A Study of Knowledge, Understanding and Opinions in Application for Licenses to Sell Liquor, Tobacco and Playing Cards among Entrepreneurs in the area Excise Office Area of Chanthaburi, Na Yai Am Branch, Chanthaburi Province

Abstract

This study aimed to: (1) study the level of knowledge and understanding in application for licenses to sell liquor, tobacco and playing cards among entrepreneurs in the Excise Office Area of Chanthaburi, Na Yai Am Branch, Chanthaburi Province, (2)to compare the level of knowledge and understanding in application for licenses to sell liquor, tobacco and playing cards among entrepreneurs in the Excise Office Area of Chanthaburi, Na Yai Am Branch, Chanthaburi Province, classified by personal factors, (3)to investigate the channels for receiving information regarding the application for the licenses, and (4) to study problems and opinions in applying for the licenses.This study was a quantitative research. The population of the study consisted of 2,725 entrepreneurs in the Excise Office Area of Chanthaburi, Na Yai Am Branch, Chanthaburi Province. The sample size was determined using Taro Yamane's calculation formula, resulting in a sample size of 349 individuals. Research tools included questionnaires and quizzes. Descriptive statistics, such as frequency, percentage, mean, and standard deviation, were utilized for data analysis, along with inferential statistics such as one-way analysis and determination of T-test values.The results indicated that entrepreneurs in the Excise Office Area of Chanthaburi, Na Yai Am Branch, Chanthaburi Province, possessed knowledge and understanding in applying for a license to sell liquor, tobacco, and playing cards at a level exceeding the 80 percent threshold overall. (2) The results of the comparison between personal factors and the knowledge and understanding of licenses to sell liquor, tobacco, and playing cards revealed that entrepreneurs' age, education level, license type, and location of establishment had a statistically significant effect on their knowledge and understanding in applying for such licenses at the 0.05 level of significance. However, gender did not have a significant impact on the knowledge and understanding in applying for a license to sell liquor, tobacco, and playing cards. (3) The entrepreneurs primarily acquired knowledge and understanding in applying for a license to sell liquor, tobacco, and playing cards through the channel of the excise officers (4) Guidelines for problem-solving include preparing a handbook for applying for a license to sell liquor, tobacco, and playing cards in a small size for entrepreneurs who come to receive services at the office, creating various public relations media to reach entrepreneurs of all genders and ages, such as the office's Facebook page and Line official to address frequently asked questions. Lastly, the Excise Department should consider adding more service points to accept payment of license fees, such as convenience stores, CJ Super Market, Lotus, Go Fresh, Mini Big C, etc.

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา (1) ระดับความรู้ความเข้าใจของผู้ประกอบการในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ในพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม (2) เปรียบเทียบระดับความรู้ความเข้าใจ ของผู้ประกอบการในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ในพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม (3) ช่องทางการรับรู้ข้อมูลข่าวสารเกี่ยวกับความรู้ความเข้าใจในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ในพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม (4) ปัญหาและความคิดเห็นของผู้ประกอบการในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ในพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม การศึกษานี้เป็นการวิจัยเชิงปริมาณ ประชากรที่ใช้ในการศึกษาคือ ผู้ประกอบการที่ได้รับอนุญาตให้ขายสุรา ยาสูบ และไพ่ ในพื้นที่ความรับผิดชอบของสำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม รวมทั้งสิ้น 2,725 คน ขนาดของกลุ่มตัวอย่างคำนวณโดยการใช้สูตรของทาโร่ ยามาเน่ ได้กลุ่มตัวอย่างจำนวน 349 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่แบบสอบถามและแบบทดสอบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล สถิติเชิงพรรณนา ได้แก่ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แก่การวิเคราะห์ความแปรปรวนทางเดียวและ การหาค่า ทรีเทสผลการศึกษาพบว่า (1) ผู้ประกอบการในเขตพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอามมีความรู้ความเข้าใจในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ โดยรวมอยู่ในระดับมากกว่าเกณฑ์ร้อยละ 80 (2) ผลการเปรียบเทียบปัจจัยส่วนบุคคลกับความรู้ความเข้าใจในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ พบว่าผู้ประกอบการที่มีอายุ ระดับการศึกษา ประเภทใบอนุญาต และสถานที่ตั้งสถานประกอบการ ที่แตกต่างกัน มีผลต่อความรู้ความเข้าใจในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนผู้ประกอบการที่มีเพศ แตกต่างกัน ไม่มีผลต่อความรู้ความเข้าใจในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ (3) ผู้ประกอบการในพื้นที่สำนักงานสรรพสามิตพื้นที่จันทบุรี สาขานายายอาม ส่วนใหญ่รับทราบข้อมูลข่าวสารในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ผ่านทางเจ้าหน้าที่สรรพสามิต (ประจำสำนักงาน) มากที่สุด (4) แนวทางการแก้ปัญหาในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ สรุปได้ดังนี้ สำนักงานสรรพสามิตพื้นที่ จัดทำคู่มือในการขอใบอนุญาตขายสุรา ยาสูบ และไพ่ ขนาดพกพา ให้กับผู้ประกอบการที่มารับบริการ ณ สำนักงานฯ จัดทำสื่อประชาสัมพันธ์ ที่หลากหลายให้เข้าถึงผู้ประกอบการทุกเพศทุกวัย เช่น เพจ เฟสบุ๊ก, ไลน์โอเอ ของสำนักงานฯ เพื่อตอบคำถามที่พบบ่อย สุดท้าย กรมสรรพสามิตควรพิจารณาเพิ่มช่องทางจุดบริการรับชำระค่าธรรมเนียมใบอนุญาตเพิ่มขึ้น เช่นร้านสะดวกซื้อ ซีเจซุปเปอร์มาร์เก็ต โลตัสโกเฟรช มินิบิ๊กซี เป็นต้น
