Study on Mrs. Yupa Panyawanrak Acquiring a Position as Mayor of Pua Subdistrict Municipality

Abstract

This independent study aims to investigate to what extent and how Mrs. Yupa Panyawanrak could acquire a position as Mayor of Pua Subdistrict Municipality and to examine what factors facilitating such an acquiring.This qualitative research employs both documentary research and in-depth interviews based on semi-structure questions. The purposive sampling consisted of local politicians, supporters, and community leaders in Pua Subdistrict Municipality. After being collected, data was then analyzed and presented.The study found that in order to acquire a position as Mayor of Pua Subdistrict Municipality, Mrs. Yupha Panyawanrak utilized various methods: engaging groups of local politicians, variety of occupational group apart from utilizing door-to-door campaign as a venue to hear people out of their problems ‘Team Pheu Pau’ was set up so that it could be a main platform for problem-solving. "If you want to see good changes, we must work together for the happiness of Pua," is its slogan. Social media was also utilized. including the use of social media as a tool to enter the position. The factors contributing to the acquirement as Mayor of Pua Subdistrict Municipality of Mrs. Yupha Panyawanrak included her personal qualities, demonstrating commitment with a volunteer spirit. Being respected as an experienced village head with educational qualifications along with her engagement with community works, as well as her leadership for women's groups amid public dissatisfaction with previous municipal administration were important factors. Her strong managing and coordinating skills were well-regarded by various interest groups. This enables her to form a strong ‘Team Pheu Pua’ with a community’s support and lays a solid foundation for her success as a Mayor of Pua Subdistrict Municipality

การศึกษาค้นคว้าอิสระหัวข้อ การเข้าสู่ตำแหน่งนายกเทศมนตรีตำบลปัวของ นาง ยุภา ปัญญาวรรณรักษ์ มีวัตถุประสงค์เพื่อศึกษาวิธีการเข้าสู่ตําแหน่งนายกเทศมนตรีตำบลปัว ของนางยุภา ปัญญาวรรณรักษ์ และเพื่อศึกษาปัจจัยที่เอื้อต่อการเข้าสู่ตําแหน่งนายกเทศมนตรีตำบลปัว ของนางยุภา ปัญญาวรรณรักษ์ การศึกษาค้นคว้าอิสระครั้งนี้เป็นการศึกษาเชิงคุณภาพ มีการสัมภาษณ์เชิงลึก โดยใช้แบบสัมภาษณ์กึ่งโครงสร้าง คัดเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจง ได้แก่ นักการเมืองท้องถิ่น กลุ่มผู้ให้การสนับสนุนและกลุ่มผู้นําชุมชนในเขตเทศบาลตำบลปัว แล้วจึงนำมาวิเคราะห์เนื้อหา ผลการศึกษา พบว่าวิธีการเข้าสู่ตำแหน่งนายกเทศมนตรีของนางยุภา ปัญญาวรรณรักษ์ ใช้วิธีดึงกลุ่มการเมืองท้องถิ่นแบบสหวิชาชีพ กลวิธีการหาเสียงเลือกตั้ง นอกเหนือจากการเคาะประตูบ้านเพื่อรับฟังปัญหา ข้อเสนอแนะในการแก้ไขปัญหาร่วมกันภายใต้ชื่อ “ทีมเพื่อปัว” กับคำขวัญการรณรงค์หาเสียงที่ว่า “อยากเห็นการเปลี่ยนแปลงที่ดีต้องร่วมมือกัน เพื่อความสุขของคนเมืองปัว” รวมถึงการใช้สื่อเป็นเครื่องมือในการเข้าสู่ตำแหน่ง สำหรับปัจจัยที่เอื้อต่อการเข้าสู่ตำแหน่งนายกเทศมนตรีของนางยุภา ปัญญาวรรณรักษ์ ได้แก่ คุณสมบัติส่วนบุคคลของนางยุภา ที่แสดงออกถึงความมุ่งมั่นและการมีจิตอาสา รวมถึงหลักฐานเชิงประจักษ์จากการเป็นอดีตผู้ใหญ่บ้านที่ได้รับการยอมรับในเรื่องของวุฒิการศึกษา และการทำงานเพื่อชุมชน รวมถึงผู้นำกลุ่มสตรี ท่ามกลางความรู้สึกเบื่อหน่ายของประชาชนที่มีต่อผู้บริหารเทศบาลตำบลปัวในอดีต แม้จะใช้งบประมาณจำกัดในการหาเสียงเลือกตั้ง แต่การมีหลักการบริหารงานที่ดีและการประสานงานที่ได้รับการยอมรับจากกลุ่มผลประโยชน์ กลุ่มอิทธิพลในพื้นที่ทำให้สามารถจัดการทีมเพื่อปัวที่เข้มแข็ง ล้วนมีส่วนช่วยวางรากฐานมวลชนที่ดี ตลอดจนปัจจัยด้านความสัมพันธ์ระหว่างกลุ่มที่ดี ทำให้มีผลต่อการเข้าสู่ตำแหน่งนายกเทศมนตรีตำบลปัว
