Guidelines for Development of Dual System Vocational Education Management in Lopburi College of Agriculture and Technology

Abstract

The objectives of this research were to study (1) the current and desirable conditions of the dual system vocational education management in Lopburi College of Agriculture and Technology; (2) the needs for educational management of the dual system vocational education in Lopburi College of Agriculture and Technology; and (3) guidelines for development of the dual system vocational education management in Lopburi College of Agriculture and Technology. The research population comprised 60 administrators, teachers, and educational personnel. The interview informants were two college administrators and one entrepreneur, totaling three persons. The employed research tool was a questionnaire on the current and desirable conditions of the dual system vocational education management, with reliability coefficients of .97 and .98 respectively, and an interview form concerning guidelines for development of the dual system vocational education management. Data were analyzed using the frequency, percentage, mean, standard deviation, PNImodified, and content analysis.The research findings revealed that (1) the overall current condition of the dual system vocational education management was rated at the high level; when considering the specific aspects, they could be ranked from top to bottom based on their rating means as follows: the aspects of administration and management, measurement and evaluation, teaching and learning management, cooperation between enterprises and the college, and curriculum management; on the other hand, the overall desirable condition of the dual system vocational education management was rated at the highest level; when considering the specific aspects, their rankings were similar to those of the current condition; (2) the needs for educational management of the dual system vocational education could be ranked from top to bottom as follows: curriculum management, cooperation between enterprises and the college, learning and teaching management, measurement and evaluation, and administration and management; and (3) guidelines for development of the dual system vocational education management were as follows: the college and enterprises should determine the Memorandum of Understanding (MOU) in developing learning and training plans, create a clear action plan on educational management of the dual system vocational education and ensure understanding among all relevant parties, clearly determine the roles and responsibilities of each party as well as agreements; conduct meetings or training sessions to create an understanding of the curriculum for those involved to help them to realize the importance of the dual system vocational education management; and establish criteria and methods for measurement and evaluation, with an emphasis on various methods of authentic assessment.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพปัจจุบัน และสภาพที่พึงประสงค์ของการจัดการอาชีวศึกษาระบบทวิภาคีของวิทยาลัยเกษตรและเทคโนโลยีลพบุรี 2) ความต้องการจำเป็นในการจัดการอาชีวศึกษาระบบทวิภาคีของวิทยาลัยเกษตรและเทคโนโลยีลพบุรี และ 3) แนวทางการพัฒนาการจัดการอาชีวศึกษาระบบทวิภาคีของวิทยาลัยเกษตรและเทคโนโลยีลพบุรีประชากร ได้แก่ ผู้บริหาร ครู และบุคลากรทางการศึกษา จำนวน 60 คน ผู้ให้ข้อมูลการสัมภาษณ์ ได้แก่ ผู้บริหารสถานศึกษา 2 คน และผู้แทนสถานประกอบการจำนวน 1 คน รวมทั้งสิ้น 3 คน เครื่องมือที่ใช้เป็นแบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดการอาชีวศึกษาระบบทวิภาคี มีค่าความเที่ยง .97 และ .98 ตามลำดับ และแบบสัมภาษณ์เกี่ยวกับแนวทางการพัฒนาการจัดการอาชีวศึกษาระบบทวิภาคี ทำการวิเคราะห์ข้อมูลโดยใช้ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีความต้องการจำเป็น และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) สภาพปัจจุบันของการจัดการอาชีวศึกษาระบบทวิภาคี โดยรวมมีค่าเฉลี่ยอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน เรียงจากมากไปหาน้อย คือ การบริหารจัดการ การวัดและประเมินผล การจัดการเรียนการสอน ความร่วมมือระหว่างสถานประกอบการกับสถานศึกษา และการจัดหลักสูตร ส่วนสภาพที่พึงประสงค์ของการจัดการอาชีวศึกษาระบบทวิภาคี โดยรวมมีค่าเฉลี่ยอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านเรียงจากมากไปหาน้อย เรียงลำดับเช่นเดียวกับสภาพปัจจุบัน 2) ความต้องการจำเป็นของการจัดการอาชีวศึกษาระบบทวิภาคี เรียงจากมากไปหาน้อย คือ การจัดหลักสูตร ความร่วมมือระหว่างสถานประกอบการกับสถานศึกษา การจัดการเรียนการสอน การวัดและประเมินผล และการบริหารจัดการ และ 3) แนวทางการพัฒนาการจัดการอาชีวศึกษาระบบทวิภาคี คือ สถานศึกษาและสถานประกอบการควรกำหนดข้อตกลงร่วมก้นในการจัดทำแผนการเรียนรู้และแผนการฝึก จัดทำแผนปฏิบัติการด้านการจัดการอาชีวศึกษาระบบทวิภาคีให้ชัดเจนและสร้างความเข้าใจให้กับทุกฝ่ายที่เกี่ยวข้อง กำหนดบทบาทภาระหน้าที่ของแต่ละฝ่าย ตลอดจนข้อตกลงต่างๆ ให้ชัดเจน ประชุมอบรมสร้างความเข้าใจในหลักสูตรแก่ผู้เกี่ยวข้องให้เห็นถึงความสำคัญของการจัดการศึกษาระบบทวิภาคี กำหนดหลักเกณฑ์และวิธีการวัดผลประเมินผล โดยเน้นตามสภาพจริง และมีวิธีการที่หลากหลาย
