Guidelines for Developing Solid Waste Management in Bangkruai Municipality, Nonthaburi Province

Abstract

The objectives of the study were: (1) to study the level of satisfaction in solid waste management in Bangkruai Municipality, Nonthaburi Province, (2) to study the level of waste management needs in Bangkruai Municipality Nonthaburi Province, and (3) to study guidelines for developing solid waste management in Bangkruai Municipality, Nonthaburi Province. This study was a mixed-methods research project. The quantitative research sample consisted of 154 community committee members, selected through non-specific sampling, while the qualitative research sample included 5 officers from the Public Health and Environment Division of Bangkruai Municipality, chosen through specific selection criteria. Research tools included questionnaires and focus groups. Quantitative data analysis utilized statistics such as frequency, percentage, mean, standard deviation, and t-tests, while qualitative data analysis employed content analysis methods.The results of the study found that (1) Satisfaction levels in solid waste management in Bangkruai Municipality, Nonthaburi Province, were at a high level, significant at the .05 level of significance. (2) The level of waste management needs in Bangkruai Municipality, Nonthaburi Province, was at a high level, significant at the .05 level of significance. (3) Guidelines for developing solid waste management in Bangkruai Municipality, Nonthaburi Province, include plans for organizing the project. The "Trash Buffet" initiative involves training and educating individuals on waste separation, focusing on the 3R principles. Different waste collection systems will be employed, and cooperation will be sought from community leaders in Bangkruai Municipality, the private sector, companies, stores, and the Electricity Generating Authority of Thailand. Antique shops are invited to join as partners in the network. A memorandum of understanding (MOU) must be established to ensure the project's sustainability.

การศึกษานี้ มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความพึงพอใจในการจัดการขยะมูลฝอยของเทศบาลเมืองบางกรวย จังหวัดนนทบุรี (2) ระดับความต้องการในการจัดการขยะมูลฝอย ของเทศบาลเมืองบางกรวย จังหวัดนนทบุรี (3) แนวทางการพัฒนาการจัดการขยะมูลฝอย ของเทศบาลเมืองบางกรวย จังหวัดนนทบุรีการศึกษานี้เป็นวิธีการวิจัยแบบผสานวิธี กลุ่มตัวอย่างการวิจัยเชิงปริมาณ คือ คณะกรรมการชุมชน จำนวน 154 คน ใช้การสุ่มตัวอย่างแบบไม่เฉพาะเจาะจง และกลุ่มตัวอย่างการวิจัยเชิงคุณภาพ คือ ผู้บริหารเทศบาลและเจ้าหน้าที่ของกองสาธารณสุขและสิ่งแวดล้อม เทศบาลเมืองบางกรวย จำนวน 5 คน เป็นการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและ การสนทนากลุ่ม สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการทดสอบค่าที การวิเคราะห์ข้อมูลเชิงคุณภาพใช้วิธีการวิเคราะห์เนื้อหาผลการศึกษาพบว่า (1) ระดับความพึงพอใจในการจัดการขยะมูลฝอยของเทศบาล เมืองบางกรวย จังหวัดนนทบุรี อยู่ในระดับ มาก ณ ระดับนัยสำคัญ .05 (2) ระดับความต้องการ ในการจัดการขยะมูลฝอยของเทศบาลเมืองบางกรวย จังหวัดนนทบุรี อยู่ในระดับมาก ณ ระดับนัยสำคัญ .05 (3) แนวทางการพัฒนาการจัดการขยะมูลฝอยของเทศบาลเมืองบางกรวย จังหวัดนนทบุรีในอนาคต มีแนวทางการจัดโครงการ “บุฟเฟ่ต์ขยะ” ด้วยการอบรมให้ความรู้ในการคัดแยกขยะ เน้นการคัดแยกขยะด้วยหลัก 3R โดยใช้ระบบการเก็บค่าธรรมเนียมขยะที่แตกต่างกัน และสร้างความร่วมมือจากผู้นำชุมชนของเทศบาลเมืองบางกรวย ภาคเอกชน บริษัท ห้างร้าน การไฟฟ้าฝ่ายผลิตแห่งประเทศไทย ร้านรับซื้อของเก่าให้มาร่วมเป็นภาคีเครือข่ายในการดำเนินการ โดยต้องจัดทำข้อตกลงร่วมกัน เพื่อให้เกิดความยั่งยืนของโครงการ
