Politic in the local development plan of Sri Rattana area in Si sa ket Province.

Abstract

This study has three main objectives; 1) to investigate the local development plan process in Srirattana district, Sisaket Province area; 2) to investigate the role of political actors in local development plan Srirattana District, Sisaket Province area; 3) to investigate the resolution in related politics in local development plan progress of the local government organization.The sample groups in this study are divided into three groups; 1) political group, 2) permanent government official group and 3) local leader group Inforfants includes district secretary, leader of Local Administration Group, Chief Executive of the PAO, Secretary of the PAO Council vital and village chief in total of 26 people as a vital sample in the study. This study is a qualitative research. Data is collected from academic papers used for analyzing purposes. The findings of this study are 1) the problems of the process in the local development plan are the lack of the people’s participation in different ages and the exceeding of budget which is not enough for the organization; 2) The role of political actors can decide the budget for many related infrastructure projects to satisfy their own benefits without the need in resolution or urgency in any areas and the permanent government official group does not have a vital role in this area but remains the value in its way and the lacks of knowledge and development in the local leader group lead to the hesitation in participation of people ; 3) the suggestions to gain more participation of people are to integrate the cooperation of local leader and related local organizations and align the importance of any projects and inform the deep detail to people. The income of local organization should have the proper ratio and reduce the complication between the local organization and the provincial government and specify the state sector for each infrastructure project.

การศึกษาค้นคว้านี้มีวัตถุประสงค์ 3 ประการคือ (1) เพื่อศึกษากระบวนการจัดทำแผนพัฒนาท้องถิ่น ในเขตพื้นที่อำเภอศรีรัตนะ จังหวัดศรีสะเกษ (2) บทบาทของตัวแสดงในกระบวนการจัดทำแผนพัฒนาท้องถิ่น ในเขตพื้นที่อำเภอ ศรีรัตนะ จังหวัดศรีสะเกษ (3) เพื่อเสนอแนะแนวทางแก้ไขข้อจำกัดที่เกี่ยวข้องในกระบวนการจัดทำแผนพัฒนาท้องถิ่นขององค์กรปกครองส่วนท้องถิ่นประชากรและกลุ่มตัวอย่างที่ใช้ในการศึกษาค้นคว้า แบ่งออกเป็น 3 กลุ่ม คือ (1) กลุ่มการเมือง (2) กลุ่มข้าราชการประจำ (3) กลุ่มผู้นำท้องที่ ซึ่งมีกลุ่มตัวอย่างที่สำคัญ คือ นายอำเภอ ปลัดอำเภอหัวหน้ากลุ่มงานบริหารงานปกครอง ท้องถิ่นอำเภอ นายกองค์กรปกครองส่วนท้องถิ่น ปลัดองค์กรปกครองส่วนท้องถิ่น และกำนัน รวมทั้งสิ้น 26 คน และศึกษาข้อมูลจากเอกสารวิชาการ เอกสารที่เกี่ยวข้อง โดยการวิจัยครั้งนี้ เป็นการวิจัยเชิงคุณภาพ (Qualitative Research)ผลการวิจัยพบว่า (1) ปัญหาของกระบวนการจัดทำแผนพัฒนาท้องถิ่น ประชาชนที่เข้ามามีส่วนร่วมไม่ครอบคลุมทุกช่วงวัยและปัญหาความต้องการที่มีมากเกินกว่างบประมาณที่องค์กรปกครองส่วนท้องถิ่นมีอยู่ (2) บทบาทของตัวแสดงกลุ่มการเมืองเป็นกลุ่มที่สามารถกำหนดว่าโครงการที่เกี่ยวข้องกับนโยบายด้านโครงสร้างพื้นฐานใดที่จะได้รับการจัดสรรงบประมาณ เพื่อตอบสนองต่อกลุ่มผลประโยชน์ของตนเอง โดยไม่ได้คำนึงถึงปัญหาหรือความจำเป็นเร่งด่วนที่เกิดขึ้นอยู่ในทุกพื้นที่ ส่วนกลุ่มข้าราชการประจำนั้นไม่ได้มีบทบาทอะไรที่เด่นชัดเพียงแค่ตอบสนองต่อนโยบายของผู้บริหารท้องถิ่นภายใต้ระเบียบและกฎหมายเพื่อรักษาสถานภาพของตัวเองไว้ และกลุ่มผู้นำท้องที่ขาดการบูรณาการหน่วยงานที่เกี่ยวข้องประกอบกับไม่มีความเข้มแข็งและขาดความรู้ความเข้าใจทำให้ส่งผลต่อความร่วมมือของประชาชนในพื้นที่ (3) งานวิจัยนี้มีข้อเสนอแนะว่า กระบวนการมีส่วนร่วมของประชาชนควรครอบคลุมประชาชนทุกกลุ่มทุกช่วงวัย ผู้นำท้องที่จะต้องมีการบูรณาการร่วมกับส่วนราชการที่เกี่ยวข้อง การจัดลำดับความสำคัญของโครงการจะต้องชี้แจงถึงเหตุผลและความสำคัญ รายได้ขององค์กรปกครองส่วนท้องถิ่นควรมีสัดส่วนที่มากขึ้น ลดความซ้ำซ้อนระหว่างราชการส่วนภูมิภาคและองค์กรปกครองส่วนท้องถิ่น และกำหนดหน่วยงานที่รับผิดชอบการดำเนินงานด้านโครงสร้างพื้นฐานให้ชัดเจน
