Guidelines for Promoting of Internal Educational Quality Assurance of Schools under the Secondary Educational Service Area Office Nonthaburi

Abstract

The purposes of this research were to study (1) the operation conditions of internal educational quality assurance of schools; and (2) guidelines for promoting the operation of internal educational quality assurance of schools under the Secondary Educationl Service Area Office Nonthaburi.The research sample consisted of 353 teachers in schools under the Secondary Educationl Service Area Office Nonthaburi during the 2022 academic year, obtained by stratified random sampling based on school size. The sample size was determined based on Krejcie and Morgan’s Sample Size Table. The key research informants were five experts. The research instruments were a rating scale questionnaire on the operation conditions of internal educational quality assurance of school, with reliability coefficient of .94; and an interview form concerning guidelines for promoting the operation of internal educational quality assurance of school. Research data were analyzed using the frequency, percentage, mean, standard deviation, and content analysis.The research findings revealed that (1) the overall operation condition of internal educational quality assurance of the schools was rated at the highest level; the specific aspects of the operation could be ranked from top to bottom based on their rating means as follows: the aspect of monitoring, follow-up and evaluation; the aspect of preparation of the self-evaluation report; the aspect of operation in accordance with the plans; the aspect of determination of the educational standards; and the aspect of preparation of the plans for development of educational management, respectively; and (2) regarding the guidelines for promoting the operation of internal educational quality assurance of the schools, they should take the following actions: (2.1) the determination of the calendar for monitoring, follow-up and evaluation of the operation of the school, and collect the data to create the information to be used as the data for development of the school in the next academic year; (2.2) the promotion of the determination of self-evaluation criteria in order to create the correct and reliable evaluation outcomes, and then disseminate them to the general public; (2.3) taking the educational quality development plans to be used as the framework and direction for educational development, to be prepared as the annual operation plan, and allocate the appropriate budget for it; (2.4) taking the analysis results of the context, problem condition, and educational standards evaluation results to be formulated as the standards, indicators, and target values, with the addition of the standards or issues that are the focusing points and distinguishing points of the school; and (2.5) the appointment of the working committee to collect necessary data and information in order to determine the strategies or guidelines for development and preparation of the educational quality development plans.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) สภาพการดำเนินการประกันคุณภาพการศึกษาภายในสถานศึกษา และ 2) แนวทางการส่งเสริมการดำเนินการประกันคุณภาพการศึกษาภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรีกลุ่มตัวอย่าง ได้แก่ ครูในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษานนทบุรี ปีการศึกษา 2565 จำนวน 353 คน ได้มาโดยใช้ตารางของเครจซี่และมอร์แกน จากนั้นใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นตามขนาดของสถานศึกษา ผู้ให้ข้อมูล ได้แก่ ผู้เชี่ยวชาญ จำนวน 5 คน เครื่องมือการวิจัยเป็นแบบสอบถามแบบมาตรประมาณค่าเกี่ยวกับสภาพการดำเนินการประกันคุณภาพการศึกษาภายในสถานศึกษา มีค่าความเที่ยงเท่ากับ .94 และแบบสัมภาษณ์เกี่ยวกับแนวทางการส่งเสริมการดำเนินการประกันคุณภาพการศึกษาภายในสถานศึกษา ทำการวิเคราะห์ข้อมูลโดยใช้ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหาผลการวิจัย พบว่า 1) สภาพการดำเนินงานประกันคุณภาพการศึกษาภายในสถานศึกษา โดยภาพรวมอยู่ในระดับมากที่สุด โดยเรียงลำดับค่าเฉลี่ยจากสูงสุดไปต่ำสุด ได้แก่ ด้านการกำกับติดตามและประเมินผล ด้านการจัดทำรายงานการประเมินตนเอง ด้านการดำเนินการตามแผน ด้านการกำหนดมาตรฐานการศึกษา และด้านการจัดทำแผนพัฒนาการจัดการศึกษา และ 2) แนวทางการส่งเสริมการดำเนินการประกันคุณภาพการศึกษาภายในสถานศึกษา สถานศึกษาควรดำเนินการ ดังนี้ (2.1) กำหนดปฏิทินการกำกับ ติดตาม และประเมินผลการดำเนินงานของสถานศึกษา และรวบรวมข้อมูลจัดทำเป็นข้อมูลสารสนเทศเพื่อใช้เป็นข้อมูลในการพัฒนาปีการศึกษาต่อไป (2.2) ส่งเสริมให้มีการกำหนดเกณฑ์การประเมินตนเองเพื่อให้ผลการประเมินมีความน่าเชื่อถือถูกต้อง และเผยแพร่แก่สาธารณชน (2.3) นำแผนพัฒนาคุณภาพการศึกษามาเป็นกรอบและทิศทางการพัฒนาการศึกษา จัดทำเป็นแผนปฏิบัติการประจำปี และจัดสรรงบประมาณอย่างเหมาะสม (2.4) นำผลการวิเคราะห์บริบท สภาพปัญหา และผลการประเมินมาตรฐานไปกำหนดเป็นมาตรฐาน ตัวชี้วัด และค่าเป้าหมาย โดยเพิ่มเติมมาตรฐานหรือประเด็นที่เป็นจุดเน้นและความโดดเด่นของสถานศึกษา และ (2.5) แต่งตั้งคณะทำงานรวบรวมข้อมูลสารสนเทศที่จำเป็น กำหนดกลยุทธ์หรือแนวทางการพัฒนาและจัดทำแผนพัฒนาคุณภาพการศึกษา
