The Political power base of Dr. Surawit Khonsomboon Member of the House of Representatives, Chaiyaphum Province, Constituency 6, Pheu Thai Party

Abstract

The objectives of this study were (1) to identify the factors supporting the political power base of Dr. Surawit Konsomboon in Chaiyaphum Province, (2) to study the methods of building the political power base of Dr. Surawit Konsomboon in Chaiyaphum Province, and (3) to study the maintaining of the political power base of Dr. Surawit Konsomboon in Chaiyaphum Province. This study was qualitative research with a purposive sampling of seven groups of participants: politicians and local political groups, business groups, political competitors, general government officials, village heads and local leaders, and the public—27 samplings in total. The research tool was an interview form, and the data was analyzed using descriptive analysis. The study found that (1) the factors supporting the political power base of Dr. Surawit Konsomboon consisted of four key factors: 1) Personality, knowledge, and skills, including education, work experience, and personal traits that were well-liked by the local people, 2) Financial support from the political party for election campaigns, 3) Support from family, relatives, the political party, local politicians, government officials, and the local people, who assist with campaigning and disseminating information during fieldwork and 4) The potential of political competitors in the area, where being affiliated with a large political party with clear policies influences votes in the region. (2) Methods of building a political power base included four approaches: 1) Building relationships with the masses, such as with community leaders, village health volunteers, and the elderly, 2) Using a patronage system, which involves providing benefits to the local community, securing budgets for the area, and bringing development to the locality, 3) Leveraging the influence of local leaders and government officials to coordinate budget requests that exceed the capacity of local administrative organizations and help push those budgets into the area and 4) Using political party policies to bring development to the locality and people, especially by affiliating with popular political parties in the area, such as the Thai Rak Thai Party. (3) Methods of maintaining a political power base include four approaches: 1) Maintaining relationships between leaders and the masses, 2) Expanding the network of supporters, 3) Allocating benefits by focusing on development in large districts with significant populations and economic and 4) Assisting, supporting, and providing patronage to local people, government officials, local politicians, and local leaders to solve various problems.

การศึกษาวิจัยเรื่องนี้ มีวัตถุประสงค์เพื่อศึกษา (1) ปัจจัยที่สนับสนุนฐานอำนาจทางการเมืองในจังหวัดชัยภูมิของนายแพทย์สุรวิทย์ คนสมบูรณ์ (2) วิธีการสร้างฐานอำนาจทางการเมืองในจังหวัดชัยภูมิ ของ นายแพทย์สุรวิทย์ คนสมบูรณ์ และ (3) การรักษาฐานอำนาจทางการเมืองในจังหวัดชัยภูมิของ นายแพทย์สุรวิทย์ คนสมบูรณ์ การวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยเลือกกลุ่มตัวอย่างเฉพาะเจาะจง จากจำนวนประชากร 7 กลุ่ม ได้แก่ นักการเมืองและกลุ่มนักการเมืองท้องถิ่น กลุ่มนักธุรกิจ กลุ่มคู่แข่งขันทางการเมือง กลุ่มข้าราชการทั่วไป กลุ่มกำนัน ผู้ใหญ่บ้านในพื้นที่ และกลุ่มประชาชนทั่วไป รวมทั้งสิ้น 27 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์ การวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า (1) ปัจจัยที่สนับสนุนฐานอำนาจทางการเมืองของ นายแพทย์สุรวิทย์ คนสมบูรณ์ มี 4 ปัจจัย ได้แก่ 1) ปัจจัยด้านบุคลิกภาพ ความรู้ ความสามารถ ทั้งด้านการศึกษา ประสบการณ์การทำงาน ลักษณะนิสัย เป็นที่ชื่นชอบของชาวบ้านในพื้นที่ 2) ปัจจัยด้านเงินทุนที่ได้รับการสนับสนุนเงินทุนจากพรรคการเมืองเป็นหลักในการสมัครรับเลือกตั้ง 3) ปัจจัยการสนับสนุนจากครอบครัว เครือญาติ พรรคการเมือง นักการเมืองท้องถิ่น ข้าราชการ และประชาชนในพื้นที่ มีส่วนช่วยเหลือสนับสนุนหาเสียง และกระจายข่าวสารในการลงพื้นที่ 4) ปัจจัยด้านศักยภาพคู่แข่งทางการเมืองในพื้นที่ การสังกัดพรรคการเมืองขนาดใหญ่และมีนโยบายพรรคที่ชัดเจนมีผลต่อคะแนนเสียงในพื้นที่ (2) วิธีการสร้างฐานอำนาจทางการเมือง มี 4 วิธี 1) การสร้างความสัมพันธ์กับมวลชน เช่น ผู้นำชุมชน อาสาสมัครสาธารณสุขประจำหมู่บ้าน ผู้สูงอายุ 2) การใช้ระบบอุปถัมภ์ เป็นไปในลักษณะของการสร้างประโยชน์ให้กับส่วนรวมของประชาชนในท้องถิ่น การผลักดันงบประมาณเข้ามาในพื้นที่และการนำความเจริญมาสู่ท้องถิ่น 3) การใช้อิทธิพลผู้นำท้องถิ่น และกลุ่มข้าราชการ เป็นผู้ประสานงานของบประมาณที่เกินศักยภาพขององค์กรปกครองส่วนท้องถิ่น และช่วยผลักดันงบประมาณเข้ามาในพื้นที่ และ 4) การใช้นโยบายของพรรคการเมือง เพื่อนำความเจริญมาสู่ท้องถิ่น และต่อประชาชน การสังกัดพรรคการเมืองที่มีความนิยมในพื้นที่ เช่น พรรคไทยรักไทย เป็นต้น (3) การรักษาฐานอำนาจทางการเมืองมี 4 วิธี 1) การรักษาความสัมพันธ์ระหว่างผู้นำกับมวลชน 2) การขยายเครือข่ายของผู้สนับสนุน 3) การจัดสรรผลประโยชน์ต่างๆ เน้นการพัฒนาในพื้นที่อำเภอขนาดใหญ่ที่มีประชากรมาก และเป็นพื้นที่เศรษฐกิจ 4) การช่วยเหลือ สนับสนุน อุปถัมภ์ประชาชน ข้าราชการในพื้นที่ นักการเมืองท้องถิ่น และผู้นำท้องถิ่นในพื้นที่ในการแก้ไขปัญหาต่าง ๆ
