| dc.description.abstract | การวิจัยนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ของนักเรียนระดับประถมศึกษา โรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่น (2) ประเมินคุณภาพของระบบที่พัฒนา วิธีดำเนินการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การพัฒนาระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ของนักเรียนระดับประถมศึกษา โรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่าง คือ ผู้เชี่ยวชาญด้านการพัฒนาระบบ การวัดและประเมินผล การบริหารการศึกษา จำนวน 13 คน และครูและนักเรียนชั้นประถมศึกษาปีที่ 1, 3 และ 5 ของโรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่น จำนวน 360 คน เครื่องมือวิจัย คือ ร่างระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ฯ แบบบันทึกการสนทนากลุ่ม แบบประเมินความเครื่องมือวัด แบบประเมินคุณภาพร่างระบบ แบบสอบถามความคิดเห็นที่มีต่อโปรแกรมคุณลักษณะอันพึงประสงค์ของนักเรียน จำนวน 3 ฉบับ และแบบประเมินตนเองของนักเรียนชั้นประถมศึกษาปีที่ 5 การเก็บรวบรวมข้อมูลโดยใช้เทคนิคการสนทนากลุ่ม และนำแบบวัดทั้ง 4 ฉบับ ไปทดลองใช้กับครูและนักเรียนชั้นประถมศึกษาปีที่ 1, 3 และ 5 ของโรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่นเพื่อตรวจสอบอำนาจจำแนก ความตรงเชิงโครงสร้าง และความเที่ยงของเครื่องมือวัด ตลอดจนการทำงานของโปรแกรม วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 การประเมินคุณภาพของระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ของนักเรียนระดับประถมศึกษา โรงเรียนในสังกัดองค์กรปกครองส่วนท้องถิ่น กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา ครู และนักเรียน จำนวน 300 คน เครื่องมือการวิจัย ได้แก่ ระบบการกำกับ ติดตาม และประเมิน คุณลักษณะอันพึงประสงค์ฯ คู่มือการใช้ระบบฯ และแบบประเมินคุณภาพของระบบฯ วิเคราะห์ข้อมูล โดยหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ฯ ที่พัฒนาขึ้น ประกอบด้วย 5 องค์ประกอบ ได้แก่ (1) ปัจจัยนำเข้า ประกอบด้วย คน เงิน วัสดุ และข้อมูลสารสนเทศ (2) กระบวนการ ประกอบด้วย การกำหนดพันธกิจ การทบทวนข้อมูล การวางแผนอนาคต ของการดำเนินการการกำกับ ติดตาม และประเมินผล (3) ผลลัพธ์ คือ รายงานผลคุณลักษณะอันพึงประสงค์ของนักเรียนรายบุคคล รายพฤติกรรมบ่งชี้ และการรับรองมาตรฐานคุณลักษณะอันพึงประสงค์ของนักเรียนระดับประถมศึกษา (4) ข้อมูลย้อนกลับ คือ รายงานผลการกำกับ ติดตาม และประเมิน เพื่อปรับปรุงและพัฒนา (3) สภาพแวดล้อม และ 2) ผลการประเมินคุณภาพของระบบการกำกับ ติดตาม และประเมินคุณลักษณะอันพึงประสงค์ฯ พบว่า มีคุณภาพตามมาตรฐานการประเมิน คือ ด้านความเหมาะสม ความเป็นไปได้ ความถูกต้องในระดับมาก และความเป็นประโยชน์ในระดับมากที่สุด | th_TH |

| dc.description.abstractalternative | The purposes of this research were 1) to develop the monitoring and assessment system on desirable characteristics of primary students in schools under local administration organizations 2) to evaluate the quality of the developed system. The process of this research comprised 2 phase. The first phase was the development of a monitoring and assessment system on desirable characteristics of primary students in schools under local administration organizations. The research sample consisted of 13 expert from system developers assessment and educated administration, teachers and students were 360 from primary 1, 3 and 5 of schools under local administration organizations. The instruments of research were system draft of monitoring and assessment system on desirable characteristics of primary students in school under local administration organizations, groups of conversation recording form, consistency assessment form of the instruments, system draft of quality evaluation form, questions for idea to the program, desirable characteristic of students 3 observation forms, a self assessment of student primary 5. Information collection was focus group technique. 4 forms are used for teachers and students primary 1, 3 and 5 of schools under local administration organizations to identify discrimination, validity of structure and validity of assessment instruments and programs, to analyzed by content analysis, mean, and standard deviation. The second phase was the quality evaluation of the development of a monitoring and assessment system on desirable characteristics of primary students in schools under local administration organizations there were 300 peoples of sampling groups consist of school administrators, teachers and students. The instruments of research were monitoring and assessment system on desirable characteristics, a handbook of system, quality assessment of system. Research data were analyzed by means, standard deviation and content analysis. The result of research found 1) the developed monitoring and assessment system on desirable characteristics consist of 5 factors (1) input factors were people, money, materials and information (2) the process consist of defining the mission, taking stock, planning for the future of proceeding monitoring and assessment (3) the output were reports of desirable characteristics of individual students, behavior indication and guaranteed standard of desirable characteristics of primary students (4) feedback were reporting of monitoring and assessment to be developed and improved and (5) the environment; 2) quality evaluation results of monitoring and assessment system on desirable characteristics of primary students found the effective standard evaluation was propriety, feasibility, accuracy to implement at the high level and was utility to implement at the highest level | en_US |
