณฑ์คุณภาพการบริหารจัดการภาครัฐ | th_TH |

| dc.description.abstractalternative | The objectives of this study were (1) to study the achievement in organization development according to public sector management quality criteria of Sukhothai Province; and (2) to study problems and recommendations for achieving excellence according to public sector management quality criteria of Sukhothai Province. This study was a qualitative research. The data was collected from 9 key informants who had been working for the quality improvement working group of Sukhothai Province in the fiscal year of 2022. The research instrument was structured in-depth interview, participating observation and documents. For data analysis used content analysis techniques with data triangulation. The research results revealed that (1) the achievement in organization development according to public sector management quality criteria of Sukhothai Province was found the all categories were aligned. Because the executives of Sukhothai province had administrated to achieve the goals through the provincial development plan and the set annual action plan, vision, mission and strategic objectives. Then they were transferred into action at the level of agencies and individual in the province. Moreover, the plans were mainly formulated according to the needs of clients and stakeholders. Then, they brought into the measurement, analysis and knowledge management as well as improved the performance by using the Deming Cycle as a working framework, solved the problems and responded the needs of recipients and stakeholders directly. There were monitoring and evaluation processes of the performance continuously in order to achieve results in every aspect; and (2) the problems were that most of the personnel still lack of knowledge and understanding of government management quality criteria. Some of government agencies had not adopted the quality criteria for public administration in a concrete manner. The number of personnel participated slightly in driving government management quality criteria. As for the major recommendations for future development were that there should be set for government agencies to apply the government management quality criteria as a framework for their implementation along with providing the training on government management quality criteria as well as formulate indicators clearly and encourage the motivation for personnel and the government management quality criteria working team | en_US |
