| dc.description.abstract | การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับประสิทธิภาพการจัดซื้อจัดจ้าง ขององค์กรปกครองส่วนท้องถิ่น ในอำเภอเมืองสระบุรี จังหวัดสระบุรี (2) ศึกษาปัจจัยภายใน องค์กรที่มีผลต่อประสิทธิภาพการจัดซื้อจัดจ้างขององค์กรปกครองส่วนท้องถิ่นในอำเภอเมือง สระบุรี จังหวัดสระบุรี และ (3) เปรียบเทียบประสิทธิภาพการจัดซื้อจัดจ้างขององค์กรปกครองส่วน ท้องถื่น ในอำเภอเมืองสระบุรี จังหวัดสระบุรี จำแนกตามประเภทขององค์กร การศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรคือผู้บริหารและข้าราชการของ องค์กรปกครองส่วนท้องถิ่นในเขตอำเภอเมืองสระบุรี จังหวัดสระบุรี ที่ทำงานเกี่ยวข้องกับการ จัดซื้อจัดจ้างจำนวนทั้งสิ้น 78 คน กำหนดกลุ่มตัวอย่างด้วยการคำนวณได้กลุ่มตัวอย่างจำนวน 66 คน ซึ่งสุ่มตัวอย่างชั้นภูมิ ตามสัดส่วน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม สถิติ ที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ การถดถอยเชิงพหุคูณ และการวิเคราะห์ความแปรปรวนทางเดียว ผลการศึกษาพบว่า (1) ประสิทธิภาพการจัดซื้อจัดจ้างขององค์กรปกครองส่วนท้องถื่น ในอำเภอเมืองสระบุรี จังหวัดสระบุรีโดยภาพรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้าน พบว่าทุกด้านอยู่ในระดับมากที่สุด โดยลำดับแรกคือด้านค่าใช้จ่าย รองลงมาคือด้านปริมาณ ด้านเวลา และด้านคุณภาพของงาน ตามลำดับ (2) ปัจจัยภายในองค์กรที่มีผลต่อประสิทธิภาพการจัดซื้อจัดจ้าง อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ได้แก่ ด้านทักษะ และด้านโครงสร้างองค์กร โดยร่วมกันทำนาย การส่งผลต่อประสิทธิภาพการจัดซื้อจัดจ้างได้ร้อยละ 49 และ (3) องค์กรปกครองส่วนท้องถิ่น ในอำเภอเมืองสระบุรี จังหวัดสระบุรี แต่ละประเภท ได้แก่ เทศบาลเมือง เทศบาลตำบล และองค์การ บริหารส่วนตำบล มีประสิทธิภาพการจัดซื้อจัดจ้างไม่แตกต่างกัน | th_TH |

| dc.description.abstractalternative | The purposes of this study were (1) to study the level of procurement efficiency of Local Administrative Organization in Muang District, Saraburi Province (2) to study internal factors affecting procurement efficiency of Local Administrative Organizations and (3) to compare the procurement efficiency of Local Administrative Organizations, classified by organization types. The population of this survey research consisted of 78 procurement administrators and local officials of Local Administrative Organizations in Muang District, Saraburi Province. The sample was 66 officials, selected by stratified random sampling. The data was collected by a constructed questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation, multiple regression coefficients and one-way ANOVA. The results of the study revealed that (1) the procurement efficiency of Local Administrative Organization in Muang District, Saraburi Province was overall at the highest level. As for individual aspects, they were also found to be at the highest level. At the highest level, ranking in the order of mean from high to low, costs, quantity, time and quality of work; (2) the internal factors that affected the procurement efficiency, with a statistical significance at level .05, were skill and organizational structure, together could predict the procurement efficiency at 49%; and (3) each type of the Local Administrative Organizations in Muang District, Saraburi Province: Muang Municipality, Sub-district Municipality, Sub-district Administrative Organization did not have different procurement efficiency. | en_US |
