Operation of the Chun Kham Pung Vegetable Growing EnterpriseKhamphaung Subdistrict, Pho Chai District Roi Et Province

Abstract

The objectives of this research were to study 1) basic persona, social, and economic conditions of community enterprise 2) knowledge and understanding about community enterprise and the participation in the operation of community enterprise 3) the evaluation of community enterprise management according to balanced scoreboard approach 4) opinions about factors impacting successes of Kam Pong vegetable community enterprise 5) problems and suggestions regarding the operation of Kam Pong vegetable community enterprise6)extensionguidelinesforKamPongvegetablecommunityenterprise. The population of this study was 53 members of Kam Pong vegetable community enterprise in Kam Pong sub-district, Pho Chai district, Roi Et province. The sample size was from the entire population and 7 key informants about the extension guidelines for Kam Pong vegetable community enterprise in Pho Chai district, Roi Et province through purposive sampling method of the committees. The results of the research found that 1) most of the farmers were female with the average age of 55.57 years old. 66.0% of them married, 52.8% completed primary school education, 71.7% were members of other agricultural agencies, and 96.2% were farmers. They earned the average household income of 171,320.75 Baht/year, had the average household expense of 12,2981.13 Baht/year, had the average member in thehousehold of 4.58 people, and had the average labor in the household of 2.96 people. 2) Farmers had knowledge and understanding about community enterprise at the last topic in the ranking on the knowledge about the location for registration application to become community enterprise which can be done only at sub-district service and transfer agricultural technology office. Regarding the participation in the operation, it showed that it was at the high level in all 4 aspects such as (1) need determination (2) operational planning (3) decision-making (4) activity operation.3) The evaluation of community enterprise management according to balanced scoreboard revealed that regarding financial aspect, customer aspect, and the internal process were at the high level. For the learning aspect and development, they were at the moderate level. 4) Opinions about factors impacting successes of Kam Pong vegetable community enterprise found that they were at a high level in 5 aspects : (1) the receiving of support from government sector agencies ; (2) group management ; (3) group leader attributes; (4) participation of members in the group activity ; (5) knowledge and understanding in the operation principles of group. For the moderate level, there were 2 aspects: (1) the receiving support for private sector agencies (2) the receiving from support from local leaders. 5) Problems about the operation of Kam Pong vegetable community enterprise, overall, was at the low level. 6) The extension guidelines of Kampong vegetable community enterprise in Pho Chai district, Roi Et province consisted of the participation of committees and members of community enterprise in the operation of activities who consistently and regularly got assigned and encouraged the learning and development for community enterprise members so that they can develop their own potential continuously.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษา 1)สภาพพื้นฐานส่วนบุคคล สังคมและเศรษฐกิจของวิสาหกิจชุมชน 2)ความรู้ความเข้าใจเกี่ยวกับวิสาหกิจชุมชนและการมีส่วนร่วมในการดำเนินงานของวิสาหกิจชุมชน 3)การประเมินผลการบริหารวิสาหกิจชุมชนตามแนวคิดการบริหารเชิงดุลยภาพ 4)ความคิดเห็นเกี่ยวกับปัจจัยที่ส่งผลต่อความสำเร็จของวิสาหกิจชุมชนปลูกผักคำพอุง 5)ปัญหาและข้อเสนอแนะเกี่ยวกับการดำเนินงานของวิสาหกิจชุมชนปลูกผักคำพอุง6)แนวทางการส่งเสริมวิสาหกิจชุมชนปลูกผักคำพอุง ประชากร คือ สมาชิกเกษตรกรวิสาหกิจชุมชนปลูกผักคำพอุง ตำบลคำพอุง อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด จำนวน 53 ราย ศึกษาจากประชากรทั้งหมด และผู้ให้ข้อมูลสำคัญ เกี่ยวกับแนวทางทางการส่งเสริมวิสาหกิจชุมชนปลูกผักคำพอุง อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด คัดเลือกแบบเจาะจง จาก คณะกรรมการ 7 ราย ผลการวิจัย พบว่า 1)เกษตรกรส่วนใหญ่เป็นเพศหญิง มีอายุเฉลี่ย 55.57 ปี ร้อยละ 66.0 มีสถานภาพสมรส และร้อยละ 52.8 จบประถมศึกษา ร้อยละ 66.0 ไม่มีตำแหน่งทางสังคม ร้อยละ 71.7 เป็นสมาชิกสถาบันเกษตรกรอื่น ร้อยละ 96.2 มีอาชีพเกษตรกร มีรายได้ของครัวเรือนเฉลี่ย 171,320.75 บาท/ปี มีรายจ่ายของครัวเรือนเฉลี่ย 12,2981.13 บาท/ปี มีจำนวนสมาชิกในครัวเรือนเฉลี่ย 4.58 คน และแรงงานในครัวเรือนเฉลี่ย 2.96 คน 2)เกษตรกรมีความรู้ความเข้าใจเกี่ยวกับวิสาหกิจชุมชนของกรรมการและสมาชิกในการดำเนินงานวิสาหกิจชุมชน ในอันดับสุดท้ายคือความรู้เกี่ยวกับสถานที่ยื่นแบบขอจดทะเบียนเป็นวิสาหกิจชุมชนทำได้ที่ศูนย์บริการและถ่ายทอดเทคโนโลยีการเกษตรประจำตำบลเท่านั้น ส่วนการมีส่วนร่วมในการดำเนินงาน พบว่าอยู่ในระดับมากทั้ง 4 ด้าน ได้แก่ (1)ด้านการกำหนดความต้องการ (2)ด้านวางแผนการดำเนินงาน (3)ด้านตัดสินใจ (4) ด้านดำเนินกิจกรรม 3)การประเมินผลการบริหารวิสาหกิจชุมชนตามแนวคิดการบริหารเชิงดุลยภาพ พบว่า ด้านการเงิน ด้านลูกค้า ด้านกระบวนการภายในอยู่ระดับ ส่วนด้านการเรียนรู้และการพัฒนา อยู่ในระดับปานกลาง 4)ความคิดเห็นเกี่ยวกับปัจจัยที่ส่งผลต่อความสำเร็จของวิสาหกิจชุมชนปลูกผักคำพอุงพบว่าอยู่ในระดับมาก 5 ประเด็นได้แก่ (1) การได้รับสนับสนุนจากหน่วยงานภาครัฐ (2)การบริหารงานกลุ่ม (3)ลักษณะของผู้นำกลุ่ม (4)การมีส่วนร่วมของสมาชิกในกิจกรมกลุ่ม (5)ความรู้ความเข้าใจในหลักการดำเนินงานของกลุ่มและระดับปานกลาง 2 ประเด็นได้แก่(1)การได้รับการสนับสนุนจากหน่วยงานภาคเอกชน (2)การได้รับการสนับสนุนจากผู้นำชุมชน 5)ปัญหาเกี่ยวกับการดำเนินงานของวิสาหกิจชุมชนปลูกผักคำพอุงโดยภาพรวมอยู่ในระดับน้อย 6)แนวทางการส่งเสริมวิสาหกิจชุมชนปลูกผักคำพอุง อำเภอโพธิ์ชัย จังหวัดร้อยเอ็ด ประกอบไปด้วยการมีส่วนร่วมของกรรมการและสมาชิกวิสาหกิจชุมชน ในการดำเนินกิจกรรมตามที่ได้รับมอบหมายอย่างต่อเนื่องและสม่ำเสมอและส่งเสริมการเรียนรู้และการพัฒนาให้แก่สมาชิกวิสาหกิจชุมชนได้พัฒนาศักยภาพของตนเองอย่างต่อเนื่อง
