Innovative Leadership of School Administrators under Lopburi Primary Educational Service Area Office 1

Abstract

The objectives of this research were to study 1) the level of innovative leadership of school administrators under Lop Buri Primary Educational Service Area Office 1; and 2) guidelines for development of innovative leadership of school administrators under Lop Buri Primary Educational Service Area Office 1. The research sample consisted of 297 teachers in schools under Lop Buri Primary Educational Service Area Office 1, obtained by proportional sampling based on school size. The sample size was determined with the use of Krejcie and Morgan’s Sample Size Table. The key informants who were interviewed totaling six education personnel included educational administrators, school administrators, instructors from higher education institution, and educational supervisors. The employed research tools included a questionnaire concerning innovative leadership of the school administrator, with reliability coefficient of .96 and an interview form concerning guidelines for development of innovative leadership of the school administrator. Research data were analyzed using the frequency, percentage, mean, standard deviation, and content analysis. The research findings revealed that 1) both the overall and specific aspects of innovative leadership of the school administrators were rated at the high level; when the specific aspects of innovative leadership were considered, they could be ranked from top to bottom based on their rating means as follows: that of the use of information technology and communications, that of working as a team and participation, that of the creation of the innovative organization atmosphere, that of having the innovative vision, that of creative thinking, and that of the acceptance of risks; and 2) regarding guidelines for development of innovative leadership of the school administrators, it was found that (1) the school administrators must develop themselves in the aspects of innovative thinking, and thinking outside of the framework; (2)the school administrators must analyze the direction of educational innovations, and analyze the strength and weakness of their teams; (3) the school administrators must have the skills in creating their own school administration innovations; and (4) the Primary Educational Service Area Office should organize the contest of school administration innovations in order to motivate the school administrators to create more innovations that were consistent with the context of their own school and could be actually utilized.

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษา 1) ระดับภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลพบุรีเขต 1 และ 2) แนวทางการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลพบุรี เขต1กลุ่มตัวอย่าง ได้แก่ ครูในโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาลพบุรีเขต1 จำนวน 297 คน กำหนดขนาดกลุ่มตัวอย่างโดยใช้ตารางสำเร็จรูปของเครจซีและมอร์แกน จากนั้นทำการสุ่มตามสัดส่วนจำนวนที่จำแนกตามขนาดของโรงเรียน ผู้ให้ข้อมูลสัมภาษณ์ได้แก่ ผู้บริหารการศึกษา ผู้บริหารสถานศึกษา อาจารย์จากสถาบันอุดมศึกษา และศึกษานิเทศก์ รวมทั้งสิ้น 6 คน เครื่องมือที่ใช้เป็นแบบสอบถามเกี่ยวกับภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา ซึ่งมีค่าความเที่ยงเท่ากับ .96 และแบบสัมภาษณ์เกี่ยวกับแนวทางการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา ทำการวิเคราะห์ข้อมูลโดยใช้ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัย พบว่า 1) ระดับภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา ทั้งภาพรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการใช้เทคโนโลยีสารสนเทศและการสื่อสาร ด้านการทำงานเป็นทีมและมีส่วนร่วม ด้านการ สร้างบรรยากาศองค์กรนวัตกรรม ด้านการมีวิสัยทัศน์เชิงนวัตกรรม ด้านการคิดสร้างสรรค์ และด้านการยอมรับความเสี่ยง และ 2) แนวทางการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา พบว่า (1) ผู้บริหารสถานศึกษาต้องพัฒนาตนเองในด้านการคิดสร้างสรรค์สิ่งใหม่ การคิดนอกกรอบ (2) วิเคราะห์ทิศทางนวัตกรรมการศึกษา วิเคราะห์จุดแข็งจุดอ่อนของทีมงาน (3) มีทักษะในการจัดทำนวัตกรรมทางการบริหารสถานศึกษาของตนเองได้ และ (4) สำนักงานเขตพื้นที่การศึกษาควรจัดให้มีการประกวดนวัตกรรมทางการบริหารสถานศึกษา เพื่อกระตุ้นให้ผู้บริหารสถานศึกษาสร้างสรรค์นวัตกรรมที่สอดคล้องกับบริบทของสถานศึกษาและนำมาใช้ได้จริงมากขึ้น
