Factors Affecting Public Participation in Solid Waste Management in Municipal Areas in Chonburi Province

Abstract

This study aimed: (1) to study the level of public participation in solid waste management in the municipal areas in Chonburi Province, (2) to compare public participation in solid waste management the municipal areas in Chonburi Province, classified by personal factors, (3)to study the social factors affecting public participation in solid waste management in the municipal areas in Chonburi Province, and (4)to propose the guidelines for promoting public participation in solid waste management in the municipal areas in Chonburi Province.This study is a survey research. The population is people living in the This study is a survey research. The population studied is people living in the municipality, totaling 1,725,485 people. The sample group comprises 400 people, selected using Taro Yamane's formula with stratified random sampling. The instrument used in the study is a questionnaire. The statistics used for data analysis include descriptive statistics to find frequency, percentage, mean, and standard deviation. Inferential statistics include the one-sample t-test, independent sample t-test, one-way ANOVA, and multiple regression analysis.The results of the study found that (1)the level of public participation was at a moderate level. (2) Gender, age, education, occupation, and monthly personal income were found to have different participation rates at a statistical significance level of 0.05, while the duration of residence was found not to differ. (3) The social factors of the public were at a moderate level. The social factors affecting participation were: persuasion from government officials, group membership, faith in administrators, and exposure to news about waste management, with a statistical significance of 0.05. (4) The guidelines for promoting participation revealed that the public desired clear signage campaigning for waste separation and classification in various locations. This includes raising awareness among the public and youth about managing their own family’s waste. Additionally, there should be campaigns by the municipality to educate the public on how to separate solid waste, as well as training sessions for new generations led by lecturers or experts from the government sector to provide knowledge about solid waste management.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อ (1) ศึกษาระดับการมีส่วนร่วมของประชาชนในการจัดการขยะมูลฝอยในเขตเทศบาล จังหวัดชลบุรี (2) เปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดการขยะมูลฝอยในเขตเทศบาล จังหวัดชลบุรี จำแนกตามปัจจัยส่วนบุคคล (3) ศึกษาปัจจัยทางสังคมที่มีผลต่อการมีส่วนร่วมของประชาชน ในการจัดการขยะมูลฝอยในเขตเทศบาล จังหวัดชลบุรี และ (4) ศึกษาแนวทางการส่งเสริมการมีส่วนร่วมของประชาชนในการจัดการขยะมูลฝอยในเขตเทศบาล จังหวัดชลบุรีการศึกษาครั้งนี้เป็นการวิจัยเชิงสำรวจ ประชากรที่ศึกษา คือ ประชาชนที่อาศัยอยู่ในเขตเทศบาล จำนวน 1,725,485 คน กำหนดกลุ่มตัวอย่าง 400 คน จากสูตรของ ทาโร่ ยามาเน่ ด้วยวิธีการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการศึกษา คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ สถิติเชิงพรรณนา เพื่อหา ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน สถิติเชิงอนุมาน ได้แก่ การเปรียบเทียบค่าเฉลี่ยกับเกณฑ์ การเปรียบเทียบค่าเฉลี่ยประชากรสองกลุ่ม การวิเคราะห์ความแปรปรวนทางเดียว และการวิเคราะห์หาค่าสัมประสิทธิ์ถดถอยพหุคูณผลการศึกษาพบว่า (1) ระดับการมีส่วนร่วมของประชาชนอยู่ในระดับปานกลาง (2) เพศ อายุ การศึกษา อาชีพ รายได้ส่วนตัวต่อเดือน พบว่า มีส่วนร่วมแตกต่างกัน อย่างมีนัยสำคัญทางสถิติ 0.05 และระยะเวลาในการอยู่อาศัย พบว่า ไม่แตกต่างกัน (3) ปัจจัยทางสังคมของประชาชน พบว่า อยู่ในระดับปานกลาง และปัจจัยทางสังคมที่มีผลต่อการมีส่วนร่วม ได้แก่ การชักชวนจากเจ้าหน้าที่ของรัฐ การเป็นสมาชิกกลุ่ม ความศรัทธาในตัวผู้บริหาร การได้รับรู้ข่าวสารเกี่ยวกับการจัดการขยะมูลฝอย อย่างมีนัยสำคัญทางสถิติ 0.05 (4) แนวทางการส่งเสริมการมีส่วนร่วม พบว่า ประชาชนมีความต้องการให้มีป้ายรณรงค์การคัดแยกขยะมูลฝอยและแยกประเภทขยะมูลฝอยให้ชัดเจนตามสถานที่ต่างๆ รวมถึงการปลูกจิตสำนึกของประชาชนและเยาวชนให้รู้จักการจัดการขยะมูลฝอยในครอบครัวของตนเป็นอันดับแรก รวมถึงให้มีการรณรงค์ปลูกจิตสำนึกโดยเทศบาลส่งเสริมและรณรงค์ให้ประชาชนรู้จักการคัดแยกขยะมูลฝอย และรวมถึงให้มีการจัดอบรมกลุ่มคนรุ่นใหม่โดยมีวิทยากรหรือผู้เชี่ยวชาญจากภาครัฐเข้ามาให้ความรู้เรื่องขยะมูลฝอย
