The Political Power Base Building of Yutcharoenkit Clanin Pa Yup Nai Sub-district, Wang Chan District, Rayong Province.

Abstract

The objectives of this study were (1) to investigate the background and history of the Yutcharoenkit family that influenced the building of their political power base; (2) to study the strategies and methods to build political power base of the Yutcharoenkit family; (3) to identify the impact of building political power base of the Yutcharoenkit family and; (4) to study trends for the political power succession of the Yutcharoenkit family in Pa Yup Nai Subdistrict, Wang Chan District, Rayong Province.This study was qualitative research, using document analysis and targeted interviews with a purposive sampling consisting of 9 groups: (1) 6 members of the Yutcharoenkit family, (2) 5 close associates, (3) 12 local politicians, (4) 13 government officials, (5) 6 executives and employees from the Eastern Economic Corridor Innovation area, (6) 6 representatives from civil society organizations, (7) 3 merchants, business owners, and entrepreneurs, (8) 4 scholars, journalists, monks, and local sages, and (9) 10 involved local citizens—65 sampling in total. The research tools were a literature review and interview forms, and then the data was analyzed through descriptive analysis.The study found that (1) the background and history of the Yutcharoenkit family traced back to Chinese immigrants who came to Thailand in 1935. They started as oil palm growers and eventually achieved financial stability. Their descendants gained a greater education, earning them respect and acceptability in the local society. Furthermore, their kind character made them popular, and they have a large network of relatives and associates, which has contributed to the development of their political power base. (2) The strategies included planning political positioning, building political networks, creating achievements, and effective political communication. The methods were providing reciprocal benefits, supporting the establishment of Wang Chan Valley, developing professional groups, and cultivating relationships with the local community and organizations. (3) The significant impact was the long-term hold on political power and the comprehensive and fair development of the area, which has earned the trust of the people and gained acceptance from politicians in the province, serving as a support voting for national-level politicians. This has led to political competitors losing power. (4) With regards to the succession of political power. It was likely that the support will be given to Mr. Chawinroj Yutcharoenkit to be the candidate of the chief executive of the Pa Yup Nai Subdistrict Administrative Organization.

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษา (1) ภูมิหลังและความเป็นมาของตระกูลยุทธเจริญกิจที่มีผลต่อการสร้างฐานอำนาจทางการเมือง (2) กลยุทธ์และวิธีการในการสร้างฐานอำนาจทางการเมืองของตระกูลยุทธเจริญกิจ (3) ผลกระทบจากการสร้างอำนาจทางการเมืองของตระกูลยุทธเจริญกิจ และ (4) แนวโน้มในการสืบทอดอำนาจทางการเมืองของตระกูลยุทธเจริญกิจในตำบลป่ายุบใน อำเภอวังจันทร์ จังหวัดระยองการศึกษาครั้งนี้เป็นการวิจัยเชิงคุณภาพ โดยวิจัยเอกสารและสัมภาษณ์กลุ่มตัวอย่างแบบเฉพาะเจาะจงจากจำนวน 9 กลุ่มตัวอย่าง ได้แก่ (1) กลุ่มบุคคลในตระกูลยุทธเจริญกิจ จำนวน 6 คน (2) กลุ่มบุคคลที่ใกล้ชิด จำนวน 5 คน (3) กลุ่มนักการเมืองท้องถิ่น จำนวน 12 คน (4) กลุ่มเจ้าหน้าที่รัฐ จำนวน 13 คน (5) กลุ่มผู้บริหารและพนักงานในพื้นที่นวัตกรรมระเบียงเศรษฐกิจพิเศษ ภาคตะวันออก จำนวน 6 คน (6) กลุ่มองค์กรภาคประชาชน จำนวน 6 คน (7) กลุ่มพ่อค้า นักธุรกิจ และผู้ประกอบการ จำนวน 3 คน (8) กลุ่มนักวิชาการ สื่อมวลชน พระ ปราชญ์ชาวบ้าน จำนวน 4 คน และ (9) กลุ่มประชาชน ที่เกี่ยวข้อง จำนวน 10 คน รวมทั้งสิ้นเป็นจำนวน 65 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบเก็บเอกสาร และแบบสัมภาษณ์ เป็นการวิเคราะห์ข้อมูลเชิงพรรณนาผลการศึกษา พบว่า (1) ภูมิหลังความเป็นมาของตระกูลยุทธเจริญกิจ มาจากชาวจีนที่อพยพเข้ามาในประเทศไทย ตั้งแต่พุทธศักราช 2478 ภายหลังมีการประกอบอาชีพเป็นเกษตรกรสวนปาล์มน้ำมัน จนมีฐานะที่มั่นคง ลูกหลานมีการศึกษาสูง จึงเป็นที่ยอมรับนับถือของประชาชนในพื้นที่ และมีจิตใจโอบอ้อมอารี จึงเป็นที่นิยมชมชอบ ประกอบกับมีเครือญาติและพรรคพวกมาก ซึ่งมีผลต่อการสร้างฐานอำนาจทางการเมือง (2) กลยุทธ์ ที่ใช้ คือ การวางแผนในการจัดวางตำแหน่งทางการเมือง การสร้างเครือข่ายทางการเมือง การสร้างผลงานและการสื่อสารทางการเมืองที่ดี ส่วนวิธีการ คือ การให้ผลประโยชน์ตอบแทน การสนับสนุนให้มีการจัดตั้งวังจันทร์วัลเลย์ การพัฒนากลุ่มอาชีพ การสร้างความสัมพันธ์กับประชาชนและหน่วยงานในพื้นที่ (3) ผลกระทบที่สำคัญ คือ การครองอำนาจทางการเมืองอย่างยาวนาน และการพัฒนาพื้นที่อย่างทั่วถึงและเป็นธรรม จึงได้รับการเชื่อถือจากประชาชน จนเป็นที่ยอมรับของนักการเมืองในจังหวัด และเป็นฐานเสียงให้นักการเมืองระดับชาติ ส่งผลให้คู่แข่งทางการเมืองสูญเสียอำนาจ และ (4) การสืบทอดอำนาจทางการเมือง มีแนวโน้มจะสนับสนุนนายชวินโรจน์ ยุทธเจริญกิจ ให้เข้าสู่ตำแหน่งนายกองค์การบริหารส่วนตำบลป่ายุบใน ต่อไป
