A Comparative Study of Politics in ITA and the Effort of Organizations to determine the ITA results between the Provincial Government Organizations and the Local Government Organizations in Ubon Ratchathani Province

Abstract

The objectives of this research consist of: 1) to study the origin and importance of ITA; 2) to study and compare politics in ITA and the effort from Organization to determine the ITA Results between the Provincial Government Organization and the Local Government Organizations; and, 3) to provide recommendation to NACC to improve the ITA criteria to be more practical and appropriate for different organizations. This study used qualitative research methods, consisting of document research and in-depth interview of principal imformants; the 1st group consists of five provincial government organizations selected by purposive sampling procedure; the 2nd group consists of five local government organizations selected by purposive sampling procedure; the last group is the representative from Bureau of Integrity and Transparency Assessment, NACC. The results revealed that 1) the authoritarian regime and the patronage system are important factors stimulating efforts to determine the ITA evaluation results of government agencies in Ubon Ratchathani Province; 2) the number of corruption complaints of agencies in Ubon Ratchathani Province is not directly related to the agency's ITA evaluation results; and 3) the role of the NACC influences the agency's enthusiasm in ITA evaluation in both regional administrative units and local administrative organizations in Ubon Ratchathani Province. The research suggests that the NACC should consider modifying or amending the evaluation criteria used to evaluate each type of agency into sub-categories of agencies to help reduce inequality and create more fairness for each type of agency.

การศึกษาครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาที่มาและสาระสำคัญของการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ (ITA: Integrity and Transparency Assessment) 2) เพื่อศึกษาเปรียบเทียบการเมืองกับความพยายามในการกำหนดผลการประเมิน ITA ระหว่าง หน่วยราชการบริหารส่วนภูมิภาคและองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุบลราชธานี และ 3) เพื่อหาข้อสรุปและจัดทำข้อเสนอแนะแก่สำนักงานคณะกรรมการป้องกันและปราบปรามการทุจริตแห่งชาติ (สำนักงาน ป.ป.ช.) ในการพิจารณาปรับปรุงเกณฑ์การประเมิน ITA ให้มีความเหมาะสมและสะท้อนความเป็นจริง การศึกษาในครั้งนี้ใช้วิธีการวิจัยเชิงคุณภาพ (Qualitative Research) ประกอบด้วย การวิจัยเอกสาร และการสัมภาษณ์เชิงลึกจากกลุ่มผู้ให้ข้อมูลหลัก ทำการคัดเลือกด้วยวิธีการเลือกแบบเจาะจง (Purposive Sampling) ได้แก่ ผู้บริหารและเจ้าหน้าที่ผู้เกี่ยวข้อง จำนวน 3 กลุ่ม คือ กลุ่มที่ 1 จังหวัดอุบลราชธานี จำนวน 5 แห่ง กลุ่มที่ 2 องค์กรปกครองส่วนท้องถิ่นในจังหวัดอุบลราชธานี ทำการคัดเลือกด้วยวิธีการเลือกแบบเจาะจง (Purposive Sampling) จำนวน 5 แห่ง และกลุ่มที่ 3 ผู้แทนของสำนักประเมินคุณธรรมและความโปร่งใส สำนักงาน ป.ป.ช. ผลการศึกษาพบว่า 1) ระบอบอำนาจนิยมและระบบอุปถัมภ์เป็นปัจจัยสำคัญที่สามารถกระตุ้นให้เกิดความพยายามในการกำหนดผลการประเมิน ITA ของหน่วยงานภาครัฐในจังหวัดอุบลราชธานี 2) จำนวนเรื่องกล่าวหาร้องเรียนของหน่วยงานในจังหวัดอุบลราชธานี ไม่ได้สัมพันธ์โดยตรงต่อผลการประเมิน ITA ของหน่วยงาน และ 3) บทบาทของสำนักงาน ป.ป.ช. มีอิทธิพลต่อความกระตือรือร้นของหน่วยงานในการประเมิน ITA ทั้งในหน่วยราชการบริหารส่วนภูมิภาคและองค์กรปกครองส่วนท้องถิ่นในจังหวัดอุบลราชธานี ข้อเสนอแนะจากการวิจัย สำนักงาน ป.ป.ช. ควรพิจารณาปรับเปลี่ยนหรือแก้ไขเกณฑ์การประเมินที่ใช้ประเมินหน่วยงานแต่ละประเภทเป็นการแบ่งตามประเภทย่อยของหน่วยงาน เพื่อช่วยลดความเหลื่อมล้ำและสร้างความเป็นธรรมให้กับหน่วยงานแต่ละประเภทมากขึ้น
