| dc.description.abstract | อุตสาหกรรมอบใบยาสูบเป็นอุตสาหกรรมที่มีความเสี่ยงสูงในการเกิดไฟไหม้ เนื่องด้วยปริมาณวัตถุดิบคือใบยาสูบแห้งและใบยาสูบที่ผ่านกระบวนการอบแล้วมีสภาพที่แห้ง เป็นเชื้อเพลิงที่ทำให้ติดไฟได้เป็นอย่างดี ทั้งนี้หากละเลยไม่ดำเนินการป้องกันอัคคีภัยในโรงงานแบบเชิงรุกอาจก่อให้เกิดความเสียหายถึงขั้นสูญเสียทั้งชีวิตและทรัพย์สินได้ การศึกษาครั้งนี้มีวัตถุประสงค์ เพื่อจัดทำแนวทำงการจัดการด้านการป้องกันและระงับอัคคีภัยในโรงอบใบยาเด่นชัย โรงงานยาสูบ กระทรวงการคลัง การจัดทำคู่มือการจัดการป้องกันและระงับอัคคีภัยนี้ ได้ศึกษาความรู้เกี่ยวกับการเกิดอัคคีภัย ข้อมูลด้านวิชาการที่เกี่ยวข้องกับการป้องกันและระงับอัคคีภัย ข้อกำหนดของประกาศกระทรวงอุตสาหกรรมเรื่องการป้องกันและระงับอัคคีภัยในโรงงาน พ.ศ. 2552 กฎกระทรวงกำหนดมาตรฐานในการบริหารจัดการ และดำเนินการด้านความปลอดภัยอาชีวอนามัย และสภาพแวดล้อมในการทำงานเกี่ยวกับการป้องกันและระงับอัคคีภัย พ.ศ. 2555 และสำรวจข้อมูลของโรงงานรวมถึงการจัดการป้องกัน และระงับอัคคีภัยที่ดำเนินการอยู่ในปัจจุบัน แล้วนำข้อมูลมาวิเคราะห์ และประเมินความไม่สอดคล้องตามกฎหมาย สรุป ข้อเสนอแนะที่จะต้องดำเนินการนำไปปรับปรุงคู่มือการป้องกัน และระงับอัคคีภัยของโรงอบใบยาเด่นชัย ผลการศึกษาพบว่า โรงอบใบยาเด่นชัยจะต้องดำเนินงานให้สอดคล้องตามที่กฎหมายกำหนด คือ ข้อกำหนดเส้นทางหนีไฟ การมอบหมายผู้ รับผิดชอบตรวจสอบทดสอบบำรุงรักษาระบบและอุปกรณ์ต่างๆ ของระบบดับเพลิง ระบบสัญญาณแจ้งเหตุเพลิงไหม้ การฝึกอบรม การดับเพลิงขั้นต้น การตรวจความปลอดภัยด้านอัคคีภัย และมาตรการการป้องกันอัคคีภัย ทั้งนี้ ได้นำข้อเสนอแนะดังกล่าว มาปรับปรุงในคู่มือการป้องกันและระงับอัคคีภัย ประกอบด้วยขั้นตอนก่อนเกิดอัคคีภัย ขณะเกิดอัคคีภัย และหลังเกิดอัคคีภัยเพื่อเป็นแนวทางในการป้องกันและระงับอัคคีภัยให้สอดคล้องตามที่กฎหมายกำหนดต่อไป | th_TH |

| dc.description.abstractalternative | Tobacco redrying industry is at high risk of fire as it normally handles large amounts of dried tobacco leaves which are inflammable. Without proper proactive fire protection measures, damage from fire may occur, resulting in the loss of lives and property. The objective of this study was to develop guidelines for fire prevention and suppression at Denchai Redrying Plant of Thailand Tobacco Monopoly, Ministry of Finance. In preparing the Manual, relevant information was collected and reviewed with respect to the management of fire prevention and suppression, the Ministry for Industry’s notification of 2009 on fire prevention and suspension in factories, the Ministry of Labour’s regulations of 2012 on standards for the management of safety, occupational health, workplace environment, and fire prevention-suppression. Moreover, a survey was conduced on the plant conditions and its existing fire prevention and suppression practices; and an assessment was performed on the plant’s non-performance with the fire safety’s requirements. And then recommendations were formulated for the improvement of the plant’s Manual for Fire Prevention and Suppression. The results showed that Denchai Redrying Plant had to take certain actions to conform to the legal requirements regarding fire escape routes, the assignment of inspection and testing personnel, the maintenance of fire suppression and alarm systems and equipment, training in basic firefighting, and the inspection of fire safety and prevention. Such findings and suggestions were used in revising the manual for fire prevention and suppression including steps to be undertaken before the fire, during the fire, and after the fire. The manual will be used as guidelines for fire prevention and suppression as required by law. | en_US |
