Factors Affecting the Operation of the Community Health Security Fund, Mueang Chumphon District, Chumphon Province

Abstract

This research aimed to (1) identify personal factors and supportive factors in the program operations and (2) explore personal factors and supportive factors affecting the operations of the Community Health Security Funds (CHSFs) in Mueang Chumphon district, Chumphon province.This survey research involved 323 members of the CHSF Committees in Mueang Chumphon. The research tool used was a questionnaire with reliability measured by Cronbach's alpha coefficient of 0.74 and 0.89, respectively. Data were collected and then analyzed using descriptive statistics (percentages, means, standard deviations) and inferential statistics using multiple linear regression analysis (enter regression method).The results revealed that, among all respondents: (1) The majority of them were men aged 51–60 years, hold a bachelor's degree, had lived in the area for 41–50 years, and had served as CHSF committee members for 0–5 years. The overall supportive factors for the CHSF operations in the district were at a high level. And (2) Personal factors consists of education level, duration of local residence, and committee membership and McKinsey 7-S Framework supportive factors consisted of working system, administrative style, capability, shared values, technology, and laws had significantly affected on the CHSF operations in Mueang Chumphon district, with predictive power of 56.1%.

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษา 1) ปัจจัยส่วนบุคคลและปัจจัยสนับสนุน การดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น และ 2) ปัจจัยส่วนบุคคลและปัจจัยสนับสนุนการดำเนินงานกองทุนที่ส่งผลกับการดำเนินงานกองทุนหลักประกันสุขภาพ ระดับท้องถิ่นในเขตอำเภอเมืองชุมพร จังหวัดชุมพร การวิจัยเชิงสำรวจนี้ศึกษาจากประชากร คือ คณะกรรมการกองทุนหลักประกันสุขภาพระดับท้องถิ่นในเขตอำเภอเมืองชุมพร จังหวัดชุมพร จำนวน 323 ราย โดยใช้แบบสอบถามที่ประกอบด้วย 3 ส่วน ได้แก่ ปัจจัยส่วนบุคคล ปัจจัยสนับสนุนการดำเนินงานกองทุนฯ และ การดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่น มีค่าสัมประสิทธิ์แอลฟาของครอนบาค เท่ากับ 0.74 และ 0.89 ตามลำดับ วิเคราะห์ข้อมูลโดยใช้ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ถดถอยเชิงเส้นพหุแบบนำเข้าข้อมูลทุกตัวแปร ผลการศึกษา พบว่า 1) ผู้ตอบแบบสอบถามส่วนใหญ่เป็นเพศชายมีอายุ 51-60 ปี สำเร็จการศึกษาระดับปริญญาตรี อาศัยอยู่ในพื้นที่เป็นเวลา 41-50 ปี ส่วนใหญ่มีตำแหน่งกรรมการจากผู้แทนหมู่บ้านหรือชุมชน ปฏิบัติงานในคณะกรรมการกองทุนหลักประกันสุขภาพระดับท้องถิ่นอยู่ระหว่าง 0-5 ปี ผลการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นในภาพรวมอยู่ในระดับมากที่สุด และ 2) ปัจจัยส่วนบุคคล ประกอบด้วย การศึกษาระดับปริญญาตรี ระยะเวลาที่อาศัยอยู่ในพื้นที่ ตำแหน่งในคณะกรรมการกองทุนฯ และปัจจัยสนับสนุนตามแนวคิดของแมคคินซีย์ ประกอบด้วย ระบบการปฏิบัติงาน รูปแบบการบริหาร ความสามารถ ค่านิยมร่วม เทคโนโลยี และกฎหมายส่งผลกับการดำเนินงานกองทุนหลักประกันสุขภาพระดับท้องถิ่นในเขตอำเภอเมืองชุมพร จังหวัดชุมพรอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และมีความสามารถในการทำนายได้ร้อยละ 56.10
