Factors Affecting Technology Investment and Requesting Government Support for Small and Medium-sized Enterprises in Uttaradit Province and Phrae Province

Abstract

This research study was conducted to explore (1) the factors affecting the decision to invest in technology of small and medium-sized enterprises, and (2) the factors affecting requests for government support of small and medium-sized entrepreneurs in Uttaradit and Phrae provinces.The population consists of 3,364 SME entrepreneurs in Uttaradit and Phrae provinces, with a sample size of 128 participants. This sample size was calculated using G*Power statistical software to ensure an appropriate linear model at a statistical significance level of 0.05, with an expected 30 input variables. Data collection was conducted using questionnaires.The data analysis employed descriptive statistics, as well as inferential statistics using multiple regression analysis with a generalized linear model and logistic regression analysis.The study results found that (1) most entrepreneurs were male an average of 46 years old, had a bachelor's degree, positions as the owners who ran the product production, and registered in limited partnership. Most of them used to invest in the production/service process development on technology with an average value was 2.6 million baht and most never requested government support. (2) The type and experience in the entrepreneurs’ businesses, their confidence, their decision-making and experiments with technology were factors that affected their decisions at the significant level of 0.05. (3) Government infrastructure was a statistically significant factor (0.05) that affected their request for government support; this was revealed in had 3 dimensions: 1) the government policy; 2) the knowledge and technology; and 3) the cooperation between the government and private business sectors.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ (1) เพื่อศึกษาปัจจัยที่มีผลต่อการตัดสินใจลงทุนด้านเทคโนโลยีไปใช้ในวิสาหกิจขนาดกลางและขนาดย่อม และ (2) เพื่อศึกษาปัจจัยมีผลต่อการขอรับการสนับสนุนจากภาครัฐผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อม ในพื้นที่จังหวัดอุตรดิตถ์และจังหวัดแพร่ ประชากร คือ ผู้ประกอบการวิสาหกิจขนาดกลางและขนาดย่อมในพื้นที่จังหวัดอุตรดิตถ์ และจังหวัดแพร่ จำนวน 3,364 ราย มีขนาดกลุ่มตัวอย่างจำนวน 128 ราย คำนวณด้วยโปรแกรมสถิติ G*power จากการกำหนดขนาดที่ทำให้แบบจำลองเชิงเส้นมีความเหมาะสม ณ ระดับนัยสำคัญทางสถิติที่ 0.05 สำหรับตัวแปรนำเข้า 30 ตัวแปร เก็บรวบรวมข้อมูลด้วยแบบสอบถาม วิเคราะห์ข้อมูลโดยสถิติเชิงพรรณนา และสถิติเชิงอนุมานโดยการวิเคราะห์การถดถอยพหุคูณด้วยแบบจำลองเชิงเส้นแบบวางนัยทั่วไป และการวิเคราะห์การถดถอยแบบโลจิสติก ผลการศึกษาพบว่า (1) ผู้ประกอบการส่วนใหญ่เป็นเพศชาย อายุเฉลี่ย 46 ปี ระดับการศึกษาอยู่ในระดับปริญญาตรี โดยดำเนินธุรกิจประเภทการผลิตสินค้า จดทะเบียนในรูปแบบห้างหุ้นส่วนจำกัด และส่วนใหญ่เคยลงทุนด้านเทคโนโลยี มูลค่าการลงทุนด้านเทคโนโลยีเฉลี่ย 2.6 ล้านบาท และส่วนใหญ่ไม่เคยขอรับการสนับสนุนจากภาครัฐ (2) ปัจจัยด้านประเภทและประสบการณ์ในการดำเนินธุรกิจ ลักษณะความเชื่อมั่นในความสามารถของตัวเอง กระบวนการตัดสินใจและการทดลองใช้เทคโนโลยี ส่งผลต่อการตัดสินใจนำเทคโนโลยีไปใช้ของผู้ประกอบการ อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 (3) ปัจจัยด้านโครงสร้างพื้นฐานของหน่วยงานภาครัฐที่มีผลต่อการขอรับการสนับสนุนจากภาครัฐผู้ประกอบการมีทั้งหมด 3 ด้าน ได้แก่ 1) ด้านนโยบายของหน่วยงาน 2) ด้านองค์ความรู้และเทคนิค 3) ด้านความร่วมมือระหว่างภาครัฐและเอกชน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05
