Guidelines for Developing the Administration of Child Development Centers Based on National Standard for Early Childhood Care, Development and Education under the Subdistrict Administrative Organization in Na Thawi District, Songkhla Province

Abstract

The purposes of this research were to study (1) the administration of child development center based on National Standard for Early Childhood Care, Development and Education; and (2) guidelines for developing the administration of child development centers based on National Standard for Early Childhood Care, Development and Education under the Subdistrict Administrative Organization in Na Thawi district, Songkhla province.The research population totaling 70 persons comprised the Director of Education, Religion and Culture Division, educators and teachers in child development centers under the Subdistrict Administrative Organization in Na Thawi district, Songkhla province, and five research informants. The employed research tools were a questionnaire on the opinions toward the operation based on National Standard for Early Childhood Care, Development and Education, with reliability coefficient of .95, and an interview form concerning guidelines for the administration of child development centers based on National Standard for Early Childhood Care, Development and Education. Research data were analyzed using the frequency, percentage, mean, standard deviation, and content analysis. The research findings revealed that (1) both the overall and specific aspects of the administration of the child development centers based on National Standard for Early Childhood Care, Development and Education were rated at the high level; and (2) guidelines for the administration of the child development centers based on National Standard for Early Childhood Care, Development and Education were as follows: (2.1) in the aspect of administration and management of the child development centers, there should be the evaluation and improvement of the curriculum to connect it with the local wisdom, the use of information technology to increase the efficiency of data management, the promotion of knowledge concerning the standards for the stakeholders, the checking and evaluation of the teachers’ mental health regularly every year, and the promotion of participation of the parents and community in the early childhood development; (2.2) as for the teachers as caregivers and organizers of learning experience and playing for early childhood development, they should evaluate and improve the plans for organization of learning experience; they should promote the all-round development of the children; they should be trained on the skills of helping and giving first aid to the children; and they should promote the self-adjustment of the children while passing from the lower to higher classes; and (2.3) in the aspect of quality evaluation of early childhood, there should be the planning for child evaluation in accordance with the standards, the provision of knowledge and the supports of evaluation instruments for the teachers and parents, the monitoring and follow up of the evaluation, and the referring of the slow development children to the responsible work agencies.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) การบริหารศูนย์พัฒนาเด็กเล็กตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็ก และ 2) แนวทางการพัฒนาการบริหารศูนย์พัฒนาเด็กเล็กตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลในเขตอำเภอนาทวี จังหวัดสงขลาประชากร คือ ผู้อำนวยการกองการศึกษา ศาสนาและวัฒนธรรม นักวิชาการศึกษา และครูศูนย์พัฒนาเด็กเล็กสังกัดองค์การบริหารส่วนตำบลในเขตอำเภอนาทวี จังหวัดสงขลา จำนวน 70 คน และผู้ให้ข้อมูล จำนวน 5 คน เครื่องมือที่ใช้เป็นแบบสอบถามความคิดเห็นเกี่ยวกับการดำเนินงานตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ มีค่าความเที่ยงเท่ากับ .95 และแบบสัมภาษณ์เกี่ยวกับแนวทางการพัฒนาการบริหารศูนย์พัฒนาเด็กเล็กตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็ก สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหาผลการวิจัยพบว่า 1) การบริหารศูนย์พัฒนาเด็กเล็กตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็ก โดยภาพรวมและรายด้านอยู่ในระดับมาก และ 2) แนวทางการพัฒนาการบริหารศูนย์พัฒนาเด็กเล็กตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติของศูนย์พัฒนาเด็กเล็ก ได้แก่ (2.1) ด้านการบริหารจัดการสถานพัฒนาเด็กปฐมวัย ควรจัดให้มีการประเมินและปรับปรุงหลักสูตรเชื่อมโยงกับภูมิปัญญาท้องถิ่น ใช้เทคโนโลยีสารสนเทศเพิ่มประสิทธิภาพการจัดการข้อมูล ส่งเสริมความรู้เกี่ยวกับมาตรฐานแก่ผู้มีส่วนได้ส่วนเสีย ตรวจประเมินสุขภาพจิตของครูเป็นประจำทุกปี รวมถึงส่งเสริมการมีส่วนร่วมของผู้ปกครองและชุมชนในการพัฒนาเด็กปฐมวัย (2.2) ด้านครูให้การดูแลและจัดประสบการณ์การเรียนรู้และการเล่นเพื่อพัฒนาเด็กปฐมวัย ควรประเมินและปรับปรุงแผนการจัดประสบการณ์การเรียนรู้ ส่งเสริมการพัฒนาเด็กอย่างรอบด้าน ฝึกฝนทักษะการช่วยเหลือและปฐมพยาบาลเด็ก รวมถึงส่งเสริมการปรับตัวของเด็กระหว่างชั้นเรียน (2.3) ด้านการประเมินคุณภาพของเด็กปฐมวัย ควรวางแผนการประเมินเด็กตามมาตรฐาน ให้ความรู้และสนับสนุนเครื่องมือในการประเมินแก่ครูและผู้ปกครอง กำกับติดตามการประเมิน รวมถึงการส่งต่อเด็กที่มีพัฒนาการล่าช้าไปยังหน่วยงานที่รับผิดชอบ
