Guidelines for Operational Development of Student Care and Support Systems in Schools under Mae Hong Son Primary Educational Service Area Office 1

Abstract

The purposes of this research were 1) to study the operation of student care and support systems in schools; 2) to compare the operation of the student care and support system in schools, as classified by school size; and 3) to propose guidelines for operational development of the student care and support systems in schools under Mae Hong Son Primary Educational Service Area Office 1.The sample consisted of 291 teachers in schools under Mae Hong Son Primary Educational Service Area Office 1, which were determined by Krejcie and Morgan Table and then obtained by stratified random sampling based on school size. The research instruments were a questionnaire on the operation of student care and support systems in schools, with a reliability coefficient of .97, and an interview form on guidelines for the operation of student care and support systems in schools. The data were analyzed using the percentage, mean, standard deviation, one-way ANOVA, Fisher's pairwise comparison method, and content analysis.The research findings revealed that 1) the overall and each aspect of the operation of student care and support systems in schools were rated at the high level. When considering all specific aspects, they could be ranked based on their rating means from the highest to the lowest as follows: knowing students individually, student promotion and development, student protection and assistance, referring students, and student screening; 2) regarding comparing the operation of the student care and support system classified by the school size, it was found that in the overall operation of the student care and support system, small schools were significantly different from medium and large schools at the .05 level.; and 3) guidelines for operational development of student care and support systems in schools were the following: schools should develop methods for the participation of all parties, having the plan to create a training manual to provide knowledge for teachers, visit students' homes every semester, having clear screening criteria that were consistent with the actual situation, having a clearly defined program of activities to promote students, allocate a budget to support the development and promotion of students, encourage classroom teachers to coordinate directly with experts in resolving student problems, and prepare a summary record of the results of both inside and outside school.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการดำเนินการระบบดูแลช่วยเหลือนักเรียนในโรงเรียน สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 2) เปรียบเทียบการดำเนินงานระบบดูแลช่วยเหลือนักเรียนในโรงเรียน จำแนกตามขนาดของสถานศึกษา และ 3) ศึกษาแนวทางในการพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียนในโรงเรียน สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษา แม่ฮ่องสอน เขต 1กลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษา สังกัดสํานักงานเขตพื้นที่การศึกษาประถมศึกษาแม่ฮ่องสอน เขต 1 จำนวน 291 คน ได้จากการเปิดตารางของเครจซีและมอร์แกน และสุ่มแบบชั้นภูมิตามขนาดของสถานศึกษา เครื่องมือที่ใช้เป็นแบบสอบถามแบบมาตรประมาณค่าเกี่ยวกับการดำเนินการระบบ ดูแลช่วยเหลือนักเรียน มีค่าความเที่ยงเท่ากับ .97 และแบบสัมภาษณ์แนวทางพัฒนาการดำเนินงานระบบดูแลช่วยเหลือนักเรียน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความแปรปรวนทางเดียว การเปรียบเทียบรายคู่ด้วยวิธีการของฟิชเชอร์ และการวิเคราะห์เนื้อหาผลการวิจัยพบว่า 1) การดำเนินการระบบดูแลช่วยเหลือนักเรียน ในภาพรวมและรายด้านอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านเรียงตามลำดับค่าเฉลี่ยสูงสุดไปหาค่าเฉลี่ยต่ำสุด ดังนี้ การรู้จักนักเรียนเป็นรายบุคคล การส่งเสริมและพัฒนานักเรียน การป้องกันและช่วยเหลือนักเรียน การส่งต่อนักเรียน และการคัดกรองนักเรียน 2) การเปรียบเทียบการดำเนินการระบบดูแลช่วยเหลือนักเรียน จำแนกตามขนาดของสถานศึกษา พบว่าการดำเนินการระบบดูแลช่วยเหลือนักเรียนในภาพรวมสถานศึกษาขนาดเล็กแตกต่างจากสถานศึกษาขนาดกลางและขนาดใหญ่อย่างมีนัยสำคัญทางสถิติที่ระดับ.05 และ 3) แนวทางในการพัฒนาระบบดูแลช่วยเหลือนักเรียน พบว่า สถานศึกษาควรพัฒนาวิธีการมีส่วนร่วมของทุกฝ่าย มีการวางแผนจัดทำคู่มือจัดอบรมให้ความรู้ครู ออกเยี่ยมบ้านนักเรียนทุกภาคเรียน มีการกำหนดเกณฑ์การคัดกรองที่ชัดเจนให้สอดคล้องกับสภาพความเป็นจริง มีการกำหนดโครงการกิจกรรมส่งเสริมนักเรียนอย่างชัดเจน จัดงบประมาณรองรับเพื่อพัฒนาและส่งเสริมนักเรียน และส่งเสริมให้ครูประจำชั้นประสานงานกับผู้เชี่ยวชาญโดยตรงในการแก้ไขปัญหานักเรียน จัดทำสรุปบันทึกผลการช่วยเหลือทั้งภายในและภายนอกสถานศึกษา
